pation of increased traffic, principa7.3.y at the intersec�ion w�th County Road C'and.
Lydia� the Minnesota �iighway Depar-�men� has �een developing a plan to repZace the number
oi access points �o Highwa.y 51 between Coun�y R�. C and the interchange to the north at
Highway b94-
�'he present coz�.cept includes the constxv.ction of (�.} a modzfiec� claverleaf inter-
oharige on the Narth side of the RR 'c�acks a� Co�n�y Rd. G, (2} a bridge a,t Lydia
(without direct access to T.H. 51�� and� (3} a mor�ified diamond interchange aomplete with
aceess at Ham�.ine-OId Snelling. '
�everal members of the A-rden H�.11s Council and P1ann.ing Commissi�n were present
and. explai.ned' �ha.� altnough the p�esent proposal has 'be�n the su.'b ject of several meetings
with the H�gh�ray Department durix3g the last two years, �hey are s�i].1. opposed to i,t be-
cause the plan offers no direc� so�.u�ion to the Lydia tra�'fic probieat; namely, a heavy
i�.ow of cars from the �1est on Lyd.ia� turning So�uth on Highway �3. i.n th� �arning artd in the
revers� direc��an during the rush hour in the svening.
An a�ternata.v'e �o �h� pxesent proposa� wo�.ld be to dead-�ena Hamline and S�.elling
Avenues at Highway 51 and provide sexvice dra.ves on both sides of Highway 51 ta Coun�y
�c�. E�01d Snelling to serve as part of the ser�vice road on the West side�. This might
reQuzre the upgrading of �he ex�sting interchange at County Rd. � ta increase its capaaity.
