As indicated at ihat Council work session, ihere are two reasons for �liis to be considered. First, the area is not actually used as cold starage but rather as a warlcing area. Many pieces af equipment frorn one-ton tr-�.�cks and smaller are kept in this a�rea at a�� txrnes. Tk�ere xs a significan# amaunt of work done in this area from welding to a�ual zxaaintenance on sum.xn.ex equipment in the wir�ter months. As such, Public Works staff are working with no gloves az�d often kz�eeling or lying an the concrete floor. The second �eason for this change is safety. Because equipment that is used daily in the winter months is stored each night in this area there is always water on the floor due to snow and ice mel�ng. Both a Safe Assure mock OSHA inspection and a review by the Ciiy's League of Mizanesota Cxties Loss Contrfll Specialist noted this as a safety factor. Since the J'anuary work �ession, stafF has been working wath Bxuce Christoffersan, Ra�r�.sey Cou�ty Buxlding Se�rvices Manager, regarding how this change could be i�nplemeniecl and ihe overall effect it would have on the City's annual operating ex�ense lease. Bruce has indicated there az�e two ways ihe work could be accomplished. They are as foliows: 1. The City could do their own design a�d hxre their own contractor with both subject to tk�e County's review and approval. The Co�nty has certain contractor requirements xegaxd'zng lacensing, bandir�g, and insurance. The County would prefer a union contractor since znost ernp�oyees working in the 3�uilding are union members. The County would want to oversee any work performed by a City hired contractor. Raznsey County has Master Contracts in place for plumbi�g az�d z�nechanical searvices that cau�d be utilized for this char�ge. Br�zce could use ihese zzaaster contracts io get quotes for an infra-red heat design similar to tl�e County portion of ihe building and a flaor d�raiz� design that meets appropriate building codes. This wark would be done through Razx�sey County since they hold the Master Contrac� and the City would simply agxee to reimb�u-se the Caunty once we review and approve the quote. After discussing the options wiih Bxuce, both Joe and I believe the rriost cost effective way to accomplish ti�is work would be ihrough the County's Master Con�ract �nde� Bruce's supervision. With regard io the City's annual operaiing expense, Br�ce indicated that ihese improvements would change the space fronn co�d storage at $1.98 per square fooi to heated space at $4.91 per square foot. These rates are based an the Joint Agreement for Financing, Operations, and Use of Ramsey County Public Works/Partners Facility executed on November 18, 2003, and has noi changed since the building opening. The building records sho�nv the area in question is 5,b60 square feet. T�exefore the annual increase in cost would be $16,583.80 {$491-$1.98 x 5,660 sq ft). Currently the City pays a total of $82,033 annually. With these improverz�e�ts the annual operating cost would increase to $98,617. Attached is a copy of Attachment E from the Agreement. Br�ce was alsa asked if the City could only pIace heat in a portion of fik�e bays in the cold storage area and reduce the operating expense increase. His answer was that without building a wall to partitxon cold frpm heat�d space it would all be considered heated for operating expense p�rposes. The cantrols far the heating system would be installed with �ocal cantrol and not be tied into the buildi�g's automated control system. The heat control would be in a locked case and would generally not be set higher tha.n 55 degree�. I have discussed wiih Dave Scherbe� the possible construction activities and he has assured me that this portion of the building could continue to be occupied wh.i.le construction takes place. Bruce has also indicated that if the City proceeds with this improvemeni ihe Co�nty would likely canvert our one heated bay next �o the cald storag� area to tl�e same infra-red system at their cost since it is a more cost-effectzve method of hea�ing garage space. Br�c� has acquired quoies for the worlc frorn tl�e Cotxnty's Master Coniract holder. The low quote far ihe infra-red k�ea# and floor cirain improvement was NAC Mechanical & E1ec�rical Services of Little Canada in the amount of $70,186.00. The Director of Finance and Adnr�inistrative Services has been cansulted and has indicated the City Council could fund this inaprovement from t�e PIR fund which has sufficient reserves. Council Action Requested The C�ty Council is requested to approve the expenditure o� an amount not to exceed $70,186.00 frozx� the PIR f�znd for the installation of an infra-red heat system and a floor drain in the cold storage area of the Public Works facility.
