At the November 15, 201 Q, meeting, the Ciiy Council directed staff to f 11 the posiiio� of
Accounting Analyst. On January 19, 2Q11, the City Council appointed Ashley Bertrand
to �he position. An updated job description has been prepared and reviewed by the
Personnel Comzanitiee for approval by the City Council.

POSITION DESCRIPTION
Position Title: Accounting Analyst
Department: Finance Depar�ment
Accountable ta Director of Finance and Administrati�e Services
Positions Supervised: None
Status: FuH-Time, Exempt
SUMMARY
Under the general superuision of the Director of Finance and Administrati�� Services, the
Accounting Analyst is a professional position responsible for maintaining the fnancial
system, i�tcluding the reconciliaiion of general ledger accounts and mon#hly reporting, and
administering �ayroll and associated benefi# functio�s. This pos�tion has access to pri�ate
employee da#a and is classified confidentia�.
ESSENTIAL FUNCTIONS OF THE POSIT[ON
• Administers the integrated �inancelPayroll computer system and is the main
contact with Springbroo[c software support staff on maintenance and issues.
Pro�ides �nternal support for the financ�allpayroll software.
• Processes mon#hly journal entries.
• Prepares and distributes monihly fnanc�al reports to depa�tmenf
d irectorslmartagers.
• Prepares reports for auditors at year-end (audif work papers). Examples include:
#ax revenue receivable, special assessmenis, accaunts payablelaccaunts
receivable summary and detail, etc. Assisfs in the preparation of the
Comprehensi�e Annual Financial Report (CAFR}.
• Re�iews check paymenis and relafed accounting codes prior to func�s being
disbursed.
• Implementing and maintaining a purchase order sys#em.
• Implementing and maintaining an EFT vendor payment sysfem.
• Pro�ides backup support to the Utili4jr B�Iling function, Accounts Recei�able and the
FEnance Analys#.
• Assists in the preparation of the annual budgei and Capital Improvement Plan
(CIP).
• Performs in#ernal aur�iting procedures as assigned by the Direc#or of Finance and
Administrati�e Services.
• Adminis�ers #h� City payroll system. Includes the estahlishmenf of direct deposits,
accruafs for �acation and sick ieaue, and recur�-ing entries for deductions and
benefits. {Re�iews employer benefits and employee deductions.)
• Processes Public Employee Retirement Associafion {PERA) deductions and files
deduct�onlbenefit reports as well as the demogra�hic changes. Produces and files
the annual PERA exceptions report.
• Pro�ides customer seruice to employees wi�h questions related #o pay, deductions,
benefits, and lea�e accruals.
• Upda�es the HRIPR system with new pay and benefit rate changes and coordina�es
with Human Resources, the disbursement and t�pdating of informatian rela#ed to
the Benefit Enrollmeni Form, which is processed annually with benefit, insurance,
HSA, and flexib[e spending amount changes.
• Processes W-2's and 1099's.
• Complefies financial information on employment verifications and verifies
unemployment notices.
• Produce payrall reports.
• Creates and updates forms, as necessary, to aid in #t�e collection of financ�al
related data.
• Maintains the confiden�ial nature relat�d to payroll and emp[oyee benef�ts.
• PerForms a[I other related duties and responsibilities as may be required.
QUALEFICATION REQUIREMENTS

EDUCATI4N andlor EXPERIENCE
Minimum Requirements:
• Four-year degree ir� Accounting, Finance, or a relaied field; or two-year accounting
degree plus three years experience in accounting/payroll.
• Experience constructing complex spreadsheets (MS Excel preferred).
Desired Qualificafions
: Four-year degree in Accounting.
• One year or more experience with integrated payroll system.
• One year or more experience analyzing general ledger accounts and preparing
journal entries. �
• One year or more preparing audit work papers.
• Advanced knowledge of spreadshee# and database applica�ions (tables, complex
formulas, database creafion).
• Go�ernmental accounting experience.
• Knowledge of Springbrook Software.
LANGUAGE SKILLS
Ab�lity to read and interpret documenfis such as fi�ancial reports, operati�g and
maintenance instructions, laws, poficies, and regulations, contracts, and procedure
manuals. Abi[ity to prepare reports and correspondence. Abil�ty fo cammunicate
effecti�ely both orally and in writing with supervisors, City staff, auditors, elected officials
and the general public.
MATHEMATlCAL SKILLS
Ability io make arithmetic computatians using w�ole r�umbers, fractions and decimals.
Ability to compute rates, ratios, and percentages.
OTHER KNOW�.EDGE, SK[LLS, AND ABILITIES
• Knowledge of advanced accounfing practices and procedures.
• Knowledge of payroll practices and procedures including Federal and State laws in
relation io payroll.
• Ad�anced knowledge of computers and software app[ications, including word and
excel.
• Ability to operate various types of office equipment.
• Proven excellenf cus#omer service skills via phor�e and in person.
