Ai the upcoming April 11, 2011, meeting � az�ticipate that I will have a number of cu�ent
issues for Council updates.
At this time, one oi the kriown staff updaies is on our meeting schedule for April and
May. In this regard, I recommend tk�e Council approve a motion that reflects our newly
planned meetings. The Apz-il and May meeiing is proposed as follows:
� April 12 Council to attend FPAC meeting starting at 6:00 p.rn. (see attached rz�ern.o
from Sue Iverson}.
April 1 S Regular 5:00 p.m. Council Work Session - this naeeting was previously set
aside for a Goals Work Session with Bxil Joynes and to begin at 5:30 p.rr�.
* Apri125 5:30 p.rn. work session on the 9b/10 project with Rannsey Couniy Public
Warks Director Jim Tolaas.
April 25 Regular Council meeting to start at 7:00 p.m.
� May 2 Goals meeting witk� Bi11 Jaynes starting at 5:30 p.m.

SUSJECT: Financial Planning & Analysis Committee {FPAC)
The coxx�.mittee last met with �Iie City Cour�cil at a worksession in November 2009 to talk aboui
various funcling mechanisrrzs avaiiable to the City for prajects. One of the projecis that FPAC
has been working on the last year is to de�elop a policy or guideline an the us� of Tax Increment
Finaz�cing (TI�} and how muc� of the Ciry's tax basc should be included in TIF.
The committee has worked very hard and has done a iremendous amaunt of research to create a
"White Paper" on this subject. They feel thai they are now at a point vcrhere they need a
discussion with the Ciiy Council on what they have pxoduced thus far before they bring the
Economic Development Cammittee {EDC) in on the discussioz�. That being said, th� FPAC
would like to invite the City Council to attend their next r�eeting on April 12, 2011 at b:flQ p.m.
The City Council will receive a copy of ihe "White �aper" as well as a copy of the FPAC packet
with their packets this week.
