The applicant is proposir�g to construct a 78,720 square foot, 264 staII gound leve3 parking lot.
�n future phases of the project, the applicant proposes to expand the parking lot to a two-level,
490 stail parking structure, which req�ires a separate site plan review approval priar to starting
the project. Since zaza�t of this parking lot would be lacated in the City of Roseville, Roseville
will issue the building permits on this portion of the project; however, the site plan is subject to
approval from both cities. The RosevilIe review process is an administrative review process_
In addition to the parking structure, the applicant is proposing to construct 1,600 feet of z-oadway.
The roadway will connect the proposed paz-king structure with parking lots and buildings an the
Arden HilTs side of #he campus. Eventually, Northwestern College plans �o extend this roadway
aroUnd the north side of the ca�np�s, eonnecting back down ta the Roseville side, and completing
the proposed "ring road."

No�tlawester� College operates under a Maste:r Planned Unit Development (PUD)_ Constnzctian
projects and changes ta the campus that are substantially consistent with the approved Master
PUD require onIy a site plan review with the Planning Commissian and City Couneil prior to
implementation.
The applicant has submitted a narrative describing the project, a site plan, utility and grading
plans, landscaping and tree rernoval plans, ligkating plans, architect�ral elevations of the future
parking structure, and renderings af the proposed landscaping (Attachment D}.
Thas is the f�rst application to go before the Planning Commission and City Council since the
Master PUD was appraved on October 29, 2007.
Buildin_g_Official ant� Fire Marshal Review
The City Building Off cia� and Fire Marshai have determined that the proposed road is required
to be 20 feet in width. The applicant is aware of this requirement and has agreed to widen the
road to n�eet the 20 foot requirement. While this change will impact the impervious surface
coverage on the site, it is no# anticipated to increase the coverage beyond the 35 pereent
max�mum.
Findin�s of Fact
The Planning Commission offers the following thirteen findings of faet for the Nos-thwestern
College Site Alan Review for �he City Council's consideration:
General Findings:
I. The proposed pro}ect incIudes 1,604 feet oiroadway and a 264 stall surface parking lot.
2. The proposed use is in conformance with the R-1 District.
3. The proposed pro�eet is in s�bstantial conformance vvith the approved PUD Master Plan.
�. The proposed plans conform to a�l appIicable R-1 Zoning Reg�latians.
5. The proposed plans meet i�npervious coverage requirements.
6. The proposed project meets all setback requirements.
7. The proposed pla�zs are in conformance with a�l applicable General Zor�ing Regulatior�s.
On the Site Plan Review:
7. The proposed road is 16 feet in width, which does not meet fire code requirements of 20
feet in widt�a.
S. T13e proposed plans meet ai3 other site plan revzew requirements.
9. The proposed plans are subject to approval from the RCWD.
10. Tl�e design and location af the parking lot is in conformance with the req�irements of the
approved PUD Master Flan.

