�UBJECT: Elmer L. Andersen Memorial Trail Signage Design

At the Decernber 11, 2006 Regular Council Meeting, the City Council passed Resolution
06-62: Designating the Elaner L. Andersen Memorial Trail (EAMT). A copy of the
Resolution is inciuded far your review. This trail segtnent extends northeast from the
intersection of Cleveland and County Road D io the boundary of Tony Schmidt Regional
Park. The trail is shown below as trail segrr�ent C, identified in red.

The Parks Trails and Recreation Committee (PTRC} recommended at that tirne tha� in the
fitttzre, this trail should receive signage to designate and identify it as the Elmer L.
Andersen Memoriai Trail (EAMT). This itefn has been delayed several times in order to
consider trail signage for the entire trail system. One of the goals of the PTRC for 2009
was to work on trail signage �or the entire trail system. The committee began discussions
on signage in May. At the City Council work session where CTP iiems were r�viewed in
July, the City Council determined that they were not in favar of placing signage on the
entire trail systeni and gave direction to the committee to foc�xs on the Elmer L. Andersen
Mernorial Trail and on those trails that are difficult to identify as City operated.
Since that time, Staff has been working with Derrek Hames on a desagn for th� EAMT.
Der�ek is an Arden Hilis resident who designed th� City Iogo and has been involved in
numerous design projects for the Ci#y, including the gateway signs, park signs and
Celebrating Arden Hills promotional posters. Derrek provided a draft EAMT design for
discussian at the September PTRC meeiing. The f�rst review of the design produced
multiple comments and quesiions from the PTRC. The committee was interested in the
incorporation of a pathway map somewhere on the sign. The concept was for this map to
show all existing and propased pathways but also show a blown up sectional of the Elmer
L. Anderscn trail corridor. Comments from the committee were then given to Derrek and
he revised and edited the design based on those comments. He pres�nted a refined version
oithe signage at the PTRC meeting on October 20, 2009.
In November of 2007, Ra�nsey Cour�ty Parks and Recreation designated a portion of trail
from Tony Schmidt Regional Park ta County Road E2 as the Elmer L. Andersen Memorial
Trail anc€ have propased to extend that to Mounds View High School in the future. Greg
Mack, Director has indicated tha# the County would �e interested in looking at the
approved Ci#y EAMT design and . may consider installing something simila� an their
portion of the EAMT, to allow for consist�;ncy.
Tncluded for Council review is a design portfolio with photos and diagrams. Derrek will
have a shart presentation at tonight's meeting and will also be available to answer any
questions.
Bud�et
Staff budgeted $15,000 for the Elmer L. Andersen Memorial Trail Signs from the Special
R�venue Park Fund. Derrek Hames and s�aff have met with two separate sign companies
to ta�ic preliminarily about the construction materials and cost estimates. The $15,000
appears to be a manageable number for this design.
Reco�nmendatian
The PTRC supports the refined designs with a fer7v suggestions. The nurnber of smaller
signs along tl�e trail seemed excessive and their recflmmendatian was to reduce that
number. Staff has reduced the recommended number of the small signs from 12 to 6. In
addition, the committee suggested that H.B. Fuller and the Elmer L. Andersen family be
approached for possible partnerships on the tra.il signage or possibly ta add benches with
emblems to signify the EAMT. The PTRC Chair John Peck has agreed io assist staff in

these efforts. The Parks Trails and Recreation Carnmittee made a motian to accept the
Elmer L. Andersen Mernorial trail sign design as presented and recommends appraval, with
the nurr�ber of small signs being scaled back. The motion carried unanimously (6-0).
Requested Counc�i Direction
Motion to direct staff to move forward with the proposed design �`ar the Elmer L. Andersen
Memorial Trail Signage and authorize stafi to proceed inta the groduction of deiailed sign
specifications to allow for accurate quotes and final review.

WHEREAS, Elrnar L. An�.ersen served the people af Minnes�ta, For �naz�zy years and in many
capaci#ies, �cluduig that o#� Governor, State Senator, and Chairman of t�Ze University af
Minnesota Board oiRegents;
WHEREAS, Gavernor Andersen had a deep and abiding interest in preserving the nai�iral and
historical resaurccs of the State and Narion for the use ar�d enjoyment of the general public;
'�'VHEREAS, Govemor A�dersen was instruEnental in the creatian of Voyageurs Natior�a� Park,
the Unive�sity of Minnesota Landscape Arhoretum's Andersen Horticulturai Library and the
Ranasey Caun�Ey Historical Society along with the restora�ion and inte�pretation of �nany state
historic sit�.s;
W�TEREAS, Gover�or Anderser� was recognized by the Izaak Walton League and the
Minnesota Park� and Trails Council for his tireless efforts in conservation and nah�ral resource
pro#ectior�;
W�iEREAS, G�o�ernor Andersen lived on the shares of' Lake Johaanna for a quarter ceniury,
gaining pieasure and perspective from the natural resources a£Ardez� Hills;
WHEREAS, Arden Hills, Ramsey Courity and New Brigfaton ha�ve the opporttu�ty to create a
regional trail �inicing two regional parks, consistent wit�► Governor Andersen's s�ated intere�ts.
NOW, TH�REk'ORE, BE IT R�SOLVED t�at the City of Arden �Iiils dedicates ana
designates the existing segment of #sail extending northeast fram the intersection of Cieveland
and County Road D to the boundary of Tony Schmidt Regional Park as the Eimer L. Andersen
Memoriai Trail.
SE XT` FURTHER �tESQLVED that the City of Axden Hills enco�rages Ramse� County and
tr�e City af Ne�uv Brighton to co�plete this trail, so designated, through Tony Schmidt Regiona�
Park tQ Lang Lake Regional Park anc� beyond.
