Minutes from that meeting a�e attached. Since the propos�d project alters access, it does require Municipal Consent frorz� the City. Atta.ched is a summary of the Municipal Conseni process. The City Co�ncil held the required Public Hearing for Municipal Consent on July 11, 20i 1. Minutes from that meeting are also attached. Accarding to the Municipal Conseni process the City has 90 days from the Pubiic Hearing to take actzon to approve, d�ny, or disapprove with conditions. The last City Cauncil meeting withan this 90-day windovv will be the last meeting in Septerz�bex. �� the City Council takes no action, Municipal Consent is considered granted. Council Action Reqnested Staff is looking for direction as to k�ow the City Cauncil would like to proceed. The three options for the Council are: • Adopt a Resolutiar� approving the Final Layout and providing Municipal Consent • Adopt a Resolution denying appxoval o� the Final Layout and denying Municipal Conseni • Adopt a Resolution disapproving the Final Layaut wi�li conditions required for approva�. Once the conditions are met by Mn/DOT ancllor Raxnsey County the Final Layaut and Municipal Consent are deemed to be appraved {I� the Czty Council chooses tk�is aption, staff is looking far conditions that need to be included in the Resolution.). He noted Ranasey County �as spoken wifh the GSA about a small parcel #hat wot�ld need to be acc�uired for the impravement project. The Co�nfy was also considering the pe�echase af a vacant parcei nea�- the Big 10 Bar on the west side of U.S. �0. Non-Cauniy State Aid funds wou�d have to be used to purchase the parceI. Caunciltnember �Ialdeu questioned if fihere wou�d b� a signaI at Highway 95 and Sneiling Avenue. Mr_ Tolaas explained a signal was not planned by Rainsey Coanty. Mayor Grant questioned t�ow the proposed intersection woulci be revised if a statliurr� w�ere tc� develop on i.tae TCAAP site_ Mr. ToIaas explained that t�ere would be six entry and exit rainps to tl�e site if the Vikings stadium was ta Iocate on this site_ Irr�provements v��ould be made to the County Road H area as vsrell. Counc�lnuember Hoimes asked w�at irnproveinents were propased for Co�nty Rc�ad F and Hamline Avenue. She indicated the B�arkrioll neighborhood in Arden Hiils would be greatly affectec� by the proposed improvements. Mr. Tolaas s�ated Hamline AvenuelTH 51 wo�Id beco�e a four iane kiighway thxough the I-694 zmprovements_ A signalized intersection was - planned for Han�l�e Avenae and County Road F. The plans tivere disctassed further with Ehe Councii. Councifine�ber Halden noted the City of Shorevie� mainiained three access points fo the major higl�ways while Arden Hills' access �oints were being reduced. Mr. Tolaas explairzed the County - vvas irr�proving the interchange to zneei capacity az�d safety needs. He indaea.tec� fur�ding constraints were 1i�iting constn.�etian abzlities for both the Cour�ty and the �tate. Rarnsey County was interested in provi�ing solutions to bmader system changes fihat bene#ited the region. P�blic Warks i}irector Maurer questioned #hat if and �when the TCA.AP parcel develops, the in#�rchange at U.S. 10 / High«ay 96 may need a northbovnd U.S. 10 to eastUound Highway 36 r�np to cr�te addi#iona� access. Mr. Tolaas sta#ed the Co�ty would be speaking with a future dev�Ioper about this pvssibiliiy. The Cot�nty did not have funding to prc�vide that mo�errient at this time. Mr. Toiaas reviewed t�� traii iacatior�s with #Y�e CQuncil and disc�ssed the safest route for biking na�c to pass over the highways. Mr. To�aas indicated this would be would have to be discussed_ Co�nc�l�ane�nber Ha�den questioned how Dave Ckuneil would access Highu�ay 96. Da�ve C�emeil reviewed the issues with a cul-de-sac on this frantage road. He exglained his home has had acccss to Highway 96 for 75 yeax�s. He req�ested the County allovv his prt�perty access. Mr. To�aas stated Ramsey County felt it was unsafe ta al�ow access to Highway 96 from this frontage road. � , ARDEN HELLS CITY COUNCiL WORK S�SSION — APRIL 25, 20� 1 4 2.A U.S. ID/�Yighu�ay 96 Grade Separrrtior�s and Highway Imprnvement P�oject Update {cantinued� Mr. Ci�meil stated a right-in, r�g�t-out wou�d be sufficient as there were a nur.