Gateway Boulevard, based on the findings o� fact and the submitted plans, as amended by the
four conditions in the September 26, 2011, report to the City Council.
Back�round
Hood Packaging, Iocated at 1.887 Gateway Boulevard, is a national company that manufactures
vario�s types of pa�er and plastic packaging praducts. They are a conforming use in the Gateway
Business Zone.
There are cunrently four storage tanks on the praperty that were built following the appxova� of
two previous planning cases. This request would add one containment tank and two silos io ihe
southeasterr� side of the property, which is used for storage anci loading. The containment iank
would be located betvveen the proposed silos and the building.
The t�wo silos in the applzcaz�t's request would be 24 feet tall and 12 %et in diameter, and would
be placed upon a single 16 by 32 foot concrete pad. The applicant has indicated that the ,silos
would be painted with a high salid polyurethane enamel (semi-gloss f nish) to match the exterior

af the main bui�ding on the pro�erty. The silos are needed to store plastic resin pe�lets that would
be used to supply the company's n�w ex#rusion laminator machine.
The applicant's request also includes a 10,400 gallon confainment tank. The tank would be
approximately 13 feet tall, 12 feet in diameter, and �vauid be made of white plastic. A new
s�orage room is being constructed within the building to hold multiple 55-gallon closed drums
containing ink. The room is designed to be explasion-prooi since the ink has potential to be
flarnlnable. According to the Fire Marshal, �the exterrial containment tank must b� able to hold
�lie contents af one of the drums if there �ovas a spill. In the event of an accident, the ink wo�ld be
pumped into the proposed containment tank on the e�ierior of the building. Additionally, in the
event of a spiIled barrel, the contai�nent tank would also need to be able to ho�d 30 minutes
worth of water runoff from the sprinkler system in order to su�press a f re or otl�er hazard.
All of the material would be contained within ihe silos, piping, iaminator, and containment tank.
The project is designed to protect the exterior fram potential nuisances. The pipes as well as the
silo tanks would be constructed with double walls. The addition of the three structures is not
expected to impact acce�s traffic circulation, nor would it have an impact on loi coverage a.�d
parking.
The applicant has submitted two letters addressing ihe details of the applicaiion, a site plan, az�d
rz�ea,surements of the proposed structures (Attachment B).
Evaluation Criteria
Section 1320.13 of ihe Arden Hills Zaning Code states that site modificaiion proposals in the G-
B District shall be reviewe�. according to the criteria far eval�ating Conditional Use Perrnit
(CUP) Amendments as listed in Section 1355.04 5ubd 3. The Planning Cornrnission and City
Council s�all consider ihe effect of the proposed use upon the health, safety, convenience a�d
general weliare of the owners axzd occupants af the sur�rounding land, in particuIar, and ihe
cammunity as a whoi�, in general, including but not lirz3ited to the follawing factors:
1. Existing and anticipated traffic and parking condiiions;
2. Noise, glare, odars, vibration, smoke, dust, air polluiion, heat, liquid or solid waste, az�d
o�her nuisance character�stics;
3. Drainage;
4. Popuiation density;
5. Visual and iand use coznpatibility with uses and structures on surrouz�ding land; adjoining
land values;
b. Park dedications where applicable; and the
7. Ord�rl� development of the neighborhaoc� and the City within the general purpose and
intent of this ordinance and the Cornprehensive Deve�opment Plax� for the City.

Findin s of Fact
The Planning Comrriission offers the fallowing twelve findings af fact far review:
Gene�al Findzngs:
1. Hood Packaging Corparation is a conforming use in the Ga#eway Business Zone.
2. The PUD process allows £or flexibility within �the City's regulations through a�egotiated
process with a developer.
3. The applicant proposes to add two storage silos and one containment iank to the southeast
side of the building. Each silo is twenty-four feet tall, twelve feet in diameter, with a
capacity to hold sixty-five thousand poiu�.ds. The containment tank is approximately
thirteen feet tall, twelve feet in diameter, wiih a capacity to hold ten thousand gallon�.
None of the proposed str�ctures vvill exceed the height of the building.
4. This proposal wili not impact lot coverage requirernents, nar wi.11 it encroach on setbacks.
On the Conditional Use Plan Evaluation C�iteria:
5. The proposal will not irnpact iraffic circulation or parking.
6. The proposal is not expected io alter existing noise, glare, odors, vibration, smolce, dust,
air pollutian, heat, liquid or solid waste, or other n�isance characteristics. The tanks a�d
connecting pipes will be double-walled to contain the material.
7. The proposal wili not impact drainage on the site.

