HomeMy WebLinkAbout7B, Resolution 2011-017 Local Trail Connections Program Grant MEMORANDUM DATE: March 28, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Resolution 2011-017: Supporting the Local Trail Connections Program Grant Application made to the Minnesota Department of Natural Resources Background Staff has been preparing an application for a Local Trail Connections Program through the Minnesota Department of Natural Resources for the creation of an off street shared use path on the west side of Lexington Avenue from County Road E to Ingerson Park. A map of the proposed project is included for Council review (Attachment A). The application deadline is Thursday, March 31, 2011. The City was successful in acquiring this grant in 2008 for the Perry Park Pathway. This pathway is listed low on the Parks Trails and Recreation Committee’s priorities for proposed trails. However, staff feels this is the most appropriate segment for this grant opportunity. This proposed pathway will provide a safe route for residents to Ingerson Park and to County Road E and the Arden Plaza business area. The future proposed upgrades to the B2 district and County Road E also make this proposed trail an important connection. The Local Trail Connections Program is intended to accelerate local trail connections to planned and existing state trails and other public facilities, not to create significant new recreational trails. Its primary purpose is to complete connections between where people live (e.g. residential areas within cities, entire communities) and significant public resources (e.g. historical areas, open space, parks and/or other trails). Grants are awarded for the acquisition and development of connecting trails and for removal of barriers that impede full access to these facilities. Priority has been given to projects that seek to develop residential connections to state and regional facilities and to link existing trail systems. 12 Page of P:\PR&PW\Parks\Memos\Council Memos\032811 Resolution 2011-017 Supporting DNR Local Trail Connections Program.doc Financial Implications Funding for the 2011 Local Trail Connection Program has not yet been determined. Approximately $655,000 was available in 2010 through the “In Lieu Of” lottery proceeds. This funding is divided between the Local Trail Connections Program and the Regional Trail Program. Grant awards will be announced in July of 2011. The minimum grant request is $5,000 and the maximum award is $100,000. These grants are 50/50 “cash match” reimbursement grants. The grantee must complete the project and fully pay for it, produce documentation that shows actual expenditures and then they will receive half of what was spent up to their grant award. The grant award and match cannot be used for in- house labor services and/or to meet existing payroll. Only contract services, materials, and supplies are reimbursable. Other state funds or grants, or Metropolitan Council grants cannot match these grants. All projects awarded through this grant round must be completed by June 30, 2013. All facilities that are funded through this program also require a commitment from the applicant that the trail will be in place and maintained for no less than twenty years. The resolution before you tonight is a requirement of the grant application (Attachment B). The amount of the Lexington Avenue Pathway Project is estimated at $666,993.60 for construction and project administration. Both of these costs are eligible for reimbursement. The maximum grant award is $100,000 and therefore, the City match would be $566,993.60. This estimate takes into account the wetlands that exist in this area. Recognizing the importance of protecting the wetlands, the design will reflect minimal environmental impacts. Adjacent to wetland areas, the trail is being designed to include retaining walls to minimize or eliminate encroachments. In addition, approximately 425 feet of the proposed trail will cross over the east side of the Catholic United Financial property at 3499 Lexington Avenue North. The right of way in this area does not appear to be sufficient for the proposed pathway. The estimate accounts for possible acquisition of right of way. However, the City does not need to solidify an easement/right of way acquisition at this time. Those discussions can take place if the City is successful in securing funding for this pathway. Catholic United Financial was contacted and they are strongly in support of a pathway and provided a letter of support for the project. WHEREAS, the City of Arden Hills proposes to construct 3,600 feet of paved trail to create an off street shared use pathway on Lexington Avenue; and WHEREAS, the City of Arden Hills approved a 2030 Comprehensive Plan, which includes this segment as a proposed segment; and WHEREAS, the improvement will benefit the City of Arden Hills, Ramsey County, nearby universities; and WHEREAS , the City of Arden Hills recognizes the fifty (50) percent match requirement for the Local Trail Connections Program, and has secured the matching funds; and THEREFORE, BE IT RESOLVED: If the City of Arden Hills is awarded a grant by the Minnesota Department of Natural Resources, the City of Arden Hills agrees to accept the grant award, and may enter into an agreement with the State of Minnesota for the above referenced project. The City of Arden Hills will comply with all applicable laws, environmental requirements and regulations as stated in the grant agreement; and BE IT FURTHER RESOLVED: The City Council of the City of Arden Hills names the fiscal agent for the City of Arden Hills for this project as: Sue Iverson Director of Finance and Administrative Services City of Arden Hills 1245 W.
