SUBJECT: One -Year Performance Review for Patrick Klaers
Background
Pat's review was originally schedule for June 27, 2011 after the regular City Council
meeting. Due to the length of that meeting and the time, it was decided to reschedule the
performance review. It was then reschedule for July 11th after the regular City Council
meeting but unfortunately that was also a late meeting and it was again decided to
postpone the review. We have now scheduled the review for 5:00 p.m. before the regular
City Council Worksession on July 18, 2011.
Current Discussion
Pat's performance review will be held with the City Council in a closed session after the
regular business is conducted at the July 11, 2011 City Council meeting. I have complied
all the answers received into one report for the Council to review and discuss with Pat.
You received this information in a separate packet with your materials for the June 27,
2011 Council Meeting. Please remember to bring this with to the meeting on Monday,
July 11th.
Again, there are a few items I would like to stress as you read the responses and conduct
the performance review. We are a "contract city" with a very small staff, this means that
projects need to be prioritized due to the limited amount of staff time we have available
after we complete our day -to -day responsibilities. We also have a good number of staff
who are still new to their positions means there is a "learning curve" we need to take into
account that we have to train them as they have not yet been through an entire budget or
financial cycle at Arden Hills. This is especially relevant as the TCAAP and Stadium
project has "heated up" this past winter and spring.

One last item, if there is not a "full Council" present at the July 11th meeting, you might
want to consider rescheduling the review until the next meeting on July 25th. This will
ensure that all Council concerns are addressed and provide clarification on any comments
that might be included in the performance review.
Council Action
1. Complete Patrick Klaers' performance review during the closed session preceding
the regular council worksession on July 18, 2011.
