Recommendation:
MCES has notified Arden Hitls that their pre�iminary I& I grant amour�t is $182090. In arder to use the
entire grant arnount the City will have to spend approximately $4b7,100 ($267,000 more than the amoun�
contained in the 2011 CIP). Staff recommends the Council accept the total MCES grant and authorize the
additional lacal funds be added #o the 2011 CIP for sewer lining and I& I mitigation.

SUBJECT: Metropolitan Council Environmental Services Municipal �nflow
and Ynfiltration Grant Application
Background
Metro Cities (Association of Meiropolitan Municipalities) championed the incIusion of a$3
million grant prograzn in the 2010 bonding bill far the purpose of providing grants to
municipalities for capitai improvements to public infrastructure to reduce the amount of
inflow and infiltration (I & I) to the Metropolitan Council Environtx►ental Services' (MCES)
metropolitan sanitary sewer disposal s�stem. This action was successful and $3 million was
appraved in the bill. In December the City Council adopted Resolutian 2010-069,
Supporting the Application for Metropolitan Council Environmental Servzces Municipal
Tn�i�ti-atio�/Inflow Grant Program, which was submitted along with the City's grant
applicatior�. As tihe City Cour�cil requested, the grant application included additional eIigible
work beyand the planned 2011 CIP in an effort to maxiznize the grant amount. �n earIy
January, staff was notified by MCES s#aff that our preliminary allocation, based on our
app�ication, is $182,090.
FinancialIm lications
The grant application indicates that Arden Hills is planning an lining a series of sewer lines
ranging in size from S" to 15" in diameter, togetner rn�ith rehabilitatian of a number of
manholes. The grant application also claimed credit for some of the sewer lining that was
campleted in the 2010 project as permitted by the grant rules. Attached is the 3nap showing
the areas of proposed or completed work that was submitted with the grant application. The
grant application rules indicate that 25% of the sewer lining cast and 50% of the n�anhole
rehabilitation cost can be funded by the grant. The remaining construction and overhead
costs are the City's responsibility.
Attached is a spreadsheet prepared by Kris Giga that shows that if the City accepts the entire
grant alIocation, the City's financial responsibiIity is approxi�nately $407,000 of construction
cost plus overhead. Assuming an overhead of 10% of the total construction cost, that would

be approximately another $60,000. Included in #he 2011 CIP are $100,000 for sewer lining
and $100,100 For I& I mitigatian. To maximize the MCES grant, about another $26'1,000
would have to be added to the 2011 CIP amounts.
The best information staff has available inc�icates that approxirnately 48%, or 20.8 miles, of
aur sanitary sewer system is clay pipe. This in%rmation is taken from the City's GIS
sanitary sewer map, which is not cozx�pletely accurate. Updating this information is one of
the tasks Public Wor�Cs wi1l be working on in the coming year. However, in the past two
years the City iined 1.22 miles. If the City uses the entire MCES grant, the total amount of
additional lining wauld be 2.33 miles. This length versus expenditure is lower by the fact
ihat some of the sewer lines are larger than 8" in diameter.
Cauncil Action Requested
The grant amount is still preliininary because citi�s have until February 1 S, 20l l to "opt out,"
or withdraw, their application. After that date, MCES wiil finalize the grant amounts and
send the cities farmal agreements to enter in to, committing to the campletion of all the work
indicated in the grant application by .�uly 2012. Staff is requesting the City Council consider
accepting the total MCES grant annount of $182,090, understanding it requires an additional
$267,4�0 be added to the 2011 CIP.
