A resolutior� was passed recomrriending the Rarnsey Couniy Board's approval of transfer of specific county
clrainage ditc�es �o the boarcl of Managers of Rice Creek Watershed District.
The charge �n Arclen Ffi�fs Aerial Survey Maps wcss fixed at $4.00/acre with the right to reproduce the map
for their own purposes or $3.�O�sheet withoufi the right to reproduce.
Engineer �und reported �hat Subur6an Engineering Campany had ceased construction of the Arden Manor
Mobile Nome Park far the season. A progress reporfi and a time tab�e of future construcfiion was requested
as t�e Counci� is contem�lating the rescinding of the Special Use �ermit.
After reviewing bids received or� the Lambros Ditch Project (a drainage ditch between �ake .�ose�hine and
Johanna), the Council pwarded the bid to Nortl�daie Construction Company at $14,622.50.
l�lason, Wehrman, ancf Chapman were appainted as Planning Consuftan� for fihe Village of Arden Hifls as of
� February 1974 wi�h Mr. �tfio Schmid being �he Planner assigned to Arden Hi I Is.
The Village general insurance was changed from Home Insurance Com}�any to Reliance Insurance Cornpany
via the Hite Agency at a cost of $10,648.04; Errors and Os�niSsions to be increased to $],000,004.00.

Mr. Buckley is to pursue the execution of a.foint Pawers Agreement wit�t School District #�2T regarding
i�e use of Mou�ds View High Schaol Tennis Coe�rts and Sliding Hif I Area.
A Joint Powers Agreement with Shoreview, Roseville, Ramsey County, and the state regarding the Lami�ros
Ditch Project was discussed, but deferred.
The Caunci! appraved tF�e Develvpment Agre�eni for Phase One of Dreyfus' Hunters Park subdivision.
Mr. Adams and Mr. Meyer of Suburban Engineering Company explained the delay in fhe construction of
Arden Manor Mobile Home Fark, and submftted a new schedu�e to which they said they co�fd adhere. After
discussion, ihe Councif advised that this schedule must be kept, ar the Speciaf Use Permit is in jeapardy,
and wi�f 6e rescinded.
Presidenfi �undquist of Bethel Co#lege described plans to imprave fire safety in the student housing buiidings
at Bethel, in compliance with suggested changes req�ested by Fire Chief Fischer. �he Co�ncil suggested fihQi•
more fire extinguishers be insfialled de�ring the time req�ired to complete tF�e recommended c�anges.
Students from Mounds View High School presented plans for a geodesic structure which they propose to
construct and iocate 23 feet from �he east side of Mounds View High Schaol �or the proposed use as a recycl� �
center. The Councif witl approve the issuance of ti�e Building Perm.ifi for the geodesic structure to Schaof
District 62I reserving the right #o inspect fihe building far upkeep and maintenance and to rerriove fike
structure if it deterioro�es, �his whale project now rr�ust be presented to the 621 School Board fo� approval.

The surface water control questionna+re resulfis were discussed. Residents are appar�ntly in favor of som�
sort of�.contral of fihe lalces. T�e State Cegisla�ure has appropric��ed monies #or patrol of the lakes by t�e
county. Prohibiting aircraft on �aEce Johanna was discussed, !t was noted that the Department of Aero-
nautics has proposed amendrnents to their Rules and Regulations prohif�iti�g aircraft frarr� Innding on any but
certain specified iaices in the State (Lake Johanna is unlisted).
Harold Bradford was appointed as Chairman of the Board of Appeais far1974.
Bids were reviewed for a one-ton truck with a plow. The Counci� awarded fE�e bid for this truck to Midway
F.ord at a cast of $6,b20.00.
A sub�ommittee an Fire Departme�t Ladder Trucks reported that specifications have now been developed
far a ladder truc[c, p�us addrons; a num#�er of compa�ies shoe�ld be abfe to bid on the truck and/or addror�s.
This sub-cammifitee recommends that Sbreview, North Oaks and Arden Hi11s proceed with a.faint Pawers
Agreement to purchase and own the proposed fadder truc�C and fu�ure large equiprnent which can be leased
to the Fire Department to use and maintain. No action was taker�.
After rev�ewing seven quotes from dealers, the Council approved the pvrchase of a 1�2-ton pic�Cup truck
for the Parks and Recreatior� Departmen�, from Midway Fo�-d at a cosfi of $2,484,00.
Simifarly, the Council appraved the purchase of a Massey �erguson tractor for the Parks and Recreation
-�� Department frorn the Farm Service 54�ore at a cost of $4,669:00 includ�ng mower and canopy.
Currently the fine maney from highway patro� tickets is distributed S�$ to the state and 3�8 to the county.
Since the Vii�age provides the prasecuior, it is haped that the distribution of fin�s wilf be cF�angsd as
fai laws: 54°/Q to the state; 25°/Q to the co�nty; 25% to the vi f lage.

was yet to vote. Roseville, Ramsey County, and Shoreview have indicated they will agfee to the increased

Approval of the Special Use Permit for the Red Fox Inn {an N. Lexington �ust south of 1694} per site plan

31 December 1974 �nd approval of Rice Creek Watershed District, �
`�wo parce�s of land ir� the Arsena� Graunds hc�ve been dec�ared sur�lus. One area consists of about 36
acres lacated in �he western �pper 1�3 of the arsenal along I-35W, The other area is abouf 8 acres adjoining
�.exingtvn Avenue on the east side of the arsenal. A discussion was held on how these parcels cauld best be
ui�ifized by Arden Hills. This.mafter was referred to the Planning Cornrnission and Planner for their
recommendations.
The Council sugges�ed �hat the Parks and Recreaiion Real Estate Sub-commitiee proceed with an in�ormal
appraisal of the 25-acre Amb ie parcel in fihe Karth La�Ce area. -�`�

A second surplus parcef of 35 acres in ihe NW corner of the arsenal brought considerable debate. A motior�
fio designate this 35 acre parce! as Pubiic Land failed. A mot'son was passed stating`tF�at allof the a:sena[