] 1. The par3cir�g lot and road are 75 feet fram the eastem property line, which is in
conformance with the approved PUD Master Plan.
12. The lighting design meets the requirements of the City Zoning Code and the PUD Master
P3an.
13. The landscaping plar�s inelude the removal of 1� 6 trees with a total of 1,463 caliper
inches. The landscaping plans include 229 replacement trees with b27 caliper inches.
The proposed plans nr�eet the landscaping reqUirenrzents xn the City Zoning Code and �he
PUD Master Plan.
Recommendation
T�e Planz�ing Commission reviewed Planning Case 08-006 and recom�ends approval (6-0) of
the Site Plan Review based on the findings of fact and the submitted plans as axr�ended by the
following twenty-one conditions:
�. The applicant shall continue to abide by the canditions of all previous permits and
rev�ews.
2. 7'he praject shall be completed in accordance with the p�ans submitted as amended by
the conditions of approval. Any significant changes to these plans, as determined by
the City P�anner, shall require review ar�d approval by the Planning Commission and
City Councii.
3. A S�te Plan Agreement, drafted by the City Attorr�ey, shall be subject to City Council
approval and signed by the property owner prior to any work being done on the site.
4. The applicant shall submit a financial surety in a form acceptable to the City Attorney
for 125 percent of tl�e cost of materials and �nstalla€ion of the landscaping plan priar
to the City issuing any permits. The City shall retain the financial surety for at least
ane year after full irnplementation af the Iandscaping plan. The frnancial surety shall
only be released �apon successful inspection of the landscaping hy the City Planner,
which shall only occur during the growing season.
5. A temporary fence shall be placed betvreen the const�-uction area and the trees that are
to be retained on drawing L203 in Attachment D. The fence shaIl be subject to C�ty
Planner inspection and shall be in place priar to the issuance of any building permits.
The fence shall be �naintained and shall not be removed without City Planner
approval.
b. If any of the retazned trees ora drawing �,203 in Attachment D are removed or
damaged by any natural or manmade force prior to Staffls final inspection of ihe fully
implemented landscaping plan, Northwestern College shall replace 125 percent of the
removed caliper inches af trees. The replacement vegetation shall be subject to City
Planner and City �orester :review and approval.
7. The applieant sha�] comply with the City Engineer's memo c�ated February 27, 2008,
prior to any site preparation and the execution of the Site Pian Ageement.
8. The appticant sha1� eomply with the Suilding Official's memo dated February 22,

9_ The applicam shall obtain a�l necessary permits, ine�uding, but not Iimited to,

permits, prior to the execution of the Site Plan Agreement.
14. The app3icant sha11 submit revised pIans for the twenty foot wide roadway, subject ta
City Planner and Building Official appro�al, prior to the execution of the Site Plan
Agreement.
11. The property owner shall be responsible for regular maintenance of the ►�nderground
�nfliration basin.
12. Any direct, untreated pipe discharges into Lake .Tohanna and Little Lake 3ohar�na
located witnin this phase's construction �imits will be eliminated. The remaining
direct, untreated discharges will be eliminated in subsec�uent phases.
13. Areas showing 2:l slopes shal� be sodded with Fescue, no-mow sod, and subject to
additional landscaping treatrnents should the City Engineer determine that erosion is
occurring in those locations.
14. All retaining walls s�all be labeled with proposed elevations.
15. The Iocation of water main s�alI be adjusted to have ten-foot (10') separation from
any parallel sanitary or storm sewer pipe, prior to the �xecution of the Site P3an
Agreement.
16. The ap�licant shall identify the water source for the proposed i�gation system,
subject to City Engineer Approval, prior to the execution of the Site Flan Agreement.
17. The project sl�all be subject to Fire Marshal approvaI. The applicant sha�l eomply
with any cor�ditions set by the Fire Marshal.
1 S. Upon comple#ian of the project, the City may req�iz-e additional vegetation, berming,
fencing, ar�d/or other types of screening to further reduce or eltminate light from the
proposed parking lot, roadway, and related vehicular traffic if the City fnds that the
lighting is �ot in conformanee with the approved Master PUD.
19. The ring road shaJl be maintained as a or�e-way road.
20. Traffic calming measures shall be implemented on the ring-road, including but not
limited to striping of the pavement that designates four feet af the eastern side af the
roadway as a dedicated bike lane, narrowing the driving width of the road to 16 feet,
subject to City Staff approval.
21. At least SO percent of the landscaping along tY�e road in Arden Hills shaFl be installed
prior to construction beginning on the parking lot or roadway.

The City of Arden Hitls received the cornpleted application for this req�aest on February I 5,
2Q08. Pursuant to Minnesota State Statue, t�e City must act on this request by April 15, 2008 (60
days), unless the eity provides the petitioner with written reasans for an� additional 6f3 day
review period. The City may, with the consent of the applicant, extend tne review period beyond
the initial 120 days.

