CITY COUNCIL WORK SESSION MEETING
MAY 2, 2011
5:30 P.M. - ARDEN HILLS COMMUNITY ROOM
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the City
Council Work Session meeting at 5:30 p.m.
Present: Mayor David Grant, Councilmembers Brenda Holden, Fran Holmes, and
Nick Tamble.
Absent: Ed Werner (excused)
Also present: City Administrator Patrick Klaers, Public Works Director Terry Maurer,
Director of Finance and Administrative Services Sue Iverson, Community Development
Director Jill Hutmacher, and Facilitator Bill Joynes from Midwest Government Advisors.
1. CONSIDER AGENDA
Council consensus was to accept the agenda as presented.
2. GOAL SETTING DISCUSSION
Bill Joynes, Midwest Government Advisors, stated that following the March 16th Council
discussion on City issues and priorities, staff identified 19 goals that the Council wanted to
pursue. The Council and staff discussed each of the 19 goals and the associated action steps. Bill
stated that the action steps for each goal are general and that the detailed staff work which comes
with each action step is not intended to be included in the final document. The work behind each
action step will be further reviewed with the Council as staff work takes place on the top
priorities. Bill further noted that the final plan or document needs to be flexible as the City's
situation changes.
The Council decided to combine goals number 7 (crime) and number 8 (police contract) into one
goal (police public safety).
The Council discussed Community Development and indicated that they wanted more information
on the range of activities and programs that could be included under this umbrella of municipal

services. The Council requested that staff prepare a "Community Development 101" work session
discussion item for an upcoming meeting.
The Council voted on each of the 18 goals and ranked each goal from 1 (lowest priority) to 5
(highest priority). It was noted that Council member Werner would be sending in his votes later
in the week.
3. COUNCIL COMMENTS & STAFF UPDATES
Councilmember Holden asked that staff review the City's garbage ordinance to check on
compliance issues related to collection charges and truck routes.
