Background
On October 25, 20I0, the City Council adopted Resolu�ion 2010-0�2 Disapproving The
Final Layout of I-694/TH 51 wi.tk� Co�nditions. There w�re 14 condiiions attached to that
resolution. Since that time there have been ongaing negotiations with Mn/DOT
regarding the conditions. At times Ramsey County participated in tiie discussions. On
February 9, 2011, a meeti�g was convened by S�nator Goodwin and Representative
Knuth. In attendance were the City of Ardez� Hills, Ramsey County and Mn/DOT.
The City ha� received two ietters from Mn/DOT concerning the 14 conditions since the
adoption of Resolution 2010-052. The firsi was dated Navember 29, 2010 and was the
result af several nneeti�gs between Mn/DOT and City staf£ It dealt with a number o£ the
14 condiiions but several of them unresolved. The second Mn/DOT letter was dated
�ebruary 28, 2011, and was the resu�t of the �neeting held by Ser�ator Goodwin azad
Representative Knuth. The second letter went further thar� the first and deali with two
key tr�c mitigation issues on the local system.
The City has recently received a third letter from MnIDOT dated March 22, 2011, that
clarifies and corrects Conditions #2 and #3 from the February 2$th letter dealing with
noise mitigation measures (copies of the February 28, 2011 and March 22, 2011, letters
are attached}. The latest letter staies that the City has until April 29, 2011 to make a
decision on funding for the noise wall and i�dicates fhat MnIDOT will have their
designers take a more detailed look at berming on tk�e south side of I-694.
At the work session on March 21, 2011, the Ciiy Council reviewed Mn/DOT's response
ta the original 14 condition� and felt that su�ficient progress had been made to provide
Muzaicipal Consent to Layout 2A for the I-694/TH 51 Improvement. Attached is a
Resolution that wc�uld give Municipal Consent and rescind previously adopied Resolution
2010-052.

WHEREAS, Mn/DOT is proposing to undertake an itt�provernent �o �-694 and is
requesting Municipal Cons�nt approving the final layout (2A); and
WHEREAS, the City of Arden Hills is concerned abo�t the effects t�e improvem�n�
will have on the City and provided 14 conditions to Mn/DOT �xpressing those concerns; and
WHEREAS, Mn/DOT provided a Letter from Scott McBride, Metropolitan District
Engineer, dated February 28, 2011, after several months of negotiating with the City
regarding the 14 conc�itions; and
l. The Ciry approves final iayout 2A oFthe I-694/TH 51 improvement.

On February 9, 2011, MnIDQT stafF met with Min�esota Sta#e Senaiar Goodwin, Mir�nesota 5�a#e
Representative Knu#h, Arden Hiils Council members Holc�en and Halmes, Arden Hills ci#y staff, anr#
Ramsey Cour�ty staff. At this meetir�g, disc�assions centered on �he Arden Hi[fs City Counci!
resolution disapqro�ina the fina� layaut for the I-69�4 at TH 51 and TH 10 project tk�at was suf�mitted
by MnIDOT. In that letter, Arden Hi1Es denied M�nicipaE Consent with �4 conditions. Mn1��T is
resubrnittir�g information periaining to i�e r�egotiation �rocess to try to obtain M�nici�al Conseni on
this project. Mr�IDOT wil! continue working with you and Arden Hills city staff to narraw aur
differences and reach agreement on �nany, i# no� all, issues. In doing so, f am opiimistic the 14
condiiions can be resolved based an our discussions on February 9, 201'�.
Conditions from Arden Hifls:
1— The City requesfs fhat the revised traffic data ouflined in fhe MnDOT letter dated September
14, 2010 be added ta the approved layout.
MnIDOT responselstatement — Completed and attac�ed. Mn/DOT has added the revised traffic
data requested to layaut 2A datecf No�em�er 2010, based on MnIDOT forecasted volumes.
2— The City requests that MnDOT shaw the beginning and ending points of ihe passible noise wal!
on the proposed layout. MnDOT has estimated the constructian cost a� $1,525,OOQ with MnD07
fundrng $1,Q50,Q�0 and the City funding $475,000. The City requests that MnD4T commit to
paying any corrstrucfion cost averthe estimated $9,525,000. fn the even� thaf the construction
cost is less fhan estimated the Cify requesfs that their share be prorated.

