SPECIAL CITY COUNCIL MEETING
JANUARY 19, 2011
6:00 PM - AR.DEN HILLS CITY HALL
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the Special
City Council meeting at 6:00 p.m.
Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, and
Ed Werner.
Absent: None
Also Present: City Administrator Patrick Klaers
1. APPROVAL OF AGENDA
It was noted that Representative Knuth was called into a Tax Committee meeting at the last
minute and could not attend this City Council meeting.
As Senator Goodwin was delayed due to traffic, Item 2B was moved up on the agenda.
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to Approve the Agenda as amended. The motion carried
unanimously (470).
2. AGENDA ITEMS
B. Council Comments and Staff Updates
City Administrator Klaers reviewed the process Staff had completed in selecting the
recommended choice for the Accounting Analyst position. A memo dated January 19. 2011, -........
from the City Administrator and the Director of Finance and Administrative Services was
distributed. Staff is recommending the hiring of Ashley Bertrand at Pay Grade 7, Step 11.

MOTION: Councilmember Holden moved seconded by Councilmember Holmes to
Approve the Hiring of Ashley Bertrand at Pay Grade 7, Step 11. The motion
carried unanimously (4-0). —_
A. Discussion with State Senator Barb Goodwin and State Representative Kate
Knuth
Senator Goodwin arrived and the Council discussed the I-694/TH51 (Snelling) Improvement
Project that is being proposed by Mn/DOT. The project is now moving into the Appeals Board
process following the City's denial of Municipal Consent. The Senator and Council also
discussed the reorganization efforts going on at the Capitol, the State budget situation, unfunded
mandates, and State Aid for streets. The Senator and Council stated their desire for continuing
discussions of local issues.
C. Interviews for Council Vacancy Scheduled to Begin at 7:00 pm
The City Council interviewed applicants for the vacant City Council position. The following
residents were interviewed: Chris Ashbach, Dave McClung, Steven Jones, and David Radziej.
Following the interviews,the City Council discussed the seven candidates that were interviewed
on January 11 and January 19. It was the consensus of the Council that the preferred candidate
was Nick Tamble. Mayor Grant stated that he would contact Nick Tamble and the other
applicants except one whom Staff was to contact because of the lack of an e-mail address and
available phone number.
B. Council Comments and Staff Updates (continued)
City Administrator Klaers stated that he wanted to follow up on the January 18 Council
discussion regarding the Fee Schedule. It was noted that Staff would like to present the Building
Construction Fees (Section II of the Ordinance)to the City Council on January 31, 2011. After
Council's review of the January 18 discussion, it was decided that Council would consider the
Fee Schedule Ordinance tonight and amend at a Iater date if necessary.
MOTION: Mayor Grant moved and Councilmember Holmes seconded a motion to
suspend the rules to consider the Fee Schedule Ordinance. The motion
carried unanimous) 4-0 . _
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to approve Ordinance 2011-001,Adopting the 2011 Fee Schedule.
The motion carried unanimously (4-0).
The Council discussed the proposed 6:00 pm Work Session prior to the February 14th City
Council meeting, and conflicts were noted. It was decided that everyone could make a 6:00 p.m.
Special meeting on Monday, February 7, 2011. The City Administrator will have this Special
meeting posted.

ADJOURN
MOTION: Councilmember Holdcn moved and Councilmember Holmes seconded a
motion to adiourn. The motion carried unanimously (4-0).
Mayor Grant adjourned the Regular City Council Meeting at 10:00 p.m.
