Protective inspections and code enforcemeni provide inspection services for all building, plumbing, water, sewer, heating, mechanical, electrical constnzction permits as well as Code compliance corraplaints. Plannin�, Zonin�, and Code A�nae�dments In 2010, the City processed 12 planning cases incarporating 23 dif:Feren� land use requests, with one sfill pending at the end of the year. In 2009, the City processed 2� planning cases wi�li 36 different land use req�ests, and in 2008 processed 33 planning cases. These included a variance for a new horne on Edgewater Avenue, and a Zoning Cod� Amenci�iient and two CUP Amenci�rients pertaining ta the Reiling communications tower at 1296 County Road F. Notable Planning Cases In 2010, the City reviewed and approved Arden Hall, a Northwestern College stuc�ent hausing facility at 1201 County Road E, al�ow�i�g it to remain in this locatxon in perpetuity. (Negotiations between the property owner and the College have since been discontinued, and the property owner is evaluating alternative uses.) The City also reviewed a PUD Amendment and extension requesi for Arden Piaza. While the extension was granted, the PUD Amendment was tabled, a�xd remains pending while the developer reevaluates the site. The City also proce�sed and approved an application from Presbyterian Ho�nes for a major redevelopment of their seniar housing facility on La�ce Johanna. This applicatfan included a request for TIF, which was also granted. Presbyterian Homes moved forward with filing their approved f nal �Iat with the County and continues to work with City Staff on the �ubmission of buiiding permits. � ir, � : u'i�r�a� The City approved six code additzons/a.�nendzx�ents xn 2010: l. Amended the antennas and towers regulations to allow antennas on City Water towers without the need for a conditional use permit 2. Amended the City Code to allow night time construction activity with a permit from the City �. Adopted a new Sectian 1330 of ihe Zaning Code pertaining to the City's floodplain regulations 4. Amended the Zoning Code ta allow student housing with an approved PUD in the B2 District S. Adopted zoning classifications, regulatians, a�d a Master and Final PUD �rocess for the TCAA�' property 6. A second bidders' con�erence was held in 3une, which City staff and elected officials attended. The City adopted zoning regulation� for tlae property. Tlae City continues ta await the releas� of �the Invitaiion for Bids (IFB} in order to provide a xesponse ta #he Genezal Service Aciministration (GSA). Rental Registration The renial registraiion program for residential buildings with �ou� ax fewex dwelling units was enacied in June of 2009. The first year 72 properties registered as rentals in the City. In 2010, the number of registered properties decreased to 60. This was due primarily to the tuz�z�over oF the Co�nm�nity Development Director and complications with cornpiling the list o� new potential ho�nestead praperties, which aresulted iz� �ewer letters being sent out. Staff has since resolved data gathering issues with the County and has a system in place for communicating more effectively with property owners who may own renial pxopertxes. Residential Curbside Recycling Contract Extension The City opted to extend ihe Eureka Recycling curbside recycling sezvice contract. In 2010, the City received $20,636.$7 in revenue share from Eureka Recycling. In 2009, the City received only $3,215.35 in revenue share; however, this was due to the post�consumer recycling market collapse in Jan�ary of 2009. As a result, the City received no revenue share for the iirst six �nonths af the year. The market largely rebounded in 2010 and revenue share has sfieadily increased throughaut the year. Ard�n Hills' r�sidents recycled 747 tons of material in 201 Q, this compares to 745 tons of material in 2009. Permits and Tn_s_p_ections There were 412 buiiding permits along with 663 plumbing, water, sewer, zxaechanical, electrical, f re, zoning, and sign perrnits for a total 1,075 permiis issued in 2010. Five new homes were constzucted with a combined value of $1,967,000. The total va�ue of all building permits was $15,676,327. The total o�ali fees collected was $343,580. A comparison from one year to tY�e nexfi o� building permits ar�d fees is difficult because it is coznaman �or a fee io be paid in one year but the bulk of the inspections occur in �he fallowing year. In addition, the valuations of some projects are rr�uch higher tk�an that a�othe�rs. However, there were 1,161 pertnits issued in 2009 with a total value of $27,949,452. In 2008, t�ere were 1,22� permits with a total value of $ I 1,155,000. Notable Commercial Construction in 2010 Currently, they are 635 open construciio� permits; 360 of these are building perrnzts. The remaining open permits are 83 rnechanical perznits, 57 pl�nbing pern�its, 33 electrica� permits, 2$ fire perrnits, 25 waier permits, rivelve zoning pezxz�its, ten sewer permits, and five sign permits. All of the construction permits that are over two years old have been closed out or are considered active. In additio�, all permits in ihe old pex�ztting software PTWIN have been closed oui. Sufnp Pump Inspections As part of the Tnflow and Infiltration Program, staff completed all su�p pump inspections in Zone 2. To date over two thirds of all residentiai properties in the City have been inspected. In adcl�iion, Sta�f completed inspections for all commercial buildings in the City. Zor�e 3 residential inspections will continue through 2011. Code Enforcement There were 277 Code Er�forcernent cases in 2010. Of that total, 258 cases were cornpleted and closed, �eaving 19 pending cases. The majority of tl�ose pending cases are for unpermitted wark and siivations that stzl� require manitoring. No citations were issued by City sta�� Three abatement orders were ap�roved by Ciiy Council, and two wexe successfully carried out. In addition, the abatement of the hazardous st�ucture at 3150 Hamline Avenue was completed. The majority of complaints in 2010, revolved around the placement of signs in the Right of Way; with 112 complaints, this represented 44 percent of complaints for the year. City staff received 29 cornplaints of plant growth in excess of 8" (inowing of lawns), and only two abatements perforrned, a c�rnpliance rate of aver 93 percent, There were 23 co�plaints of work without a permit, 22 camplaints regarding the parking ot'vehicles, fifteen cornplaints regarding issues with dogs, twelve complaints about the storage of materials and equipment, ten zoning violations involving the International Property Maintenance Code {IPMC), nine complaints involving RV's, seven camplaints involving the placement of refuse containers, and five regardi�ng the accurnulation of branches. There were four cornplaints regarding parking in snow, and three compla.ints each concerz�ing consfxuction noise ar�d the overab�zndance oi wildlife in the City. There were two complainis each regarding a fishing cazxap on Lake Valentine, accessory structures, landscape in th� right of way, and obstructions in the clear vision area. There were numeraus single complain�s tha� wexe detailed in previous Code Enforcement reports.