Mn1DOT response - MnIDOT has shown the �ossible noise wal� on a�rfinaf layout. The funding
of the noise wa�l (if requested by the city), would have �een estabiished as a lump surr� agreement
where the ciiy pays $475,000 towarcls the design and canstruction of th� naise wall.
Based or� discussions at our meeting, Mn1�OT understands t�at this naise wall is not being
pursued hy Arden Hills, so MnIDOT wili remove the noise wail from aur constr�ction plans.
3— The City reguests that MnDOT commit fhat fil! generated on fhe project wi11 first stay on the
project and be used for sound mrtigatian berming in aI! areas v�rhere noise walls are not prnposed.

praject limits.
MnIDOT res�onse — M�IDOT has ir�vestigated potential barming areas on the praject. In looking
at berming areas, it is necessary to fook at areas that would aliow berming within the existir�g R/W.
The only area wi�are berming could be construc#ecf within ihe existing RMI is on the south side of I-
694 west of oEd TH 10. MnIDOT wauld be able to berm in this iocatior� while avading the area
�eeded for pondir�g. The berm would be constrcacied to meet Mnf�OT design starrdards for clear
zone sei�acks, drainage requirements and wetland impacts. There would be impac�s to mature
trees rrvith this berming. This berming woufd NOT provide any naise reduction benefi�.
Arden Hills sta#ed concern about the lack of noise reduction by the berm and the potential lass of
trees, therefore, Mt�IDOT will remove this request from consideration.
4— The Cify requests that MnDOT prove fhaf the traffic modeling for the 1-694/TH 51 impravement
considered ihe entire region artd the effeet fhe praposed grade separated intersecfion of TH 90/CR
96 with the loss of some movements wil! have on the enfire transportation system_ Furthermore,
fhe City wants MnDOT modeling to dvcument that the proposed improvemenf will cause no harm
and actually provide benefit to fhe county and local road system beyonci Hamline Avenue, Counfy
Road F, L.exingfon Avenue, County Raad E and Lexington Briafge over 1-894.

5— The City r�quests that MnD�T commit ihaf there are no crfy costs associafed with the
proposed improvements necessary on rnters#ate, county or Inca! system (including changes fhaf
migl�t be required on Caunty Roads E, F, Hamline Av�nue, Lexingtan Avenue ar fhe junctions
between} to construct ih� 1-694/TH 51 interchange sho�nrn on fhe proposed layouf with the
exception of noise v�ralls.
Mn1�OT response — Based on the MnlDOT construction project, the costs tt�at wiiE be attrEbuted to
Arden Hilfs will �e due to requests made by the city. The city wifl E�e responsi�le for �ayir�g for the
cost of construction of the 6' concrete sidewalk #rom Floral DTi�e to Couniy Road F including ADA
requirements at the intersection. The proposed signai at Hamli�e A�enue and Cour�ty Road F will
i�e constructed as a pa�t of a separate project, and wiil have Caunty cost par�icipaiion. MnIDOT is
not in a position to diciate Ramsey County cast participation poliey. There may be city participation
in �he signal faas�d on coun#y palicy.
Mn/DOT can comrnit that A�den Hifls cost participation is limiied to costs associated directiy ta
reques�s made by the city. Ramsey Caunty wi11 need to �e consulted regarding iheir cest
participatian policy for signal casts and ar�y future pro}ects the county may �ave.
6— The City requesfs thaf MnDOT work with Rams�y Caunfy staff to identrfy necessary
improvements to the Lexingtan Avenue/County Road F inferseciion, assist in estimafing the cosfs
of sucf� improvements and encumber funding from fhe Cooperafive Agreement funds or other
appropriate fund source in a year agreed ia by the Cauraty in consultatron wi�h fhe cifies of Arden
Hills and Shorevievv.

