SPECIAL CITY COUNCIL MEETING
JULY 18, 2011
7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS
CALL TO ORDER/ROLL CALL
Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City
Council meeting at 7:00 p.m.
Present: Mayor David Grant; Councilmembers Brenda Holden, Fran Holmes, and
Nicholas Tamble.
Absent: Ed Werner (excused)
Also present: City Administrator Patrick Klaers; City Planner Meagan Beekman;
Community Development Intern Mei -Ling Anderson; Director of Finance and
Administrative Services Sue Iverson; Public Works Director Terry Maurer; Parks and
Recreation Manager Michelle Olson; and Deputy Clerk Rebecca Brazys.
PLEDGE OF ALLEGIANCE
1. APPROVAL OF AGENDA
MOTION: Councilmember Holden moved and Councilmember Holmes seconded a
motion to Approve the Agenda as presented. The motion carried
unanimously (4 -0).
2. AGENDA ITEMS
A. State Budget
Mayor Grant explained that he called this special meeting because of the state budget agreement
and the possibility that the stadium bill would be discussed at a special session this week. He
wanted Council to be prepared to take action and was looking for an update on this issue from
Staff.
City Administrator Klaers explained that Staff anticipated there would be something new to
report regarding the State budget and a special session. He stated that the legislative process has
not gone as smoothly as anticipated and that no special session has yet been called by the

Governor. Consequently, there isn't much to report at this time. He added that Staff doesn't
expect that the State budget will significantly impact the City.
B. Stadium Proposal
City Administrator Klaers stated Staff originally anticipated that the stadium proposal would be
presented during a special session this week but he has since learned that the stadium bill will
probably not be heard until a second special session in the fall. He added that there is no new
information from Ramsey County so there is nothing to review at this time.
City Administrator Klaers added that he had met with Ramsey County officials to discuss the
stadium open house scheduled for August 4. He explained that the County understands they have
the bulk of the information to present at the open house. The main focus of the August 4th meeting
is to provide information to the Arden Hills public. When he met with Ramsey County, they
discussed the layout of the room and participation from the Vikings. At this time, the plan is to
have various stations where specific information relating to the stadium and the TCAAP site is
available. The City would be responsible for addressing the history of the property and
environmental concerns while the County would discuss transportation and finance issues.
Councilmember Holden commented that she believes the focus of this open house should be on
Arden Hills residents.
Councilmember Holmes questioned what format residents will use to share their concerns.
Mayor Grant responded that those details are not yet finalized. He then requested that Staff
provide an update on the stadium proposal at each Council meeting.
Discussion ensued about how much of the Ryan proposal should be shared. There was a concern
that while the Ryan proposal is a part of the property history, it is no longer an option and it's
important for residents to understand this situation.
ADJOURN
MOTION: Councilmember Holden moved and Councilmember Tamble seconded a
motion to adjourn. The motion carried unanimously (4 -0).
Mayor Grant adjourned the Regular City Council Meeting at 7:30 p.m.
