The "Town Crier" is mailed mont�hly to all me�bers to inforrrt them of developments within our viliage. The fow rrtembership fee of $2 per year goes to cover expenses of printing and rnaifing. The Commission passed a motion recommending that the Counci! not approve the Special Use Permit for the Stonegate Planned Unifi Devefopme�t (Case No, 73-16 application by D. H, Gustafsan and Associafes, Inc. regarding towr�house development sauth of County itoad E2 near Va�entine Hills School). �'his motion stated the project daes not meet the sacial, architectural, aesthetic, and quaf ity standards of Arden Hilfs. Th� vote on this motion was four in fa�or, two against, anci three abstaining. Rein at the SW corner of Lexingi�on and Coe�nty Road E i�tersection {Case No, 73-3), t�e Cort�missian recommended Council approval of the issuance of the building and site wark permi�s in accordance wiih the plans su6mitfiec! and subject to the approval o�' the Village Engineer. Recornrrsended Council appraval was passed regarding the preliminary plairs ofr Townhouse Vi�lages at Arden Hills, Additions 4 and 5, and final piat of Additian 4(developrYtent by Pemtom, lnc. near the SW comer af Highway 96 int�rsection wifh Harnline, Case No. 72-35). Many residents from �ilfer l.ane were present for t�e further presentation and deliberation regarding a request by Dreyfus Interstate Development Corp. {Case No. 73-28) to develop an area north of Tiller Lane and west of Lexingtan Avenue. A Public Hearing was held ear�ier (July }2), To fulfilf park dedication requirements the site plan was amended to includ� a 5.5 acre park land dedication ir� the sout�western portion of the tracfi and a trail system for pedestrian and bicycle travel is to be construcied £rom the 5.5 acr� park to the north. 3he amended site plan includes reducing the n�mber of single family lots from �7 to 16 (just nort� o� T i I ler Lane) and ihe number of c lus�er homes wi I� be S$ insteac� aF 77. Recorrtmendations on ��e Dreyfus requests were tabled un�il the Special Plar�ning Commission Meeting on Tuesday, August 21. A proposed comprehensive park �lan was presented by Mr. 8ucfciey, Parfcs and Recreation Di�-ector, and Mrs. L�ndquisr, Chairman of the Parks and Recreatio� Commiitee. This plan wo�lc� provide one acre of park for every 100 people, plus one acre in a mu�icipal or district park, and one acre reserved in iis natural state as open space. Discussed licensing requireme:�ts for retaif businesses engaged in all types of food safes inc�uding ice cream trucks. The Cauncii asked At�orney �ynden to see if they were subject to vil�age ardinances. Pilgrirn Hause, locairec! a� 1212 W. Highway 96, had special use permif c�gain approved. ColuEnbia Transit requestec� expansion of their par[cir�g lot from the Co��cil, the Council felt thafi Columbia Trar�sit was requesting more land than. they actua�ly needed and that confinued expansion i� allowed would infringe upon t�►e adjacent residential crreas. Their request was denied. Bethel College requesfied fihe re�ocafion of an olc} log church onto their camp;�s, which was��pro�ed. D. H. Gustpfson - 5tonegate developrneni` considered by Covncil, Cauncil par�icularly concerned about portion of land which was going to Ramsey Counfiy Opsn Space Prograr�, the density of irhe development, fhe lengfh of the units exceeding; 150 f.eet, the priv�xte roads with heavy traffic and the absence o� a recreation bui fding in the park dedication propasal. Gustafsan was toid by Counci I to resolve as many of the p�-obiems as possible by the August 13th council mesting. Corr+prehEnsive master park plan develflped by Mr. Buckley ar�d fio be presented at next comprehensive planning meeting of the Planning Commission. Attorney Lynden felt th� 14,400 sq, ft. per unit appli�s to such developments and uncfer such, develo�men� is toa dense. The c�uestion of the recreation bui fding and trai I dedication was also discussed. The Counci I decided ta table issue unti I August 27 Co�.�ncif ineeting and requested Mr. Gustafson to consider {1) the excess of units, (2) the dedication of af � streets with rnediurr� to �igh use and (3) the bui Iding lengths in excess af 150 �eet, and fihe recreation buifding. �he Counci� appraved preliminary plats of additions 4 and 5 for Pemtom. The final plat of addition 4 anc� the issuance of buifding permits for addition 4. The Council approved b�ilding permits and site w�rk permits for C. G.