�ber of these �eing maintained along Highway 9$. Mr Toiaas explained the Counfy was co�cerned with th� righi- iq right-oat due �o its ciose proximity to the signalized intersec�icsn. Cauncilme�uber Holden questioned how the City would maintain this turn-around area. Public Works Direetor Maurer stated a 1-ton truc� wot�ld ha�ve to be used to clear snow. �ublic Works Direcfar Maurer asked if the County was considering a soand walt. Mr. Tolaas rev�ewed..how a 20 foot so�td wall woulc� affect the surrounding properties. Tl�is height was met vsrith same concerr� by reside�ts. He explained various wali heights were then explared to see ��hich woulc� benefit the a3rea most. It vvas �ound that a 12 foot wall �vould b�nefit the properties adjacent to Highway 96. Twelve feet would reduce the so�d levels to 50 decibels, which was five below the State stanc�ards and 10 below current noise levels. Mr. Tolaas expiained the existing sout�d walls aior�g Highway 96 were 10 feet. Mr. Tolaas was cancerned that a 20 foot wali wouid greatl�+ dimmish s�.u�lignt on tlte homes directl� adjacent to the wall. Councilmer�ber HoImes questianed why a 12 foot waIl v��as being cansidered at this time. She felt the Counci� l�ad a�ear�y decided on 2� feet. Mr. TQlaas stated he was sirr►ply provid�ng ihe Council with options and noCed the CouneiI wou�d have to �nake the �inal decision_ Councilmember Holden was in favor with the reduced size for the sot�d wall. Mayor Grant suggested the County esta.blish a ti�neline for this decision_ This ti��ovld allow �he Council to discuss �he issue f�rther before ?�aakang a fina� decision. M[r. Mr. ToEaas stated the service roa� that comes down in front of the hot�es along Highway 10 would remain in place. There will be a cul-de-sac thaT will ailaw for t�rning around and there wilt be no through movernents and na direci connection to the Hig�way. The ra�np area wilI get slightly closer_ When the noise analysis was dane, the home sites in this area did not meet the Federai criteria for che installation af saund walls. Even thaugh the noise may exceed the State ar Federai levels, this area does nat meet the cost effeciiveness g�idelines. The road will r�ot be shifting a great deal so the ciecibel increase is not significant. Councel�etxtber Hotden stated it had been talked about far years that the homes in this area �ould be baught o�t. S�e asked Mr. Tolaas if this was th� case. Mr. Tolaas stated he �ad not l�eard this vt�ith this project. When ihe Rya� Group's proposai for redevelaprzaent of the TCAAP property was an option, there were a number of transpo�tation improvements thaE had been Iooked at including a new intercl�ange �n the area of the Big IO Bar. Mr. Rabert Alberg, 1857 Tadc� Drive, Arden Hills, stated his home is located right at tt�e proposed entrance to the trailer park on Highway 96_ There will be a signi�cant noise increase for hir�-� once this entranee is comp�eted and he �7ouId like to discuss reloea[ing anc� i�aving the County pttrchase his property. The Count}� is purchasing one of the ho�nes �text ta him and he feels his ho►r�e shoralcf be included in this transactiot� due ta the noise increase he will experience_ Mr. Tolaas stated there wouid be two entrances and ane would be realigned with Prior Ave�ue. If t�ere is a large development that occurs on the TCAAP propert��_ this will im�act traffc a.�d warrant an addi�ianal traffc st�dy_ Mayor Grant asked Mr. Tolaas to explain the dif�erence in noise levels if a bituminous surfaee was used versus a coneret� surfaee. Mr. Tolaas stated the bitumino�s overlay of Highway 10 wo�ld occur as soon as the reconstruction �raject is compieted. The bituminous s�rface will so�nc� differentiy t�an the conerete sur�'ace and may provide tess noise in ihe beginning. The noise le��e�s wil� change as the road surface char�ges. He also sEated that Ramsey County is coardinating this project with MnJDOT and the I-G941I-35V+� projeet. Mayor Grant asked if it wouId be possible to restrict the truck traffic, jake-braki�g, or introduce weight restrictions on Hig�way 10 that would be similar to those on I-35E. He also asked if it would be possible ta res�rict trucks to the 1-GR4/I-35W interc�ange since this would be a more suitable interchange for this type of traffic_ Mr. Tolaas stated Highway 10 is a US �-�ighw•ay and by de�nition �t has to allow truck traf�e. This is ir� order ia reduce the truck traffic that occurs an neighborhoods. In St. Paul, it took 25 years and special