Recommendation:
1.The Preliminary Development Agreement (PDA) between the City and RRLD, the developer for the
TCAAP property, is currently set to expire on March 31, 2009. At a recent meeting, it was the
consensus of the Council that the PDA should be extended through May 15, 2009. Amendment #3 to
the PDA, extending the PDA through May 15, 2009, is attached for Council Approval.

SUBJECT: Amendment #3 to the Preliminary Development Agreement (PDA)
with RRLD, extending the PDA through May 15, 2009
Background
The Preliminary Development Agreement (PDA) between the City and RRLD, the developer for
the TCAAP property, is currently set to expire on March 31, 2009. At a recent meeting, it was
the consensus of the Council that the PDA should be extended through May 15, 2009.
Amendment # 3 to the PDA, extending the PDA through May 15, 2009, is attached for Council
approval.
