SUBJECT: Awarding Bid for the Yndian Oaks Court Siorm Sewer Re�air
Back�round/ Discussion
At the November 15, 2010 Co�ncil work session, City staff presented and discussed the Indian
Oaks Court storm water pond maintenance project. The City Council directed staff to proceed
witY� ihe proposed project. The proposed pond mainfenance is being completed in three phases,
each with separate construction coniracts: dredging pond sedimer�ts, shoreline restoratian and
landscaping, and replacement of the pond's outlet pipe. The pond excavation was completed by
Belair Excavating in February, 2011. The re�toration was completed by Natural Shore
Technologies in May and June, 2011.
Quotes were soliciied in June from four contractors for the tihird phase of ihe project, the pipe
repair on Indian Oaks Court. This work inciudes the rernoval and replacernent of the existing
pond autlet, two catch basins, castings, and the connecting pipe. Pavemeni re�naval and street
patching is also a pat�f of the quote; the patch will be approximately 10 feet wzde for the full
width of the street. Three quotes were received an June 22, 2011. The fol�owing is a list of the
quotes recei�red:

Based on past practice, the City Council has awarded the contract to the lowesi responsible
bidder. In the case of the �ndian Oaks Court Storm Sewer Repair, the lowest responsible bidder
is CW Houle, Inc. of Shoreview, Minnesota. City staff has worked with this contractor in the
past, and feel that they are a reputable firm that completes good vvark.

Financial Implications
This project is budgeted in ihe Surface Water Management Fund. The City's Capital
Improvement Plan (CIP) includes $SO,Q00 for storm pond maintenance. The tatal project cost for
a11 three phases is $61,200. The Ramsey Canser�ation District is contributing 50% of the
restoration costs (Phase 2), or $8,383. The paverr�ent removal and street patching portion of
Phase 3, $3,346, will be funded from the streets operating budget.
Schedule
Upon award, the contractor will be directed to corrLplete the work as soon as possible, but no
later ihan August 19, 2011.
