SUBJECT: Va�entine Park Improvement Pracess
Background
In 2008, WSB was hired by the City to canduct a drainage analysis of the Valentine Park
az-ea. The Study was published an February 9, 2009. The purpose of the study was to
ident�fy sources of flooding in Valentine Parl� and io pro�vide solutions that would reduce or
eliminate the �Iooding. Due to some continued neighborhood concern about th� concl�sions
contained in the WSB study, the City Council directed Staff in 2010 to retain a consuItant to
render a"second opinion" on the W�B study. Quotes were obtained, and Bolton and Menk,
Inc. was hired to perfocm the revier�v of the WSB study. Bolton anc� Menk's conclusions
were contained in a letier dated Navember 2, 2010. Staff presented t�e iindings to the City
Council and PTRC at meetings in December 2010.
�mprovement Process
The 2411 CIP has a total of $310,000 for improvements to Valentine Park. A new play
structure is programmed at $50,000 and $260,Q00 for other types of improvements. Given
the contro�ersy over the drainage analysis that was perfarmed for Va�entine Park, Staff feeIs
it is imporiant to maintain as much controi as possible ovex the rema�nder of the
impravement process. Staff recommends that RaseviIle Engineering Staff be used for the site
civil plan preparation, bidding and construction administration. Staif aIso feels it �s very
iinportant that there be some form of neighborhood public participatioza regarding the types
of park irnprovements included in the finaI plans. For this, Staff would recommend hiring a
Park Planner ta assist the City. The follawing is a tentative schedule for imp�e�nenting tY�e
park improvements:
