During a Puf�lic Hepring at the January meeting t�e Cornrriission recommended that the Coe�ncil
approve �Fre specia! use perrnit (Case No. 72�58) far a 1,040 gallon propane tan[c requested by the
In�ernational Paper Co. Subsequently, at a recent Council meeting, Viltage residents living near
the lndustrial Park carnplained of a potentia� increased objectiana6le odor fram this and f�rt�re tanks
if approvec�. Propane and ot�er similar gases coni�ain a stinfcy, gasenus chemical (a mercaptan) added
fcr detection purposes since the gases alone dan`t have much of a detectable oc�ar. �he mercaptan odor
apparer►tly car► persist for long intervals dependent upon atmospheric conditions. Mr. Von Del� of
Texgas wi�l be in�'r�ed io ati�end the March meeting fo discvss this propane tan� installation wi�h the
cammission.
A Pub�ic Hearing has been scheduled for Tuesday, March 6, 1973. at 8 PM concer�ing the proposed
F�aherfy's Liquor 5tore (OFF Sale) (Case No. 72-55) which would be Iocafied on County Road � just
west of �laherty's Bowling A�ley near Highway 5].
After review of the Board o� Appeals recommer►dations and review of the survey accompanying the
application requesting a iot sp�it by Bethe[ College (Case No. 73� the Corrtmissian fiabled alE further
action concerning Bethel Co�lege until they subrnit a site plan for their enfiire campus. The site plar�
has 6een requested numerous times so that the Commission can figure at�t wi�at is happening, 6ut Bethef
has na� cooperated.
A building permii requested by Mr. �ua�e Long (Case No. 73-2) far i�he consfructioro of a garage wps
deniec� E�ecause the proposed garage dimensions exceed the permiti-ecf Building Code maximu, as
amended by Vil�age Ordinance No. 93.
A Public Hearing wili be he�d Tuesday, Marc� 6, �973, at $ PM concerning the amendments to
Or inance o. 99 (Case No. 72-48) which invoives specic�l use permits, zoning, e�c.
A land use request 6y Axel Newman Company was c�eniecl. �'he req�restor wanted to fill anc� grade a lot
owned by ihem at i��e end of Pascal Stree� between County Raad E and the Soo Line Ra i Iroad i�racks.
A��hough the land is zaned re5identiaf, they wanted to si�ore large consiructio..n equipment there on a
temporary basis.

set as the date for the pracessing of the first app;ica�io�s for special placement, and March 15
was set as the fina� da�e for �hese applications for t�e 1973-74 schoal year.
A plan for a Prograrn Evaf�ation Made� for the d€str'rct with 14 s�eps fisted to serve as guidelines
for.educational decision makir�g, program planning ar�d eve�lua�ior� ta incfude assessing commcrnity
needs and values - to assess st�dent and staff, t�e curren� program {to add to or change programs
to achieve other needed objectives, and to determine a decision making po�icy.
7he board also ap�roved the election of one efementary teache�r, two ai�es and two jani�ors.
The summer school dates for 1973 are .7une i8 to July 27.
1'i�e Administration stated thai� additiona� supplies of fuel oi[ have been obtained so that, �rovided
some res�rictions on activities are maini�ained, there wif I 6e a sufficient supp�y to operate through
the first or second week of March.

A moi�ion was passed to negatia�e for a land purchase adjacent to the Wi Isan site (Caunty Road !) for
8.13 acres. So as to increase the possibility of a school building site, the possibility of a nai�ur�
center in this area was a�so discussec�.
A progress report an the new budget procedures for funds af located each schoof to cover individual
needs and goals was discussed. The First repart to be issued by Data Processing.March 9 and May 14
the �refiminary budge� is ta go to the Board of Edvcation
An Ins#ructional Counc�l is to be set up wf�F� a voting rnembership of ]5 with represen�atives frorri
elernentary and seconda�y scf�ools, special areas- ; and the school ac�ministrationto encourage diversity
in the educafional program among the various schools, sharir�g of new educationa� techniques anci
programs and of imp�err�enting and evalua�ing the pragram a� t�e highest decision�naicing (evels,
curricufum improvmenfis, experimentativn, extra curric�far activifies, staff dev. and ather related
preas.
Bounc�ary cha�ges for efementary schools were reparted by G. Christer�son. Kindergarten children may
have to be transpor�ed to ot�er schaol areas i�o rt�aintain con�i�uity in grades 1 through fi. Maps wil�
be rrfade of these changes and sen� aut to homes.
The firs� report on the status of Corporal Punishr�en� Policy No. 5�14 was read and procedure for
complain�s regarding sc�ool personne! will be studied, a rough draf� to be submit�ed to the next school
