On May 9, 2011, the Ramsey County Board of Commissioners farwarded a copy of their Resol�tion 2011-100 (copy attached) and requested that the Arden Hills Ciry Council adopi a resolution supporking the Coriunissianers' efforts to maintain Ramsey County as a single congressiona� district. In Resolution #2091-1 D0, the County Bflard requests the State I�egislakure and the Govemor to de�elop a redistricting plan that maintains Ramsey Cour�iy as a whole within one congressional district. Ramsey CQur�ty has effectively been a whole political jurisdiction in a single Congressional district sinee '! 891. Maintaining Ramsey County wi#hin one congressional district is consistent with congressiona� redistricting principles used after ihe 2000 Census. �he principles said that congressionai districts shoufd be drawn with attention to county, city and township boundaries. � Howe�er, Rarr�sey County's bouncfary is more than a fegal, g�ographic description. Jaeelcelen {�ief C�erk — Ca rd � EN HILLS CITY OF ARDEN HILLS COUNTY OF RAMSEY STATE OF MINNESOTA R.ESOLUT�ON NO, 2011-027 A RESOLUTYON REGARDING REDISTRICTING OF CONGRESSIONAL BOUNDAR�ES WHEREA5, data from the 2010 Census requires the Minneso�a Legislature to re- draw Congressional boundaries into eight districts with 662,991 people in each district; and WHEREAS, Ramsey County is Minnesota's second largest county and is the center of economic development, regional transportation, and unique corz�unities of interest in the East Metropolitan area; and WHEREAS, Ramsey County has effectively been in a single Cangressional District as a whole political unit since 1891; and WHEREAS, rnaintaining Ramsey County as a whole political unit in a single Congressianal District will preserve communities of 'rnterest along with their unic�ue cultural, economic, and hzsioric connections to the County and the East Metropolitan ax�a, and WHEREAS, the Congressional District redistricting principles used after the 2000 Census stated that, "The disiricts will be drawn with attention to County, City, and Township boundaries. A County, City, or Tawnship will not be divided into r�ore than flne district except as necessary to meet equal populatzon requirements ar to form dis�r�cts that are composed of convenient, contiguous, and compact territory. When any County, City, or Tornmship z�nust be divided into one or more districts, it wili be divided inio as few districts as possible"; and WHEREAS, Ramsey County seeks to maintain a11 fifteen municipalities which are entirely contained wfthin its borders as whole political units w�ithin a single Congressional District; NOW, THEREFORE, BE IT RESOLVED, that the Arden Hills City Council supports the Raznsey County Board of Cornrnissioners' request thai the State Legislatu�re and the Governor formulate a redistricting plan that rz�aintains Rarnsey County as a whole political unit and preserves ihe Couniy's unique communities of interest in a single Cangressional Districi.
