Su ortin DocuEttents: • Memorandum dated Apri125, 2011 from Kristine Giga. � EN HILLS MEMORANDUM DATE: Apri125, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Kristine Giga, Civil Engineer � SUBJECT: Awarding Bid for #he Indian Oaks Court Pond Shorelxne Restoration and Landscaping Project Back�round/ Discussion At the Noveznber 15, 2010 Council work session, City staff presented and discussed the Indian Oaks Court storm waier pand ma'rntenance project. The City Council directed staff to proceed with the proposed project. The proposed pond maintenance is being completed in three phases, each with separate construction cantracts: dredging pond sediments, shoreline resiaration and landscaping, and replacenr�ent of the pond's outlet pipe. The pond exca�ation was cornpleted by Belair Excavating in February, 2011. Quotes were solicited in April from four contractors recommended by the Rams�y Canservatzon Districi for the second phase of the project, the shoreline xestoration and landscaping. Four quotes were received on April 19, 2011. Based on tl�e quotes received, staff recomx�nends awarding the praject. Based on past practice, the City Council has awarded the contract fa the lowest responsibl� bidder. In the case af the Indian Oaks Court Pond Shoreline Restoration and Landscaping Project, the lowest responsible bid�er is Natural Shore Techno�ogies, Inc. of Maple Plain, Minnesata. Financial Ymplications The City received four quotes for the projeci. The lowest quote submitted by Natural �hore Technologies, Inc. af $14,037.20, is significantly less than �he amaunt estirnated, $22,000, for this phase of the praject. The City's Capital Improvement Plan {CIP) includes $50,000 for storm pond maintenance. The construction and engineering costs are within the budgeted amount. The Ramsey Canservation District is also cantributing 50% of the project construction costs, or $7,�18.60, to �he shoreline resiaration through a cost-share grant prograrn. �chedule Work is anticipated to begin mid-May, once the risk of frosi has subsided. The specifications state 7une 30, 2011, as tl�e completion date.