legisiation to get the restriciions on 1-35E. These restrictions have not �tecessarily proven io provide a positive impact because the restrictions are not always fo2lowed and they are c�ifficuit to enforce. He explained the inierchange at i-b94 and 1-35W would not be able to accommodate the increase in tr�ffic that ��outd occuz- with redirecting ail truck traf�c to this interchange. Ramsey Cou�ty is not su�gesting the current speed litnits change on Highway l Q through Arden HilIs. The speed for a road is not somethin� that is dictated by the Co�nty bui rather by MnDOT based on a traffic siudy that w�ou�d look at the speec� of traf�ic cur�-ently in the area and what the road would be able to accommodate. Mayar Grant asked if there were any funds from this project being divertec� ta the I-(94/I-35W project. Mr. ToEaas stated the Highway l0/Highway 9b project is rnostly fundeci by Suriaee Transportation Program funds anc� these funds could not be diverted ta ot�ter projects. If these funds are not used for this project they wauld be returr�ed to be redistributed. Mayor Gran# asked about the rUmar of a four lane ramp being insta�led at Scherer Brothers as part of the Vikings Stadiurn proposai. Mr. Talaas stated a trail was not part af this praject_ ?here was limited space in ti�is area. The City can req�est this be considered in the project but he was ��ot sure it wouid be feasii�te_ The Ciry would own and r�aintain ihe sidewalk and up to 2�% oFthe costs of constrUction may need to be cavered by the City. The Couniy is a strong propo3�ent for traiIs and siciewalks. Mayor G�aret stated �here �ad been questions raised abot�t the sound levels at Lake Shore ��ace and how Dave CmieI has contested these. He askec� if there were any pla.n� to replace the trees rernaved to provide potentia� sound mitigation. Mr. ToEaas stated the grading removes all the vegetati�� in the area but efforts can be made Eo reduce impacts by other means such as a fence. The Briarknol� area has been request�n� �oise walls but this area does not rrteet the Federal criteria for souncf walls_ Mn/DOT �ad made an offer to pay a partio� of sound wa11s wiih the I-694 project and the City wouic� aEso pay a portion of the costs_ The City had deterrnir�ed that it woulc� not be cost effective for thern to pay a portion of the sou�d waIls so they wi�1 �tot be insta(lec� as part of that project. Other areas that will be impacted by the projeci were studied and ihere were areas that were faund to be e�igible for so�and ���alls because the number of ho�nes affected is greater. If the City is ir�terested in having a fence installed along Lake Shore, they couid work with t�e County in getti�ag this accomp�ished_ He also cla�ified that Ramsey County wilI work with Mn/DOT anci coordi�ate the prajects. Council�ember Tamble stated there would be a stretch af wall to the west. He asked if this would tie into tt�e walIs being constructed by Mn/DQT. The Caunty did laak at ihis intersection and considered i��there was a way to mo��e t�is road, but it was nat �ossible_ Also the intersectian could not be graded to al�ow for moving this raRnp. Consider Purchase of New Water Meter Readers PubEic Works Directar Maurer stated the City's co�nmercial/industr-iai water meters and reade�s were replaced in 1997/1998 and the residential water meters were replaced in 20Q1. They were repiaced with Badger water meters and Trace readers. The r�eters were expected to have a 20 to 30 year iife and are still functioning we1L T�e readers were expectec� to hav� a i 0 to 1 i year life, which �s currently at i#s end. The Trace read�r is no longer produced 1laving been discontinued in 2005. New Trace readers are not available and replacement parts are very dif�cult to locate_ As the original batteries begin to fail, repIacemet�t batteries car� be fovnd but replacemeni baCteries have had a severeIy shortened life and rnany of the aetual readers have started ta iail. 7'l�e Cit}� �as 230 cort�rriercial/industrial meters and 2,422 residential rneters. Currently there are 20 commercial/industria� meters and S residential meters that are read manualIy due to faited readers_ Tnat n�mber is expected to continue to grow_ The currer�t system is remote reading, meanin;g a Public Works staff rr�ember simply drives the street with an eleetronic reader, which re�rtate�y reads the meters.
