The Public Works union coniract {eight employees) for 2010-11 has been recently settled. 4n March 21, 2U11, the Council discussed options fox a passible COLA for the � 7 full-time, non-union, City employees. Discussion At tY�e March 21 st Cauncil Work Session, it was the consens�s of the Council to give the reg►�Iar full-fime, non-union, Czty employees a one percent {1%} COLA increase effective January 1, 20I 1. This also means that all non-i�nion pay ranges for full-time employees will increase by one percent. Please see the attached memo from the Director of Finance and Administrative Services, Sue Iverson, on the impact of ihis wage increase on ihe budget. The Council also requested addiiional information on wages and benef ts and indicated that they will reevaivate the wage situation in July. It should also be noted that the City pay plan has eight steps in it and that fve of the 17 full-time, non-union, �mpioyees are at the top of their pay rat�ge. If an �mployee is not at the top of th�ir pay range, they move up a step on their anniversary date p�nding a satisfactory performance review. Since we have now settled the unian contract Eor the years 2011 — 20�2, we now know that the increase for union employees will be 0% for 2011. You have asked me what the ir�pact on the budget would be far a 1% increase retro to 7anuary 1, 2011. The effect of a 1% in.crease on January 1$t wouid be as follows: * The Enterprise Funds {Water, Sewer, Recycling, and Surface Water) show a reduction as tk�e Budget figures for 2011 included the Accounting Analyst in 2011 at a full 12 manths of salary at the current rate of pay {Step 4/5) of the for�ner employee. The current Accounting Analyst did not start until mid-Febz-uary and is ai Step 1. The salary allocation of this employee affects the enterprise funds as well as the General Fund sir�ce work is done across all funds.
