The City of Arden HilIs appz-oved an engineering consultant pool an AUgust 27, 2007 for use on
specialized projects or projects that the City of Raseville's Engineering Department �nay not
have tne capacity to assist with.
'The City Council inc{icated a desire to stttdy the dra�nage issues associated with Valentrne Park.
The park currently is prone to flooding, which has delayeci pIans for future park irnprovements.
In order to appropriately plan for the park's fiiture, an analysis needs to be comp�eted �n the
st�rround�ng area to better understand the exis�ing drainage patterns and develop alternatives for
improvenaents. City staff reviewed proposaIs submitted by the �rms in its surface water
resaurces engineering pool, and is recommending WSB & Associates, Inc. for this work.
DISCUS�ION
Praposals were submitted by all three firms in the surface water resources engineering pool: Barr
Enginee�ing Company, Kimley-Harn anc� Associates, Inc., and WSB and Associates, Inc. This
contraet will be a not to exceed cost based on actua� �ours spent on the praject. The proposal
amaunts are listed below:

Staff recorr��ends WSB for this work. Their staff is extremely knawledgeable in the fieFd of
hydrology, and has completed numerous similar studies for other munieipalities. WSB staff has
worlced an other projects that fall within the Rice Creek Watershed District's jurisdiction, and is
farni�iar with their rules and requirements on street reconstruction projects. Tl�is will be a factor
in providing options far i�nprovements, ensuring any proposed alterrYative me�ts pern�it
require�nents. WSB has also recently been working with ihe C�ty on ather projects; City staff
has had a positive experience with this firm and feels ihe proposal that has been submitted best
rneets the intent of the praject and the City's needs.
FXNANClAL �MPLICATIONS
The costs to complete this feasibility report wi�l be paid for out ofthe Surface Water Er�terprise
�'und. The praposed costs are within the $20,000 budgeted in 2008 for this study. Staff
recornmends including the optaonal casts of attendance at City meetizlgs and detern-�ining at a
Iater time whether or not to utilize this se�-vice.

The City of Arde� Hills is seeking quotes co co�nplete a dra�raage study of the Valentine Lake subwatershed
surrounding Vaientine Park.
Project Understanding
The City of Arden Hilts is looking to defne and anderstand the �ydrology that reaches Valentine P�-k.
Valentine Park is located on the southwest corner of Valentine Lake Road and Old Highway 10, across the
street from Lake Valentine. A location map is attached. The park current�y has a baseba]] field, a play
structure and a p�ved parking ]ot. A warrnir�g house was located ac the park, but was recently moved. In the
spring, the park is prone to floading, which has deIayed plans for future park irr3provements_
The Consultant wil] develop an XA-SWMM model to determine the vo]�me oF water reaching the par�C and
identifying poten�ial solutions to alleviate flooding in ihe park.
Valentine Lake Road has an exEensive s[orm sewer system that was built in ] 995, whieh inc)udes a grit
chamber at the corner c�f Valentine Lake Road and O�d Highway 30. The residential neighborhoc�d just west
of Valentine Park also has a storm sewer system that drains directly into the west pan af the park, and then
tIows through a ditch around the south side of the park. Both of Ehese systems drain toward the northeast
eorner of the park, where they discharge iRto Valentine Lake via c�lverts under Old Highway ] 0.
The purpose of this study rs to evaluate existing conditions and develop a plan to reduce flooding in
Va]entine Park_ This plan wi1l be implemented as projects arise. Future projects in the 10-year Capita]
Improvement Plan include the reeoastruction of two neighborhoods (north and south of Lake Valentine
Roari) and improvements to Valentine Fark.
After the data is collectec� aad mode] is created, the consuItant will evaluate possible solutions, associated
costs and present the information iR a sunnmary report. The City wi}1 review the recom�nended solutions and
ineorporate potential impraverr�ent projects whenlwhere appropriate into the Ciry's Capita] improvement
Plan.