PLANNING CASE # OS-006 — SITE PLAN REVIEW • NORTHWESTERN
COLLEGE; 3003 SNELLING AVENUE- PUBLIC HEARiNG
Ms. Beekman reported that the appl�ca�t s�bmitted a Site Plan Review to
construct 1,600 feet of road way and a 264 stall surface parking lot, lighting,
landscaping, and related utilities. This project is part of the approved Master
Planned Unrt Developr�ent. She then provided background information and said
Staff recommends apprava� of Planning Case #08-OOf for a Site �lan Review for
a parking lot and roadway in accordance with the PUD Master Plan at
Northwestern College, subject to the follawing twenty-one cor�ditians_
1. The app3icant shall continue to abide by the eondit�ons of all pre�io�s permits
and reviews.
2. The project shall be completed in accordance with the plans subrnztted as
amended by the conditions of approva�. Any significant changes to these
plans, as determined by the City Planner, shall require review and approval by
the Planning Commission and City Council.
3. A Site Plan Agreement, drafted by the City Attorney, shall be subject to City
Council approvaI and signed by the property owner prior to any work being
done on the site.
4. The applieant sha�l submit a financial surety in a farm acceptable to the City
Attorney for 125 percent of the cost of materials and installation o� the
]andscaping plan prior to the City issuing any permits. The City shall retain
the financial snrety for at least one year after ftiIl itnplementation of the
landscaping p1an. The �nancial surety shall only be released upon successful
inspection of the landscaping by the City Planner, which sha�l only occur
during the grawing season.
5. A temporary fence shall be ptaced between the construct�on area and the trees
that are to be retained on cirawing L203 in Attachment D. The fence shall be
subjeet to City Planner inspection and shall be in place prior to the issuance oi
any building permits. The fence shaIl be maintained and shall not be removed
without City Planner approval.
b. If any of the reta�ned Trees on drawing 3203 in Attachment D are removed or
damaged by any natural or marimade farce prior to Staff's final inspection of
the fully implemen�ed landscaping plan, Northwescern College shall replace
125 percent of the removed caliper inches of trees. The replacement
vegetation shall be s�biect to City Planner and City Forester review and
approval.
7. The applicant sha�l comply with the City Engineer's memo dated February 27,
2008, prior to any site preparation and the execution of the Site Plan
Agreement.
8. The applicant shall cornply with the B�ilding Official's memo dated February
22, 2008, prior to any site preparation and the execution oi the Site PIan
Agreement.
9. The applicant shall obtain all necessary pertnits, including, but not limited to,
NPDES, Rice Creek Watershed District, Ramsey County and City Erosian
Control permits, pr�or to the executzon of the Site Plan Ageement.

