SUBJECT: Hwy 96/ TH 10 Interchange Project

Ramsey Caunty is the lead agency for the proposed inte�rchamge irnprovement at the
intersection of Hwy 96 and TH 10. Ramse� County has presented the �ayout at a work
�ession on April 25, 2011. The County is now asking the City to cansidex giving Municipal
Consent to the interchange project.
Even though thzs project is being led by Ramsey County, it wzll follow the MN Statute for
Municipal Consent similar to the I-694/TH 51 Interchange �'roject. A copy of the process is
attached. Accarding io the �rocess, 30 days notice should be provided. Therefore, the
Public Hearing is proposed ta be held on the July I1, 2011 City Counczl naeeting. Also
attached is an exhibit showing the properties Staff suggests be notified of the Public
Heat-�ng. Generally the area includes all properties that access onto Hamline Avenue west io
I-�SW and fram I-694 north.
Represeniatives from Ramsey County wi11 be available at the Public H�aring ta give a
presentation on the proposed project and to answer questions from th� Cotulcil and public.
Accarding to the process describ�d in State Statute, tY�e City has 90 days after the Pnblic
Hearing to adopt a resolution approving or disapproving the project layout. The last
regularly scheduled City Cauncil �neeting withzn ihis 90 day period would b� on September
26, 2011.

A RESOLUTION CALLING �'OR A PUBLIC HEARING ON THE FiNAL LAYOUT
OF THE HWY 96ITH �0 INTERCHANGE
WHEREAS, Ramsey County has presented a final layout o� the proposed Hwy
96/TH 14 interchat�ge to th� City and requested a Municipal Consent resolution; and
WHEREAS, a Public Hearing is requested to be held after 30 days natice prior to
the City Council considering a Municipal Consent xesolution; and
NOW, THEREFORE, SE IT RESOLVED, by the Mayor and the Czty Cou.�cil as
follows:
1. A hearing shall be held a# 7:00 p.zz�. o� the l lth day of July, 2011, in ihe City
Hall at i245 West Highway 96, to consider providing M�uiicipal Consent to
the Final Layout for the Hwy 96/TH 10 interchange project. All persons
wishing to be head on ihis issue will be given an opportunity.