The design will be based on record plans, feId survey and a� XP-SWMM model for the drainage area_ The
foIIowin� are the main components of the work plan.
Ie Project Managerr�ent
Project management is an iropartant task. Thrs t�sk consists of �nanagement and adrninistration,
project coardination, meetings and other communication with the City of Arden Hills staff. Proper
comgletian of this task witl alIow far open lines of communication and routine updates on project
issues, as well as keepir�g the prQject on schedule and within budget.
2. Data Cotleetion/Model Development
This involves the gathering of information necessary to compiete a suecessful design. This
information will incI�de t�e fol3owing items, as weII as any additiona] information that will be
needed for t�e carripletion of the praject.
Recorc� drawings and GIS information wil] be provided by the City. Any necessary fieId surveys
needed to collect topographie infarmation or field verify storrr� sewer infrastructure wil] be
co�r►pleted by the ConsuItant. This data will be used to ereate an X�-SWMM mode] for �se in
analyzrng the subwatershed. The XP-SWMM rrzodel deveIoped as part of this task wili include the
approxirnate area identi�ed on the attached ]ocaEion map. This model will he used to eval�ate the
hydrology of the subwatershed and determine the amount of runoff that r�eeds to be reduced to
alleviate flooding in Valentine Park.
3. Analys�s of model/Potential solutions
Once the model is cor�pletec�, the Consultant will grovide a report that c3iscusses results for the 2, 5,
lfl and lOd-year storm events. The co�sultant will prepare design options and associated cost
estifnates to reduce flooding at Valentine Park; these options rnay include any kind of improvement
with3n the subwatershed. This area is located within the jurisdictron of the Rice Creek Watershed
District; RCWD reqairements must be considered as a part of tf�e desigra solutions.
4. Su�mary Repork
The information gathered from the model, analysis and poEential solutians will be summarized in a
memorandum. Staff rr�ay ask [he Consultant to present the �ndings of the study at a City Council
rneeting, Parks, TraiIs and Recreatior� Committee meeting, and public infor�nation meeting. Three
rneetings shalI �e included as an optiona] cost in the praposal.

Vaientine Park, iacated at the intersection of Lake Valentine Road and �id Highway 10 (see attached �gure},
is a small park cansisting of a parking area a�d a baseball Fie�d and is currentiy prone to floading. Runoff
from the adjacent neighborhoods discharges from rhe storm sewer on the west side of the park and is
directed to a culvert at the northeast corner which carries it under Old Highway i0 to Laice Valer�tine. It is
our undersranding that the City intends to rrtake improvements to Valen�ine Park and t�e adjacent
neighborhoo�s in rhe near Future, includir�g potenria� trail improvernents along Snelling Avenue, which are
outlined in a separate RFP. For this reason, an analysis of the drafnage system and hydrology in the area is
needed to identify potential solutions to t�e fiooding problem. This analysis wi11 be performed using XP-
SWMM safeware, data provid�d by the City, and Feld survey data.

Our proposed scope of services is based on our understanding ot the project, Iimited in house da�a, and
experience with similar projects. The Eollowing are the primary components of the wor�C plan:
Praject Managemenr,/Meetings
Project management is an important task to each phase �f the project. This task consists of management
and adrrfinistration, praject coordination, and co�nmunication with the City of Arden Hills. This task aIso
includes atr�ndance at three �nee�ings with City sraff throughout the proj�ct. Proper co�npletion of rhis
task will allow for open lines of eommunication and rourine updates on project issues, as weli as iceeping
the project on schedule and within b�dget.
Optionul Meetir�gs — As needed, three supplementai meetings wiIl be attended to present rl�e �ir�dings of
rhe drainage analysis ta the City Co�ncil, the Parks, Trail and Recrea�on Committee, and the public. This
wiii involve presenting the analysis r�sults and the recorn�nended solutions �o the probiems.
2. Data CaIlection/Model Develo�znent
This involves the gathering af information necessary to cornplete a successful analysis. This informarion
will include the fo�lowing ite�ns, as well as any additianal informat�on that will be needed �or the
eornpletion af the project:
• Record drawings and/or fieid surveys provided by the Ciry.
• Topographic and storzn sewer invert data obtained frarr� field surveys. This task is anticipated to
require a twa-persan survey crew and take approxirnately two days.
• Canc�ptual informarion of anticipated park, neighborhood, and trail improvement plans. This witl
aid in providing the City with design alternatives that wilt coincide with future plans.
An XP-SWMM model will be used extEnsively to analyze the existing storm sewer sqstem and surrounding
hydrology. The XP-SWMM mode� develaped as part of this task will include the areas draining directly
and indirectly to Valentine Park. This modet will be used Co identify prablem areas, determine th�
arnount of runoff that needs to be stored or infil�-a�ed, and evaluate t�e effectiveness af variaus
alternatives to solve the flooding problems.

