Following the hearing, the City Cauncil ardered the irnprovement and preparation of plans and specifications of the proposed project. The next step in the process is far the City Council to approve plans and specificaiions and authorize the adv�rtisement far bids. Discussion �tate statute requires a City Council resolution approving plans and specifications and ordering the advertisement for bids for alI public improvements to be assessed. Since a por�ion of �lie costs for the proposed project will be assessed to benefiting properties, the adoptian of this resolution is required. Street Improvements Due to the existing condiiions of the roadways, the pxoposed irnprovements include a bituminous reclamation to all sireets. AlI of the roadways wzll be repaved to match tl�e existing roadway widths. Existing curb and gutter will rennain in place, with the exception of isolated areas that need repaiars to replace damaged or sunken curb. Utili Im rovements Storm Drainag� and Storm Water Quality Improvements: The storrn drainage system inr�provements are relatively minor and include maintenance on selected storm sewer manholes anc� catch basins. Residents adjacent to Karth Lake have asked if improvemen#s to the existing storm drainage system could be made in conjunction with tl�e overall project that will help improve the quality of the water entering Karth Lake. City staff has determined that approximately 2200 cubic feet of voiunrae is needed to meet Rice Creek Watershed District's infiltration requirements. Staff is working to finalize �ocaiions withrn City easements and right of way, ar in front o£ interested residents' properties. �uff'icient quantities have been included in the bid documents. A grit chamber is also included in th� plans to be placed on Nursery Hill Lane at the end of the storm sewer system prior to discharging ta Karth Lake. Water Systenn Improvements: The wa�er system improvements include re�ovzng and replacing selected gate vaives and hydrants that are in poor condition. Since the Arden View neighborhood has experienced a number of watermain breaks, the existing watermain syste�n within the City's roadways are proposed to be removed and replaced. Water system improvements in the Arden View neighbarhood will include a.fl associated valves and hydrants near the roadway areas. Sanitary Sewer Svstem Ianprovements: The sarzitary sewer systern improvements are relatively rninor and include rnaintenance on selected manholes. However, within tY�e Janet Court cul-de-sac, City staff is pxoposing that a segment of tlie existing sanitary sewer pipe be removed and replaced ta eliminate a sagging pipe. Financial Implications As presented in the feasibiliiy repart, the estimated total project cost for the improvements is $1,703,'70Q, including contingencies, engineering and overhead �ees as outlined in the Assessment Policy. The City Administrator shall prepare and cause to be insert�d in the Bulletin, the official newspaper, and in the Canst�uction Bulletin an advertisement for bids upon the making of such improvement under such approved plans and specifications. The advertisemer�t shall be published as required by law, shall specify the work ta be done, shall state the date and time tha� the bids will be received by the City Adtzi.inistrator and City Engineer at which iime they will be pub�icly opened in the Arden HiIls City Hali by the City Engineer, wili then be tabulated, and wiil subsequently be considered by the CounciL No bids will be considerec� unless sealed and filed with the Administrator and accompanied b}� a cash deposit, cer�ified check or bid bond payable to the City of Arden Hills for ien percent (10%) of the amount of suc� bid.
