SUBJECT: Staff Updates
As time allows, I would like to update the City Council on a number of current activities.
The list of update items includes the following:
1. Public Works Union Contract discussions
2. Deer Survey by Ramsey County
3. Applications to date for the Council vacancy
1.) The I.U.O.E. Local No. 49 Area Business Representative, Kent Korman, and the
City Steward, Tony Nowlan, met with City representatives on December 10t`to
discuss the Union's requests for a new contract. The City's response to the
Union's requests was presented at this meeting. General agreement was reached
on a few items and a number of items require additional discussions. A follow-up
Union/City meeting is scheduled for December 29, 2010.
2.) The Ramsey County Parks Department has inquired if the City is interested in
participating in the aerial deer survey. Attached is some information from John _
Moriarty, Ramsey County Parks, on this topic. According to John, 2009 is the
first year that Arden Hills participated in the survey. While the survey is a
"snapshot in time', we should still be part of this survey for a few years to see if
there are any trends that we need to watch..
3.) To date,the City has received two applications for the Council vacancy. They are
from David Radziej and Nicholas Tamble. Additionally, Chris Ashbach has
submitted a letter of interest(per my direction in early November) but has not yet
submitted an actual application.

Mr. Klaers:
Last Year the City of Arden Hills asked to be included the aerial deer survey conducted in the County. We flew selected
portions of the City as part of the survey. The city was billed for one hour of helicopter time, which this year is$295,00.
Are you interested in having the City surveyed this coming winter?
Please let me know if you have any questions on the deer surveys or deer management in you City.

It is once again time to start thinking about conducting aerial deer surveys. I plan on doing the surveys as soon after the
first of the year as the snow conditions allow. The areas covered would be the same as 2010, The helicopter company's
rate for this year is$295.00 an hour,which is$10 more than last year, but still$80 less than their regular commercial
rate.
Please let me know if you are interested in having your city surveyed this year.

Dear Mr. Moorse:
Enclosed please find the survey maps for the recent aerial deer survey conducted in Ramsey
County. Surveys were flown on January 5, 12 and 18 under good survey conditions. There was
a good 10 inch base of snow and experienced helicopter pilots. My confidence level in seeing
deer was good for this survey, but reported numbers should be considered a minimum population
for the area. Deer numbers varied from previous surveys,but this may be attributed to the
Christmas snowstorm and extreme cold during the end of December and early January. These
weather conditions may have altered the deer habitat use patterns. The enclosed map shows the
location of the deer.
There were 107 deer seen in Arden Hills. The majority of which were in the AHATSITCAAP
property. The enclosed map shows the location of the deer.
You will be billed for 1 hour of helicopter time from Complete Helicopter from Anoka Airport at
a rate of$285.00 per hour. -
If you have any other questions on your deer or deer management options feel free to give me a
call at 748-2500.
