1. A special use permz� ancl building permit requested by the T.(?.0.�'. Lo�ige foz its new
loage buil.ding was approved. The new facilities w�.11 replace t�e pr�sent installation,

rate changes that wexe recommended by the Fa.nance Subcommittee reported �ebrvary 2, i9i1

which a,�fect most residen�s are sewer chargc increases from $7.80 to $9.80 per quarter
anu water rate ct2azges �rom $0.54 to $4.65 Per 10U� gallons. Mr. Robert McNiesh, head
of the �'inance Subcom��ittee, wiil prepare a le�ter expl.aining th.e rate changes ta be
enclosed with the next u�ility bi11s.
3. A contract for fire prntection sexvzce ta t�e Vi11ag� during 1971 was approvecf; this
service ta cost $�2,540.OQ.
4. Mr. ,Iohn H. Mattila was appointed as auclirar of the Village for 1970. He will receive
a fee of $2500.00 �or the au�iit and consulta�ion.
5. CounciL was auvised that p�ans for Charles Perry Park will soon be re�erred from rhe
Parks anc� �ec�eation Co�nmittee to the Planning Commzssion. The Com�nittee's �iesire is
to cc�mp�ete the park suffi.ci.ent3.y fa� use this co�ing spring,

4. The Bussard Addition Plat Plan was submittecE and approved by the Counc�.l, pending

S. Deir new Viliage Suilding Inspector wi11 be Mr. Lawrence Squi.res. His ininimum duty will
reyuire �wa hours per week at th,e village offices at a pay rate of $7.50 per hour:
Maximum salary wxll be 230% of rhe building permit feas �eceived by the Village.

the contra.ets as presented will be rejec�ed. Ac�i.vn was taken to set up an adjus�ment
panel.Yahich wi11 report tio the Board on Apri� 15. Cari Swensan wil�, r�present the
Schovl Board on this panel with representatives fro� MVEA and a thirct "neutral" party,
yet to be named.
Teacher's Maternity Po�icy Challen�ed
The teacher's Ie.ave policy which waa a�lopted du�ing salary negotiations �.n 197fl is
being chal�.enged by five pregnant MV 13istrict fi.eachers. Present policy dicta�es that
ieac�ers who �re p�egnant.must �eave their jobs th.ree months befare their babies are
due. �he MVEA, woxlcing on a revision of the polzcy, would �.eave this aecision up ta
the teacher and hex princi.paJ, and would also �uarantee her a�jab when she returns to
the school clis�rict wi�h no lnss nf salary ox' bene�'its.

*'**�The itamsey County Co�nissioners hav� been concerned ca�.tn the fact th.at the few npen spaces
in the county are being developed at an alarmingly fast rate. �amsey County now has
1200 acres of parks and open space, �his compares with 16,Q00 acres in Hennep�.n County.
**�*Mr. Bernard �dmonds, 5t. Paui Superintendent of Parks, �orfnulated a plan for expanciing
t�xe parks anc3 open spaces in the county which wo�ld take in the natura�, c€rai.nage af
tne area. Much of the land f.n �his plan wauld remain unclevelopEd for low-organized
activities and f�or�r nf surface waters. Acquisition of �hese �ands will cos� approximate-
Iy $20,0OO,OaO. If these lancts (about I3,Ofl0 acres) are al�owed to be developed, it is
estimated thati it would cost a x►iinimum of $50,OQ0,000, at 1970 pri.ces, to construct the
necessary sewer system to carry th�s raater underground and.pxevent floading. The
figure of $50,OOO,UOQ does no�.inc�.ude bonding.costs.