Hills before construction is started.
C�air Larson inquired about examples of traffic calming measures. Ms. Beekrnan
stated that there hasn't been an agreem�ent on the type of traff c calrt�ing measures,
but zt could inciude road b�zmps, speed bumps, different colared pavement, ar
special painting.
Chair Larson opened the floor to Commission questions.
Commissioner Holewa stated the area of concern is the area north of the park�ng
area. He stated he thinks the area of concentration for the traffic rr�ovement
should be at that point_
Ms. Beekxr�an stated that she thi�ks there is a stop sign proposed for that corner.
Tom Manr3ing, Project Manager and Engineer for Bonestroo, demonstrated the
location of the proposed stop sign. He stated mos� of the traf�c will be generated
near the parking lots and the traffic flowing to the north will be minimized.
Com�nissioner Stodola inquired about the reason traffie would flow to t�e north.
Mr. Manning stated it would be to go to other buildings. He stated there are
additional buildings proposed to the north.
Comrr�issioner Stodola inyuired if it wauld be primarily for err�ergency vehicles_
Chair Larson stated that there will be a need foz- delivery vehicles and emergency
vehicles.
Bria� Humphries, AVP of Facility Operations and Planning for Northwestern
College, stated that geop�e wiIl talce the ring road to get to additional parking, the
library, and other bui�dings.
Commissioner Holewa inq�tired if t�e ring road wou�d be the only way to get to
the }ihrary. Mr. Humphries stated that it would be.
Chair Larson sfa�ed that diagam C� shows the overai] view of the campus.
Corr�missioner Stodola inquired about the difference between the cun-ent raad and
the proposed road. Mr. Humphries c�emanstrated the proposed c�anges in the
road_ He stated this wiII decrease the autainobile traffic on the interior of the
ca�npus.
Commissio�er Stodola inquirec� if the cur►-ent road is a one way or a two way
road. Mr. Humphries staEed it is a one way road.
Commissioner Sand inquired about the additiona� width of the roadway. Mr.
Manning stated it will be toward the west which is away from the xesidents.
Comnr�issioner Sand inquired about timing of Phase 2 for the two-level parking
struct�are. Mr. Hurr�phries stated he isn't sure when it wauld occur.
Commissioner Sand inquired if the lighting for the surface Ievel parkang r�vould be
buiIt into the seconc3leve� of the parking siructu�-e. Mr. Humphries stated that the
lights would be removed, but tl�ey would like to use them on the upper Ievel.
Commissioner Sand inquired about the size of the trees in the ]andscaping. Mr.
Humphries stated that he believes the trees will have the appearartce as
demonstrated on the pians by t1�e fall of 2008.
Mr. Manning state� that they will attempt to create the buffer ir� the spring of
2048 at the beginning of the project.
Corr�missioner Sand stated he wouldn't like the trees removed and have it be bare
until fatI.
Mr. Manning stated that they would like a barrier io be in place during #he
constr�ction.
Commissioner Holewa inquired if there was any consideration for annual
plantir�gs on the parking deek. Mr. Manning stated that with a second deck of tne
park�ng struc�i.tre, the plantings wou�cin't survive.
Commissioner Holewa stated he was asking for the p�antings to be on the second
deck af the parking structure. Mr. Manning stated that they hadn't thought about
that.
Chair Larsan stated that the second deck would be at grade and that the first deck
vvould be ahout 12 feet down.
Commissioner Modesette inc�uired if foundations �hat wouic� permit a seeonc� story
on the parking structure are a part of Phase 1 constz�uction pIans. Mr. Hur�phries
stated that they are.
Chair Larson opened the pubIic hearing at 7:00 p.m.
Chair �arson invited anyone for or against the application to come forward and —
make comment.
Nancy Jacobson, 3l 88 Asbury, stated she appreciates the wark do�te by the
P�anning Commission and the Council regarding the concerns from the neighbors.
She stated that they have rnet with �he college and the college has addressed the
concerns. She stated she would like a bike lane on the road as part of the
additional four feet. She stated that there have been a lot of plantings suggested.
She inquirEd about proposals for maintaining tY�e landscaping.
Chair Larson i�quired if there is a landscape bond required_ Ms. Beekman stated
there is a landscape bond #�or two growing seasons.
Chair Larson stated that the landscape bond woulci require the plants to be
healthy. He stated that when the college applies for the second deck, the Czty
eould review the Iandscaping.
Mr. Lehnhoff stated tha# the college is expected to rr�aintain the landscape plans
into pe�-pet�ity_
Ms. Jacobson inquired about the expectations for the const�ction. Chair Larson
stated the City has ordinances about ihe hours and days of constructio�. He stated
the college wovld be expected to eontrol the dusi.
Chair Larson closed t�e pub�ic hearing at 7:07 p.m.
Commissioner Stodola stated at the iniiial meeting there were residents that spoke
higl�ly about t�e eooperation of the coIlege.
Commissioner Holewa stated he thinks the college is a good citizen ar�d would
like to see ther�n continue �x�eetin� with the residents. He stated he thinks it is a
good plan ihat is good for everyone.
Commissioner Sand inquired about the changes to �he conditions. Ms. Beekman
stated there were two additional conditions a�d conditio� I 3 was revised_
Chair Larsan requested the addition of a bike line on ihe widened road be one of
the conditions_
Ms. Beekznan stated t�e width of the road is part of the memo from the Building
Official.
Commissioner Sand stated he would like the bike lane to be on the easte�-n side of
the road.
Ms. Beekman stated the proposed Ian�age for part of condition 24 could be:
"The iraffic calming measures be for four feet of bike lane be on the easterrs side
of the road."
Chair Larson stateci he wauid Iike it to be presented to the Council tha# one of the
traf�c cal�ni�g rneasures is the bike lane on the eastern s�de o#'the road.
Commissioner Thompson inquired if it would be appropriate to have a cvndition
that 50 percent of the tree buffer be installed before eonstruction begins. Mr.
Manning stated that it wauld be fne to include it as part of the conditions_
Coanmissioner Thoz�pson stated tl�at she wauld ]ike cond�tion.Zl to s�a�e: "A
rninimum of 50 percent of the tree buffer be installed before canstruction is
started."
Mr. Lehnhoff stated that sinee the City can't apply their conditions to the City of
Roseville, it sho�ld state that the 50 percent is along #he road in Arden Hills.
Commissioner T`horr�pson stated she would like the college to provide cantacts for
the neighbors so they can continue to commUnicate any concerns.
Mr_ Manning stated there won't be a Iot of �andscaping on the Roseville side
because of the future ramp.
Connmissianer Holewa moved, seconded by Commissioner Thorr�pson, to
recommend approval of Planning Case d8-006 for a Site Plan Review of Phase
one for the PUD Master plan at 3Q03 Sne�ling Aver�ue based on the fndings of
fact and the subrr�itted plans, sub}ect to the twenty-one conditions as listed in
staf�s Mareh 5, 2008 report.
The �noiion camed unanimously (6-0}.

