Kristine Giga, Civil Engineer � SUBJECT: Metropolitan Council Environmental Services Municipal Inflow and Infiltration Grant Agreement Back��ound Metro Cities (Association of Metropoliian Municipaliti�s} char�pioned the inclusion of a $3 million grant progra� in the 2010 bonding bill for the puzpose of providing grants to municipalities far capital improvements to public infrastruucture to reduce the amount of inflow and ir�filtration (I/I) to the Metropolitan Council Environmental Service's (MCES) metropolitan sanitary sewer disposa� system. This action was successful and $3 million was approved in the bill. To be eligible for a grant, a city needed to be identified by t�e Metropolitan Council as a contributor of e�cessive inflow and infiltration. Arden Hills is eligible for this grant. Granfis from this appropriation are for up to 50 percent of the cost to mitigate inflaw and infiltration in the public�y awraed municipal wastewater collection systems. The MCES must award grants based on applications from eligible cities that identify eligible capital costs and include a timeline for inflow and infiltration mitigation construction, pursuant ta established guidelines. The City applied for and received an initial allocatian of $182,090 for the 2010 Samitary Sewer Lining project, the 2011 Sanitary Sewer Li�ing project, and a�aanhole rehabilitation project. After the initial allocation in 7anuary, MCES allowed cities to modify and expand their applications, since nat all of the $3 rnillian was initially ailocated. The City then rec�uested an additional $22,357. After reviewing revised applications, MCES notified staf� in early March that the final allacation for Arden Hills would be $203,779, based on the cosi esiitna.ates provided with the application. Since the bid xesulis for the 2011 Sanitary Sewer Lining Projec� carne in favorably, the grant amount we can anticipate is approximately $159,213; the m�iznum grant that can be received is 50% of eligible expenses. The terms of the grant da not allow us to expand our project to zxiaximize the allocation to the City; however, staff is continuing to request that the MCES reconsider this aspect of the grant program. A copy is available i� tl�e Ciiy Council would like to review it. The agreement has been reviewed by the City Attorney, who had no comments or coz�cerns with the content. Financial Implications The tahle below summarizes the project costs ax�.d grant dollars to be received wiih each project. T�e total amounts include project costs over iwo budget yEars, 2Q10 and 2011. The budgeted arnount for sanitary sewer lining and I&I mitigation is $200,100 for each year. The project was completed �vithin budget in 201Q; however, the proposed 2011 projects will exceed the budgeied amount by $134,983.3'7. City Council Meeting 11Met�o-inet.uslardenhillslPA&PW1EngineeringlCounciI Actions1201114-25-llMemo MCES IIGrant.doc Page 2 of 2 � � EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA RESOLUTION NO. 2011-020 A RESOLUTION ACCEPTING METROPOLITAN COUNCIL ENVIRONMENTAL SERVYCE� NiUNICIPAL INFILTRAT�ON/INFLOW GRANT AND DESIGNATYNG THE PUBLICWORKS D�RECTOR AS THE AUTHORIZED REPRESENTATIVE FOR THE PROJECT WHEREAS, the City of Arden Hills has applied for and been awarded grant funds in the maximzam amount af $203,779.00 �or capiial improvements to the Arden Hiils municipal waste water collection system to reduce the amount of inflow and infiltration to the Metropo�itan Council's sanitary sewer disposal system; and WHEREAS, in order to receive the grant funds the City of Arden Hills is required to provide ta the Metropoli#an Council a Resolution which authorizes the Ciry of Arden Hills to enter into the Metropolitan Municipal Publicly Owned Tnfrastruciure Inflow/Infiltration Grant Program Gxant Agreement-Construction Grant �or the Arden Hills 2010/2011 Inflow/Inf ltration Improvement Project ("Agreement"}, the Certification required thereunder, and a11 other documents referred in said Agreement; NOW THEREFORE, BE IT RESOLVED, that the City Council of ihe City of Arden Hills hereby ratifies and approves the Agreement, authorizes the City of Arden Hills to undertake the I/I M�nicipal Grant Progra�m and Project referred to in the Agxeement, includ'zng the �na�cial r�sponsibilzties af the City as shown in Article IV of the Agreement, and authorizes and empowers its Mayor and City Adxninistrator to enter inta and execute the Agreement, Certification and all other documents referred to in the Agreement, on behalf of t�ie City, and to perfortn or direct the performance of all other actions necessary to cansummate ihe requirements of the City of Arden Hills under the Agreement. NOW, THEREFORE, SE IT FURTHER RESOLVED that the Ciiy of Arden Hilis Pnblic Works Direcior is hereby designated as the authorized represeniative for the Praject who i� authorized to provide certiiications required in the Agreement and s�bmit pay claiFns for re�mbursement of the Project costs.