Mr�1DOT respanse — MnIDQT has already met with Ramsey County to discuss this area and the
possib�e impra�ements. lt has been a�reed that MnIDOT wilf coniinue ta wark with Ramsey
Caunty, with input frorn Arder� Hills and Shoreview, in assess�ng possible impro�ements. Mn/DOT
wifl work witf� the eou�ty in the subm�ttal af a Coopera#i�e Agreement project. The Cooperative
Agreemer�t process is a very time[y process that aflocat�s mflney within the same year as the
application. If successf�l, this may allow for a project to be compfeted concurrently or shar#ly after
th� completion of the I-694/TH 5� praject.
Mn/D�T has committed to fnding funding fo� the MnIDOT share of improvements ta the Lexington
A��nus area tha� are eligible.
7- The City requ�sts that MnDOT agree to vrork with Ramsey County fo identrfy any potentral
changes �hat caulci ,be made to the Lexingfon Avenue Bridge and adjoining intersecti�ns tf►at woufc�
improve their operatran and make such improvements prior to the completion of the 1-694
ir�terchange.
MnIDOT r�sponse — MnlDOT commits ta making changes to the Lexington Ave bridge deck to
allow far side by side le'fi turn Ianes fror� Lexington Ave to I-694 as a separate project from the i-
694 bridge replac�ment projec�. This work will be compteted cancurrent�y with the I-694 bridge
replacemen� project and will use Trunk Highway dolfars far the impravements. Project
development has aiready be�n initiatecf.
8-- The City r�quests �hat MnDOT change the Iayaut as necessary to provide the required spacing
and appropriate (6arrier) separatron for a 10 foat wide bifurninous trai! on the west side of o!d
Snelling Avenue/ald TN 10 as it passes under 1-694.
MnIDOT respanse —Comp[eted - ln the deveiopmer�t of the layout, Mn/DOT worked with the
Minnesota State Aid Design 5tandards to desigrt the necessary space for a trai� crossing und�r the
bridge.
9— The City requesfs that MnDOT construct a non-motorized/pedestrian br�dge acrass TH 9Q to
connect Norfh Snelling Avenue to the frarl connection under 1-694 identified in #8 above.

r►on-rnotoriz�dlp�destrian b�dge crossing is a project that s�oufd be funded throug� the regionaf
so[icitation process #ar Trar�sportation Enha�cement dollars. This pro}ect wo�ld compete with
ather projects in the region with the best projects being sefected for funding. Build�ng connect�ng
facilities to the project woulci benefit the City by enhancing the proposed pedestrian bridge proj�ct
subrni#�al.
10 — The Cify requesfs that MnDOT show on the appraved layout a fi faof wide concrefe sidewalk
on the west s�de of Namline Avenue frQm Floral Drive to County Road F and on the south side of
County Road F towards L�xington Av�nue to the existing and/or planned sidet+valk.
MnIDOT response — Completed - Mn1DOT is shawing t�e 6' wide cancrete sidewalk along
Ham�ine Aver�ue f�am Floral Dri�e to County Road F, inciuding ADA rec{uiremer�ts for pedesirian
crossings. MnIDOT is willing to construct any add�tiona! sidewalks that the City requests, but
Arden Hi�Es is responsible for the casts of the sic�ewalks, and Arden Hifls will need to pro�ide the
necessary RIlIV.
1'i — 7"he City requests that MnDOT include as part of the praposed bridge siructure crossrng l-694
a non-moforized/pedestrian facility that will provide for movemer�ts from fhe west side of Namline
Avenue to fhe wesf side of TH 51.
MnIDDT response — MnIDOT �as taken a proacti�e approach in trying to address the petfestrian
issue in this area. The desig�, as it exists today, does not preclude any pedestrian options through
the area 'far recreational use. The users there today wil[ stit� ha�e ihe abi4ity to ma�eu�er through
the area in the future. Northbound TH 51 will have a 10` shaulder on t�e outside, and so�t�bound
Hamline A�enue will have 24' of �avement widk�.
As pre�iously stated in a letter to Mayor Harpstead, dated August 5, 2010, and in MnlDOT's
presen�ation to the Arden Hills City Council meeting an August 9, 2010, crossing �-694 on t�e
Hamlir�elTH 51 bricfges does pr�sent situations that are nof safe for pedestrians. These situations
require pedestriar�s to cross high r►olume traffic headed i�ia two separate entrance loops or
crassing a�igh spaed cannection from EB I-694 to SB TH 51. These conditions create sit�ations