Hills City Co�ncil approved a PEan Unit Develo�ment ("PUQ") Master Plan far
t�e development for the Northwestern Col[e�e Cam�us a5 contatned in Arcien
Hills Planning Case Na. a6-a3i. Section 2.0(b)(3) o� t�e PUD, provides that �he
construction projects and chan�es to the campus that are substant�aEty in

3.� Site Plan Review/ApprovaL On March 5, 2a08, the Arden Hills �Eanning
Cammission reviewed ti�e appiication, considered the recommenda�ions of the -
Arden Hills City staff, con�u[tants and recommended approval of the
application subject ta certain conditions. On March 31, 2008, t�e Arden Hills
City Council reviewed the application, the r�commendations of the Arden Hiits
staff, the Arden HiEls cansultants, the Arden Hilis Pfanning Comrnission; ar�d -
approve the application for t�e devetopment described herein subject to the
fotlawing conditions: '
A_ The Appticant shall continue to abide by ihe eonditions of all previous '
permi�s and reviews.
B. The project shall be campleted in accardance with the Pla�s as amended
by ��e conditions o# approvaL Any significant change to the plans, as
determir�ed by the City P[anner, sk�all reg�ire review and appraval by tF�e
Plan�ing Commission and City Council.
C. The Ap�[icant shall submit a financial surety in a form acc�ptab�� to tE�e
City Attorr�ey for 125 percent af the cost of materials and installation of
the landscaping plan prior ta the City issuin� any permits. The City ShaE[
retain the financial surety for at least one year after fulE implementation
of the landscapin� plan. The financial surety shatl only be released upon
s�ccessf�l irtspection of the tandscaping by the City PEanner, which shafl
only occur during the growing seasan.
D. A temparary fence shall be placed between the construction area and
the trees that are to be retaineci, as shawn on tf�e tree preservation plan
(�-203). The fence shalf be subject to City Planner inspection and sF�all
be i�t plaee prior to the issuance Qf any building perrr�its. The fence shall
be maintained and shall not be removed without City Planner approval.
E_ !f any of tf�e retained trees, as shown o� the tree preservation pEan (L-
ZU3) are removed or damaged by any natural or manmade force prior to
C�ty staff's final ins�ection of the futly imptemented tandscaping plan,
Applicant shall replace 125 pereent of the City of Arden Hi[ls remo�ed

