SUBJECT: Public Works Superintendent Promotion
BACKGROUND/DIS CUS SION
With ihe retirement of Jirn Perron from the position of Public Works Superintendent, after 19
years of service, the City has a vacancy in the Superint�ndent position. As part of a succ�ssion
pla.nning process; in 2006, the Ci�y requested the P�blic Warks employees to indicate whether
they were interested in participating in a training and development process that had the potential
to lead to a promotion to the Superintendent position. Two employees indicated an interest in
participating in the process. These were Joe Mooney and Aaron At�drews. During ihe past two
years, both have taken on additional responsibilities, including leading ihe Public Warks crew in
the absence of the Public Works Superintendent.
With the retirement of the Public Works Superi.ntezadent in July, the next step in the succession
process was to inierview the two employees for the Superintendent pasition. On August 5, ar�
interview process was completed. The interview panel included Greg Hoag, Public Works
D'rrector, Michelle Olson, Parks and Recreation Manager; Ron Moorse, City Administrator; and
Duane Schvvartz, the Roseville Public Works Director. The interview panel selected Joe
Mooney as tl�e top candidate.
RECOMMENDATION
Yt is recommended that roe Mooney be promoted to the Superintendent position effective August
26, 2008, with a salary of $57,474, which is step four of Level $ of the City's salary schedule.
The promotian of Joe Mooney to the Superintendent position will leave a vacancy in a Public
Warks Maintenance Worker position. In planning �or this transition, it is recommEnded that,
during the majority o�the new Superintendent's six month probationary pez�ad, the City extend
the �rork tirne of two seasonal employees to provide continued staffing io cover the Pubiic
Works �aintenance position vacancy, rather than moving forward immecliately with a full-#ime

maintenance position hiring process. This wiil provide con�inued staffing during the surnmer
and fa�l season.s, aa�d will also provide flexibility in terms a� ensuring Joe Mooney is succ�ssful
in the Superintendent pasition i�efore we f ll his vacaxat xz�aintenance position.
RECOMMENDED COUNCIL ACTION
Motion to approve the promotion of Joe Mooney to the Superintendeni position effective August
26, 2008, with a salary oi $ 57,474, which is step faur of Level 8 of the City's salary schedule.
