Pavement Management Program — Pnblic Hearing and Ordering Plans and Speciircatians Back ro�nd On November 15, 2010 the City Council received ihe feasibility repprt for the 2011 PMP Improvement Praject and ordered tlie public hearing for December 13, 2Q10. Priar to opening the hearing, City staff will present general inforrnation regarding construction, standards, and assessments that apply for this project. Following Minnesata Statutes, Chapter 429, z�otice of the public hearing rnust be posted twice prior to the meeting; this was done in the Bulletin on Novemb�r 24 and December 1, 20I0. A notice was also sent to each property proposed to ba assessed as a part of this praj ect. Once the hearing is closed, the next step in the process is for the City Cauncil to order the improvements and preparation af plans and specifications. Discussion The �ollowing is a brief surnmary of propased improve�ents; for more detail, please referenc� the feasibility report. Street Improvements: Due io the existing conditions af the roadways, the proposed improv�rnents include a bit�uninous reclatnation ta all streets. All of the roadways will be repaved to match the existing roadway widths. Exisiing curb and gutter will remain in place, with the exception of isolated areas that need repairs to replace damaged or sunken curb. Storm Draina�e and Stor�n Water Qualitv Improvements: The storm drainage system improvements are relatively minor and include maintenance on selected stonn sewer manholes and catch basins. At the September 23, 2010 neighborhood meeting, residents adjacent to Karth Lake asked if improvements to the existing storm drainage system could be made in conjunction with the overall project that wiIl help improve the quali#y of the water entering Karth Lake. City stafi discussed the possibility of installing grit chambers and iniiltration facilities (rain gardens) that r�vould im.prove water quality. In between 1255 and 1261 Nursery Hill Lane, the City's storm sewer syste� discharges into Karth Lake. During final design, the City wiIl evaluate alternatives to the existing storm sewer system that would result in an improvement to the water quality in this area. Water System Improvements: The water system improvements include removing and replacing selected gate valves and hydrants that are in poar condition. Since the Arden View neighborhood has experienced a number of watermain breaks, the existing watermain system within ihe City's roadways are proposed to be removed and replaced. Water system improvements in the Arden View neighborhood will include all associated valves and hydrants near the roadway areas. Sanitar Sewer S stern Im roverrients: The sanitary sewer system improvements are relativeIy minor and incl�de rnaintenance on selected manholes. However, wiihin the 7anet Court cul-de-sac, City staff is proposing that a segment of the existing sanitary sewer pipe be removed and repIaced to eliminate a sagging pipe. Financial Imnlications The estimaied total project cost far the improvements is $1,703,740 which includes aIl overhead costs. Consistent with the City's Assessment Policy, 37% overhead costs for the street improvements has been included, which was used to calculate preliminary assessment rates. The proposed project funding summary is listed in the table below. As mentioned, roadway costs include a 37% overhead; while utility costs include 30% overhead. The feasibi�ity study alsa lists the potential of reducing the dia�neter of the center island at the end of Arden View Court. Finally, the notice provided an estimate of the praposed assessrnent for the project; in my case, approximately $700. I do not plan to attend the public hearing on Dece�nber 13; having sat through a number oi tne�tn in the past, but would like to provide my thoughts on the project. �t is my hope that you wi11 provide this Ietter to the council as a part of their information packet for t�e hearing. The project has my fnll support and � am willi�g to pay the proposed assessment. Some of �ny neighbors may not agree with this position, but it seemed important to let you know that those who may be in opposition do not reflect the views of everyone in the comrnunity. It is m�y hope that the reduction of the diameter of the circ1e at the end of the caurt remains a part of the plan. Finally, and aIthough I'm sure the ciiy is aware of this situation, I would like to ask that the contractor chosen for the project be cognizant af the fact that Arden View Court is a dead- end that provides the sole access to the 166 homes in our community.