that are not only un�arniliar to the pedestrian comrnunity, b�t put the pedestrians in situations of
conflict with high volurne, high speed freeway traffiic. In addition to these eoncerns, a pet�estrian
trai� that follows TH �1 woufd require either crossing a RR track at grade, which the RR would not
be in fa�or of, or crassing und�r.the RR trac�C wf�ich would require the reconstruction of the RR
bridge in arder to accor�rnodate the addition of a trail under it.
Based on the discussion at tl�e February 9, 2011 maeting, o�r understanding is #hat this pecfestrfar�
connection is no lar�qer beinq requestec# by A�den Hilis due ta the safety eoncerns #or t�e
peciesirians.
12 — The Cify requests MnDOT clearly state that the exisfrng area on TH 51 available for non-
motorized/pedes#rian mov�menfs wi11 nof 6e lessened in the future wrth the proposed
improvemenfs.
MnIDOT response -- The propased new bridge structures will have great�r width for non-
rr�otorizedfpedestrian movements than the existing bridge s�r�ct�ares.

MnIDOT response — Compfeted - MnIDOT is us�ng the Architect�rral and Aesthetic Design
Guidelines far the I-694 Corridor #rarn #he Mississippi Ri�er Crossi�g in Fridley to the I-694
Interchange in Oakdale, Jufy 2002. This document k�as been given to the bricEge design
consultanis and is being used by the MnlDOT bridge design unit in the development of the �rir�ges
fior the project.

partnership with the Co�niy and City. Th� current MnIDOT scoping document has been shared
with Arcien Hills ancf Ramsey Couniy. This praposed projec# could mo�� up if a fundir�q source can

Ti�ank you for our recent can�ersation regarding the I-694 bridge replacement project. l appreciate the
opportunity to con�inue to work with Arden Hills an the municipal canser�t process.
�he first issue we discussed was the possible noise watl on the norEh sicfe af I-594 and TH �.E} frorn
Hamline A�enue to the northern limits of the pro�osed praject on TH 10. Right now, the design of this
►ntall is camplete and is included i� the'final plans. ihere is s#ill same time left for the city to determine i#
they would lifce tfl fund their portion of the wall. A decision will need to he made by April 29, 2011 to
allow Mn/DOT to correetly write the Cooperative Cottstruction Agreement and har�e Arden Hills re�iew
and approve it prior to the 5ched�led letting date.
ihe other topic we discussed rrvas herming an the sQuth side of I-694 between the bus garage and
Valentine Lake. The west end of this area is the only area suitable to construct an excess fifl starage
berm. This berm can }�e constructed up to 10' high, but will create impacts in the area, including
removal af ap�roxir�ately 40+ mature trees. There are utilities in the area that rr�ay ha�e to be
relocated and the city may b� responsible far these costs. Also, the drainage patterns wilE i�ave to be
analyzed and accommodated. The co�ts far any additional drainage work will need ta be covered by the
city. A decisio� fi�y April 29, 2011 by Arden HiCls will alfow for Mn/DOT to properfy prepare far the
relocation ofthe approp�iate excess fill, which wilf give us time to worlc through the abo�e issues.
Mn/DOT staff remains a�ailable to attend Ci#y Counci� meetings ar workshops if desired by Arden Hil[s.
