Recommendation:
Motifln to authorize the purchase of a skid steer with snow blower, 72" rotary cutter, SO gallon
sprayer azld a sand ar�d salt s�reader from Tri-State Bobcat �ar a cost not to exceed $54,516.92
i�cluding ihe trade-in of our 1993 skid steer with snow blower. Also motion �o author�ze the
purchase of a used 58" ar�gl� broom fram the City of Falcon Heights for a cost of $2,000.

SUBJECT: Purchase Skid Steer and Attachments

The 2011-2015 Amended Equipment Capital Improvernent Plan (CIP) appraved on
March 14, 2011, includes for 2011 the replacement of the 1993 Case Skid Steer and the
addition of sumnier attachments that can be used on both the new skid steer and the
recently �urchased tool cat. The new skid steer would also be equipp�d with a snow
blower for winter use on trails and ic� rinks.
StafF recommends that the new skid steer be purchased through Bobcat's Buybac�C
Program wher�by the Ciry is allowed to trade i� the skid steer fax a n.ew rz�ach.ine
annually at a cost of approximately $2,500. Essentially, after the initial purchase of a
new Bobcai Skid Steer, the City would lease a new machine annually for $2,500. This
will keep repair costs Iow and m�an that the City skid steer is always under warranty.
The snow blow�r and other attach�nents are not included in the Buyback Pragxa�m, only
the skid steer itself is.
Tri-State Bobcat, #he State contract dealer, was askec� to explain hor�v this pragram works
for all parties. Their response was, "The Buyback pragram has been made possible hy
Bobcat's pricing discount on the Minnesota State Contract and Tri-State Bobcat's ability
to sell the trade-in �quipment in the secondary market. The machines traded by ti�e City
have relativeiy low hours and offer aur customers a premiurn used �achine alterr�ative to
buying a new machine."
The summer attac�unents that are proposed to be purchased for the skid steer and tool cat
ar� a 72" rotary cutter, 80 gallon sprayer, sand and sa�t spreadex, and a 68" angle broom.

Minnesota Cooperative Puxchasins Venture (CPV)
The City of Arden Hills current�y maantains a free membership in the Minnesota
Cooperative Purchasing Venh�re Pro�ram. This allows the City to participate in State
specifications and bid prices resulting in the City of Arden Hills paying the sar�e amouni
�or a single piece o�E equipment as the �tate does for numerous pieces.
Bud�et
The Amended 20I 1 Equipment CIP has a$58,000 budget far the p�.irchase of a new skid
s#eer and snow blower including an estimated trade-in value of $5,000. Tri-Stat� Bobcat,
who has the State contract for this equipment, lists the price for this rnachine ar�d snow
blower at $53,18637 without sates t�. They have offered an$11,500 trade-in va�ue for
our 1993 skid steer and snow blower. Therefore, the cost wiih sales tax after trade-in is
$4�4,552.32 versus $SQ,000 prograrruned in the CIP.
The Amended 2011 E�ui�ment CIP has a$16,000 budget for the purchas� of the skid
steer and tool cat attachments. Tri-State Bobcat also has the Staie contraet far these
attachments. Th� Public Works Superintendent has, however, been cantacted by the City
of Falcon Heights which has a slightly used 6$" angle broom they ar� willing to sell for
$2,000. The State contract price for a new broom incl�ding sales tax is $3,792.75. The
Public Works Superintendent has inspected the Falcan Height's broom and recornmends
purcY�asing it rath�r than a nevv one. The State contract cost �or the xe�nnair�ing three
attachments {72" rotaty cutter, 80 gallon sprayex and sand and sait spreadez) including
sales t� is $9,964.60. Thexefore, the cast of all faur attachments, one fram Falcon
Heights and three from Tri-State Bobcat, is $11,964.60 versus the $16,000 prograinmed
in the CTP

Council is requested to authorize the purchase of a skid steer with snow blower, 72"
rotary c�tter, 80 gallon sprayer and a sand and salt spreader from Tri-State Bobcat for a
cost not to exceed $54,5 l 6.92 including the trade-in of our 1993 skid steer witl� snow
blower. Also, the Council is requested io authorize the purchase of a used 68" angle
broo� frozx� the City of Falcon Heights for a cost of $2,040.
