The curbside recycling services are provided by Eureka Recycling. The comrnunity cIeanup events are operatet� in conjunction with the City of Shoreview. The recyciing budget is an enterprise fund that receives revenues from the annual household �ee that is applied to the property taxes and from the SCORE grani provided by Ramsey County. Most of ihe expenses axe from the services provided by Eureka. Since there are no ather dedicated fi�nding sources, the reveanue must be balanced with the expenses. For 2011, the per household fee charged by Eureka Recycling for curbside recycling services is expectect to increase by 2.4 percent based on the anticipated change in the Consiuner Price Index {CPI} from tihe Minneapolis Federal Reserve for the Upper Midwest. Although the base fee from Ewreka is expected to increase, th� annual curbside recycling fee per household is proposed to remain the same from 2010 to 2011 at $40.65. The reason that an increase is not needed is because the City and Eureka Recycling renegotiated ihe terms of our contract in 2009 and increases in processzng fees projected for the 2010 budget did not occur. Additionally, the post consurner recycling market has begun to rebonnd, which has had a positiv� impact on the revenue share the City receives from Eureka. Although tY�ese properties cont�aci separately for regular recycling services, they still have access to the community cleanup event. This fee covers their portion of the community cleanup event. The proposed recycling fee af $40.65 includes the cost of the community clean-up events.
