Roseville engineering stafF is k�andlzng tb.e 2011 PMP project; however, they do not have
the capacity to pravide a project inspector d�ring the construction phase. Roseville does
have the capacity to provide construction stalcing and Kris Giga will be pxovidzng
construction administration. Also, during the 20 � 1 consfiz-uctio� seasan P�lte irroup will
be �nt�ring the construction phase o�' their Fox Ridge develo�ment. As with all
development project�, it will be innpartant for the City to have a construction inspecior
available to obsezve the improvements and to help adjacen� neighbors with quesiions
andJor com�znents.
Between these two projects and ather small ones such as xepazrs to ihe 200b PMP project
and 2011 Seal Caaiing and Cxac�C Sealiz�g Project there is likely to be construction
activities froxza �id �uzae thro�gh mid October (18-20 weeks). During this time the City
wi�l need one full time construction inspector to assist ihe Roseville �taff and be the
City's representative ai the Fox Ridge project. D�ring critical activities such as
bit�xminaus paving a second 'znspector may be n.eeded.
In the preparations of the plans and specifications �or the 2011 PMP project ihe City
er�gaged an AutoCAD Technician from Elfering and Associates io assisi the Roseville
staff with an area that they lacked capacity. Staff is recomrnending that to provide
construction inspection activities in 2011 the City contract with Elfering and Associaies
io provide a full time construction inspector to work under the Roseville staff on the 2011
PMP project and be the City's representaiive at the Fox Ridge Development. The hourly
rate for the construction inspector would be $65 per hour, similar to the rate charged for
the AutoCAD technician. This was t�ie lowesi rate of six proposals reviewed last year.

Assuming approximately 20 weeks of construction activities, this could amour�t to 800
hou�rs of time. At $65 per hour the total cost would be in �lie $52,000 range. This cost
would be funded by the overhead estimated for �he 2011 PMP project which is partially
assessed and the remaining cost would come fro�n the PIR fund. The Fox Ridge
construction insp�ction cosi would be total funded by the developer, l'ulte Group. Other
z�niscellaneous inspection expenses wiil be charged to specific projects and funded with
PIR or utility funds.