3. Analysis of Mode�/Fotential Solu�ians
This task will invoive analyzing the results of the XP-SWMM model vv�th respect to the 2, 5, 10, and 3.00-
year storm events. Results may consist of total runoff voiumes, maximum veIocities, ponding depths,
flooding iocations, etc. Specific probiem areas will be identi�ied and potential design options will be
explored and tested for feasibiliry. These options may include ponds, rain gardens, infiltration basins,
additianal piping, re-routing, etc.
4. Preparatian of Technical Memorand�m
A technical memorandum will be prepared outlining the resu�ts of the analysis. This merno wil�
surnmarize the assumptions made and the pracesses used to create the starm water model. The findings
will be addressed and a summary wiIl be provided o� the design options, the recomrnended option, and
the assaciated costs.

of projects gaining hands on experience in erosion control inspections,

Rich has been involved in creating a storm water utility fee structures for
the cities of Northfield, Inver Grove Heights, Excelsior, and Princeton.
T�is process involved modeiing storm water runoff and assigning utiliry
rates based on the City's funding r�e�ds. Justification reports were
prepared which provided the cities with a rate structure which the ciries
used to impiement the L1t�lity Eee.
Sweeney �ake Branch of Bassett Creek Stabiiization Project,
Golden Valley, MN
Rich was involved in preparing a feasibzlity study to identify significant
erosion and sedimentation problems and oprions for improvement along a
six hundred foo� section of the Sweeney La�Ce �ranch of Bassett Creek.
Rich also ptayed a key role in rhe final design of the improverr�ents to the
cnannel which included a nurr►ber of bio-engineering solutions such as
rock vanes artd live stakes. He worked with the City and Watershed to
obtain permit approvals for the project in a tirnely fashion in order to mave
the groject fonrvard during ideal winter woricing mon�hs.
Erosion Control Inspectio�., MN
Rich has experience inspecting erasion cantroI best management practices
(BMPs) for over fihy City co�struction projects, many on a weetrly basis.
As a part of erosion control inspecaon, Rich submitted inspection reports
and provided direction to contractors regarding non-compliance issues.
Rich's inspections were performed to fuifill requirements outlined in City
�torm Warer Pollution Prevention Programs (SWPPP).
Caon Rapids Water Quantity and Water Quality Study, Coon Rapids, MN
Over a period ot six mo.nths, Rich visited 15 strearn �ocations in the City of
Coon Rapids, on days foilowing Iarge storm events. Water grab samples
were taken each t�me for pollutant tesring. Flow velocity and water
elevation measuremen�s r,vere taken as well. Rich was involved in
combining meas�red rainfall data, flow ciata, and pollurant Ioading data to
co�npile a report outIining the findings and �-ecomtnendations of the study.
St. Michael Storm Water Management Plan, St. Michael, MN
Ric� has experience utilizing HydroCAD and XPSWMM softvvare to
develo� storrr� water rnodels in order to identify flooding areas, discharge
rates, storage volumes, etc He uses rhese programs regt�larly as a part af
storm sewer design as weII. Modeling tasks include watershed

crearing storm water models for the St. Michael storm water management
plan, the Timber Creek watershed in Ptymouti�, and the Walsh Lake
watershed in RoseviIle.
Global Inforrnation System (GiS) Mapping
During his time with WSB, Rich has gained much experience u�ilizing GIS
for Wat�r Resource, Municipal, and Transportation projects. He
constructed figures for storm water rr�anagement plans, storm water
permits, and �easibility studies. He has also vvorked on city zoning, sernrer,
and �+vatersl�ed maps_ Rich has uti[ized GIS in analyzing inforrnation
related to City parcels, watersheds, contouring, we�lands, traffic, land use,
etc.
Nondegradation Plan, Rosemount, Shakopee, Caon Rapids, Brooklyn Park,
Prior Lake, MN
As part of the prepararion of Nondegredation Plans, Rich analyzed city
land use, imper�ious areas, and curve numbers in order to provide
accurate data with which pollutant ioadings For a number of cities could
be assessed. Using GIS, Rich ident�fied land uses for each ciry for the
years 199fl, 2006, and 2020 using �istoric aerial photos and city planned
development maps. The nondegradation pians are necessary far these
cities to remain in compliance with NPDES requirements.
enXco Wind Farm Phase I Environmentai Site Assessment, Mower Caunty,
NIlV
In 2007 enXco Inc. was in the planning stages of developing a wind farm
in southern Minnesota in order to provide clean renewable energy to the
surrounding areas. An enviranmental site assessment was necessary to
provide relevant information regarding the qualiry of the }�rospective area.
Rich helped to �dentify possible areas oE cancern from an envi�onmental
stand poinr using historical aerial photograp�iy and av�ilable GIS data_
His �ndings were incorporated into the overali phase I report sub[nitted to
enXco.
Sanitary Sewer Infiitration and In€�ow Report, Chanhassen, MN
In order to keep an inventory of its sanitary sewer system, the Ciry has
televised much of its main lines. Using GIS and the data co�lected by these
efforts Rich created a series of maps identifying areas af concern along the
sanitary in�erceptor lines in order to al�ow the City to prioritize
maintenance. These maps ir�cluded identification of problem areas along
with a nurnber rating their severity.
