At the May 10, 2010 City Council meeting, Council authorized staff to advertise the
position per the recommendation of Personnel Committee.
Discussion
The Personnel Committee met before the Council Meeting on May loth at 5:00 p.m. to
discuss the job description for this position and the wording for the posting of this
position. Council approved the posting at the May loth meeting, attached is a draft job
description for City Council approval.

POSITION DESCRIPTION
Position Title: Public Works Director
Department: Public Works Department -
Accountable to: City Administrator
Positions Supervised: Public Works Department, Engineering, and
Recreation Department
Status: Full-Time, Exempt
May 2010
SUMMARY
Plans, directs, supervises, and coordinates all activities of the Public Works Department
including Engineering, Streets, Water, Sewer, Surface Water Management, Parks and
Recreational Programs. The Director oversees the overall operations of the Public Works
Department and ensures compliance with all applicable laws, rules, regulations, policies,
and ordinances. This position applies engineering principles as they relate to municipal
projects. Represents and maintains communication with all stakeholders.
ESSENTIAL FUNCTIONS OF THE POSITION
Develops long range plans for the Public Works Department.
Ensures that department related feasibility and cost studies are presented to the City
Administrator and City Council, in a timely fashion.
Prepares and administers the annual departmental budget and Five-Year Capital
Improvement Plan. Develops, plans, and recommends to the City Council other projects
and purchases as appropriate or needed.
Directs operations of the water, sewer, and surface water management divisions to ensure
compliance with all applicable State and Federal health regulations, as well as meeting
the present and future water and sewer needs of the City and its customers.
Directs and supervises engineering personnel in the management of all projects in the
City.
Ensures compliance with applicable laws, regulations, rules, policies and ordinances.
Manages and oversees policies, procedures and practices to ensure departmental safety
and efficiency.
Oversees the development of a City-wide safety program including coordination of
monthly safety meetings.
Oversees issues relating to parks and recreation divisions, including parks uses,
acquisition, development of facilities; and recreation program needs.
Supervises reforestation program and the diseased tree control program.
Responds to concerns, issues, and complaints from the general public, City Administrator,
elected officials and regulatory agencies.
Performs other duties as apparent or assigned.
SUPERVISORY RESPONSIBILITIES
Manages employees in the Public Works Department and the City's contract engineer.
Responsible for the overall direction, coordination, and evaluation of these units.
Carries out supervisory responsibilities in accordance with the City's policies and
applicable laws. Responsibilities include interviewing; planning, assigning, and directing
work; rewarding and disciplining employees; evaluating performance, and addressing
complaints and resolving problems. Responsibilities also include the ability to effectively
recommend recruiting, hiring, transferring, promoting, demoting, suspending and
discharging of employees.
QUALIFICATION REQUIREMENTS

Minimum Requirements
• Bachelor's Degree in an engineering field or equivalent experience in the
management of a Public Works department.
• Minimum of three (3) years of public works related experience.
• Minimum of two (2) years supervisory experience and/or an equivalent combination
of education and experience.

Desired Qualifications
• Bachelor's degree in civil engineering.
• Registration as a professional engineer in the State of Minnesota.
• Five (5) to seven (7) years of progressively responsible experience supervising
public works and/or parks and recreation operations and administration.
• Previous municipal government work experience
LANGUAGE SKILLS
Ability to read, write, analyze, and interpret plans and blueprints, contracts, ordinances,
technical journals, financial reports, development agreements, legislation, statutes, and
legal documents. Ability to respond to common inquiries or complaints from customers,
department staff, City Council, regulatory agencies, and members of the business
community. Ability to effectively communicate both orally and in writing with state
regulatory agencies, elected officials, City staff and members of the public. Ability to give
verbal presentations and speeches. Ability to prepare reports and correspondence
MATHEMATICAL SKILLS
Ability to make arithmetic computations using whole numbers, fractions and decimals.
Ability to compute rates, ratios and percentages. Ability to prepare and administer an
annual budget.
OTHER KNOWLEDGE, SKILLS, AND ABILITIES
• Knowledge of the methods, techniques, tools, materials and equipment use in
streets, parks, water and sewer maintenance and construction.
• Knowledge of turf management. _
• Ability to review and interpret building, water and sewer plans and specifications.
• Working knowledge of plumbing, electrical and carpentry basics.
• Working knowledge of computers and software applications including Microsoft
Office and Project Planning software.
• Experience in the preparation and presentation of budgets as well as monitoring of
expenditures.
• Ability to maintain department equipment and facilities.
• Ability to provide direction and guidelines to employees.

vision, distance vision, color vision, peripheral vision, depth perception, and the ability to
adjust focus.