caliper inches of trees. The replacement vegetation shall be subject to
City P[anner and City Forester review ar�d approval.
F. The Applicant s�ta[l obtain a�f necessary permits, incCudin�, but not
limited to, NPbES, Rice Creek Watershecf District, Rarnsey County and
City Erosion Cantrof permits, prior to the execution of the Site
Qevelapment A�reement.
G. The Appticant shaCE submit revised plans for the twenty foot wfde
roadway, subject to C�ty Planner and Buildin� Official approval, prior to
t�e execution of the S�te Development Agreem�nt.
H. The Appticant shall be respor�sif�Ee for regt�lar maint�nance of the
unc�er�rot�nd in#iltration basin. The appiicant sha[t subm�t a
maintenance a�reement indicatin� as sucF� to the City that s�aEf be
recorcied with Ramsey Counky.
i. Any cfirect, untreated pipe dischar�es into Lake Johanna and Litt[e Lake
Johanna [ocatecf within thi5 phase's construction iimits will be
eliminated. The remainin� direct, untreated dischar�es will be
eliminated in subsequent phases.
J. 4n the �radin� and storm sewer ptan {C-304 ) the maximum atlowable
slape is 3:1. Areas showin� 2:1 slopes shali be ptanted with Fescue, no-
mow sod, and wi�l be st�bject to additional [andscapin� requirerr�ents if
the City En�ineer determi�es that such additionaE landscapin� is
necessary to preven� erosian.
K. All retaining waEls as shawr� in tf�e plans shall be labeled witF� praposed
eleva�ions.
�.. On the irrigation p[an (L-101) the water sour�e for the proposed
irri�atian system shall be iden�ified.
;1h. On the u�ility ptan (C-4Q1) the location of water main shall be adjusted
to have a ten (10) foot separatfon frorrt any para[lel sani�ary sewer or
storm 5ewer pipe.
N. The Appticant shalt identify ihe water source for the proposed irrigation
system, subject to City Engineer Ap�roval, prior to the executior� of the
Site Devetopmen� A�reeme�t.
0. The praject shai[ be subject to Fire Marshal approvaL The Applicant
shalt comply with any conditions set by the Fire Marshal.

P_ Upon comple�ion of �he project, the City may req�ire additional
vegetation, bermi�g, fencing, and/or other types of screenin� to further
redtrce ar eliminate li�h� from the p�-oposed parking [�t, roadway, and
retated vehicular traffiic if the City finds that the lightin� is not in
cor�formar�ee with the approvecf Master PUD.
Q. The rin� road shall be maintained as a one-way road.
R. Traffic calmin� measures shall be implemented on the ring-raad,
including, b�t not limited to striping of the pavement that designates
four feet of the eastern side o�F the roadway as a dedicated bike tane,
narrawin� the drir+ing width af the road to 16 feet, subject to City Staff
approva[.
S. At least 50 percent of the lar�clscapin� alan� the road in Arden Hffls shait
be instaE[ed prior to canstruction beginnin� on the �arkin� Eot or
roadway.
T. The access road contir�u�r�g passed the parkin� s�r�cture needs to
maintain a minimurn road widih of twen�y (2Q) feet throu�hout. IFC,
503.2.1.
U. The accessi6[e exterior route �rom the parking struct�re neecks to be
verified. The maximurn s�ope at the exterior sf�alt be 1:20.
V. Construc�ion plans shal[ be submittecE to the City of ftoseville �or plan
review and inspe�tion.
W. A[l ligf�ti�� devices shall have the saurce of iltumination, conceated or
hooded per Section 132S.fl5, 5ubd. 3 of tf�e Re�ulatio�s for the City of
Arcien Hills.
X. Applicant sf�af[ provide documentation of a storm water maintena€�ce
agreement campty�ng with alf regulations per Riee Creek Water Shed
pistrict, the Minr�esota Departrr�ent of Naturai Resources, the City of
Roseville and the City of ArcEen Hills.
4.0 Compliar�ce witf� ConditiaRs of Approvaf. Northwe5terr� Co�lege shall cor�ply
with the canc��tions attached to the site plan review application ap�roved by
the City of Arden Hills or Arden Hills will nat issue gradi�g or erosion contro[
permits.
