In�ltration Grant Application
Back�round
Metro Cities (Association of Metrapolitan Municipalities) championec! the inclusion of a
$3 million grant program in the 2010 bonding bill for the purpose of providing grants to
municipa�ities for capital improvements to public infrastructure to reduce the arrto�nt of
inflow and infiltration {III) to the Metropolitan Council Environmental Service's (MCES)
metropolitan sanitary sewer disposal system. This actian was successful and $3 million
was appraved in the bi1L Ta be eligible for a grant, a city must be identified by the MCES
as a contributor of excessi�e inflow and infltration. Arden Hills is eligibl� for this grant.
Grants from this appropriation are for up to 50 percent of the cost to mitigate in£low and
infiltratian in tHe publicly owned municipal wastewater collection systems. The council
must award grants based on applications iram eligible cities that identify eligible capital
costs and include a timeline for inflow and infiltration rr�itigation construction, pursuant
to guidelines established by the council.
The proposed schedule for the grant process the MCES has a�tlined is as follows:

Financial Im plications
The initial infrastructure grant is $50,000. �nce the MCE� reviews the applications, the
remainder af the $3 million will be allocated to all comrnuniiies, in which case Arden
Hills may receive additional grant monies over the initial $50,000. Staff as preparing
projects to be completed in 2011, which include sanitary sewer Iining and manhole
rehabilitation and repair. The estimated cost for these projects is $200,000. The balance

of the project is within the budgeted amount for I/I mitigation and sanitary sewer
rel�abilitation projects and will be paid for using Sanitary Sewer Enterprise Funds.

N4W THEREFORE, BE �T RESOLVED SY THE CITY COUNCYL OF ARDEN
HILLS MINNESQTA:
The Arden Hills City Council adopts this resolution authorizing staff to apply for Metropolitan
Council Environmental Services Municipal Infiltrationl�nflow Graz�t far improve�nents to tl�e
City's sanitary sewer infrastructure to reduce inflow and infiltration.
