Consent. On Monday May 2, 2�19, Arden Hills s�aff and experts visited MniDC1T to review Traffie Forecasts and the Noise Modef. Upon concfusion of this meetir�g, Arden Hilis had a better understanding of the Traffic Forecasting process and i#s impact to the Noise Analysis. Mn/DOT aisa provided Arden Hills with the �ote�tial Excess Soil Stora�� Berm ir�formation incl�dfng plan view and cross sections. Qn May 5, 20� �, MnID�T }�rovide� Arden Hills with a memo explaining the detaiis of said berm. As sta�ed in the May 5, 2011 letter from Mark Lincleberg to tYte A�apeal Boarci members, MnIDOT has agr�ed to form and cc�r�rdinate a s�udy group to look at exis��ng non- matorized/ped�strian facilities. Initial contacis have been made to establisl� a date for the ltick�aff meeting. And, MnlD�T cammitted fo upgrading fhe non-rnoforiz�dlpedes�rian crossirtg an th� Lexingtr�n Avenue brid�e ta provid� for an improved 'i2' wid� pa�ed surface. Mn1DOT rrvil[ be meeting with Arden HilEs and Shoreview staff to determine the ap�aropriate Incatian for this crossing. As a part of th� Appeal Board Hearing, the Appeal �oard direcfied Arden Hills and MnIDOT to address these three �ssues. Seeing as Arden Hills and Mn1D�T have substantiaf An Equal Qpportunity �mp[e�y�r agreemer�t on �hese issues, would Arden Hills grarr� MnIDOT "Conditional Municipal Consent" at its' May 'i6, 20� 1 Council worksession, ta alfow MnIDOT to advertise the project? Based on #he Caurtcil actian at its May 31, 2019 council meeting, if Municipai Consent is not granted, MnIDOT would pulf the adver�isement. In grantir�g "Candiiionaf 11/funic�pa! In R�solution #2011-100, the County Board requests the State Legisfat�are and the Gorrernor to de�elap a redistricting plan that maintains Ramsey County as a whole within one congressiflnal districf. Ramsey County has effectively been a whole political jurisdiction in a s�ngle Congressiana! district since 1$91. Mainfaining Ramsey Co�nty within one congressional disfrict is consistent with congressional redistrfcting principles used after the 2D00 Census. The principles said that congressional districts shoufd be clrawn with attention to county; city and township boundaries. Howe�er, Ramsey County's boundary is more than a legal, geographic descripiion. The boundary surrounds fhe strong networks of relationships that exist within our community. O�er the years, our jurisdictions have done extensi�e work in developing cooperati�e relationships and consoiicfated ser�ices that bind us together. The multitude of joint boards, mutual aid agreemenfs, shared services and other arrangements among cities, school disfricts and the county ha�e wo�en us together in a well-defined community of interest. We each ha�e our awn unique identity, but we work together to car�tinuous[y improve our comrr�unities. Ha�ing the County within one congressional district provides a single point of contact for addressing issues and programs that affect local jurisdictions and federal ager�cies. A more complex set of relationships would make these communjcations more diffrcult. in addition, as a couniy with one of the smallest land areas and highest population densiti�s in the cauntry, Ramey County is clearly a corr�pact area that should continue to pro�id� the core of a well-defined congressior�al district.
