SUBJECT: February 13 Work Session to revi�vcr revised TH10/CR96 Concept Plan
Mayar Harpstead has sc�eduled a special work session for Wednesday, February 13
at 6:00 p.m. to discuss the Trnnk Highwvay [TH] 10 and County Raad [CR] 96
project further.
Since your Iast meeting Stacie and I have been workir�g to see if we could re-evaluate the
TH10/CR96 plan that was presented at the Council xneeting on Januaz-y 28, 2008.
Based upon several suggestions that emerged from both public ar�d Council com�nents at
that meeting, we requested Mark Benson of SEH io make saane revisions to ihe previous
plan that we believe respond to the major issues as we see them. These changes
accomplish the following:
• eliminate the west frontage road abutting Arden Manor south of �he pro�osed
interchange bridge while tightening the radius to the west frontage road servzng
Scherer Brothers.
• reduce the number of manufactured hornes in Arden Manor being rmpacted from
44 to 36 (the impacts of the CR96 improvements on Arden Manor are unchanged
even if the mEdian vvidth and shoulders are reduced since the County rnaintains
they may require more ROW to provide alignment to the bridge over 35W).
• Reduce the width of the interchange bridge over TH10

I recognize the difficulty the Council has had in dealing with this praposed transportation
project. There are obviously competing interests and objectives.
My suggestion for the Council is to consider the long range implicaiions of the project
upon tr�e Crty, its residen�s and the planning objectives you have for the TCAAP
property.
Specifically such considerations include, but are not limited to, the following:
• Will this project improve the safety of traffic through the can�munity and improve
vehicular and pedestirzazl safety at THI0ICR96?
• Will appropriate access to �arcels abutting TH 10, including Arden Manor, be
rnaintained and/or improved by the project?
• Will the improverz�enis provide apprapriate acce�s to the TCA.AP property as
shown in the Ryan concept plan [bath on TH10 and CR96]?
• Are the impacts of individual residents in Arden Manor as we�l as hozne and
business or�ners adjacent io TH10 minimized?
• Will the improvexnents provide long-range improved access to the community to
the regional transportation system - I35W, Ib9� and TH10?
Another issue on the immediate hori.zon is the need for Ramsey County to commence
their planning for the CR96 impravements. They have informed us that within three
months they must commence their project planning to be able to z�rzazz�tain their pr�ject
fur�ding and have the project construction schedule of 201 � rnaintained.
T recommend tliat the Council review the February 4 concept plan and provide us with
your comments anc�/or changes ai your February X3 special work sessio�. With your
further direci'ron my objeciive is ta have the Council consider forrr�al approval a conce�t
plan at your February 25t�' meeting.

As a fiollow-�up #o our conversatinn las� Friday, I'm praviding some quantitati�e
information relati�e ta the �e�ricle traffic at our Arden Hills yard. Ti�is is esse�tially the
same information I presented at the January 28th council meeting and 1 would ask you to
pass this letter a4ong to the council rrjembers.
We are currently running lumber deliveriEs out of our sit� from 6:00 AM through 3:OD PM
or later as demand requires. The Arcien Hills truck fleet averaged 17 round trips per day
oui of our yard in January. The avarage in June was 23 raund trips per day. ln a
stronger market we could easily see 3Q% rr�ore trips.
Our 45 employees average approximately 65 round tr�ps per day. We also have many
ver�dor clelivery trucks (mostly with 44' trailers} and a sieady stream of customer trafFic
as well as vehicles #rom our other retail yards and manufacturing �acilities defivering or
picking up materiaf throughout the day. All in all I would say conservatively we ha�e 10Q
�ehicles each and every week day exiting our yard onto Highway 90, where the posted
speed is 5� miles per hour.
One of our company's core �alues is safety — for our ernployees, our customers and
those we encounter in ihe course of our work. We have been fortunate to have a�oid�d
a major accident i� the more than 22 years Scherer Brothers has occupiecf the Arden
Hills location, but sending that many vehicles onto a busy highway every day is a cause
for concern.
As a i�usiness decision, we support any plan to rework the Highway 10 and 96 areas
wh�ch will aliow [as to operate with a higher le�el of safety for our employees, aur
custamers and alf thase tra�eling past our faciliiy. Please contact me if you would like