Recommendation
Ai their September 7, 201 ]. meeting the Planning Co�mission voted unanin�ousIy to recammend
approval of Planrung Case 11-019 for a P�anned Unit Developrz�ent Amendment at 1887
Gateway Boulevard, based on ihe Findings of Fact and the submitted plans, as amended by the
following four conditions:
1. The project shall be completed in accardance with the plans submitted as amended by the
conditions of approval. Any significant changes to these �lans, as detez�mined by the City
Planner, shall require review and approval by the P�anning Commission and City
Council.

Deadline for A�enc� Actions
The City af Arden Hills received the completed application for this request on August 8, 2011.
Pursuant to Minnesota State Stat�te, tiie City rnust act on this request by October 7, 2011 {60
days), unless the city provides the petitioner with written reasons for an additional 60 day review
period. The City may, rvith the consent of the applicant, extend the review period beyond the
irutial 120 days.

Blvd — Public Hearing.
Cammunity Development Intern Mei-Ling Anderson siated the applicani has requested
Planned Unit Amendment to install fwo double-walled silos and one containment tank io
the southeast side af the building at 1887 Gateway Bouievard.
Community Dev�lopment �atern Mei-Ling Anderson reviewed Hood Packaging
Corporation is a national campany that manufactures various types of paper and plastic
packaging products. The company is a conforrnin.g use in the G-B Zone. There are
currently four storage tanks on ihe proper�y that were built foliovv�ng the approval af iwo
previous planning cases. This request would add one containment tank an.d two silos to
the southeastern side of the property. The containment tank would be loca�ed between
the praposed silos �.nd the building. There would be a distance of 4 feet between the
containment tank and the concre#e pad on wT�ich the silos would sit.
Commur�ity Development Iniern Mei-Ling Andersor� stated t�ie iwo silos in the
applicatit's xequest would be 24 feet tall and 12 foot in diameter, and would be placed
upon a single 16 by 32 foot concrete pad. The applicant has indicated that the siIos
would be paintec� with a high solid polyurethane enamel (semi-gloss fnis�) to match the
exieriar of the main building on the property. The silos are needed to store plastic resin
pellets that v�rould be �sed to supply their new exirusion laminatar. The pellets vvould
reach the inside of the building through 6-inch steel piping, which would connect the
silos to the e�trusion laminator. The pipin.g wo�ld iead the pellets directly to �the hopper
located. above #he machine. While the �n�imum capacity of each silo wou�d be 65,000
pounds (i,858 cubic feet), the silos are not expected to hold more than 48,000 pounds of
material at any one time.
Community Development Intez� Mei-Ling Anderson stated the applicant's requesi also
includes a 10,000 galton cantainmeni tank. The tank would be approximately 13 feet tall,
12 feet in diameter, and would be made of white plastic. A new starage room is being
consiruct�d within the building to hold muiiiple 55-gallon closed drums con#aining inlc.
The room is designed to be explosion.-proof since the ink has potential to be flamn�able.
According to the Fire Marsha�, the external containment tank rnust be able to hold the
contents of one of the dr�irl�s if there was a spill. In the event of an accident, the inlc
would be pumped into the proposed containnr�ent tank on the exterior of ihe building.
Additionally, in the event of a spiIl�d barrel, the contain�nent tax�k would also need to be
abie to hold 30 minutes worth of water runoff fro� the sprinkler system in order to
suppress a f re or other hazard.
Community Development Intern Mei-Ling Anderson reviewed the southeastern side o�
the building contains approximately 1.7 acres (73,000 square fe�t) af paved surfaces and
is used far storage and loading. As the silos and tank would be bui�t on top of existing
imp�r�vious surface, no change in impervious coverage would occwr with this application.
The addition of ihe three structures is not expected io impact access traffic circulation.
There would not be any reduction in parking, as al� parking is on the other side of the
building.
The appIicant has submitted t�ro lettexs addressing the details of ihe applica#ion, a site
plan, and measui'ernents o� tk�.e proposed sir�ctures. Some of the plans for the silos and
far the containment tank are presented separateIy, as the applicant is working with two
different companies on these pxajects.
Cornmunity Development Intern Mei-Ling Anderson reviewed the twelve findings of fact
for considexation:
General Findings
1. Haod Packaging Corporation is a conforming use in the Gateway Business Zone.
2. The PUD process allows for flexibiliiy within the City's regulations ihrough a
negotiaied process with a developer.
3. The applicant proposes to add iwo storage silos and one containment tank to the
southeast side of the building. Eack� silo is twenty-four feet tall, twelve feet in
diameter, vv�th a capacity to hold sixty-five thousand pounds. The containment tank
is approximately thirteen feet tail, twelve feet in diameter, with a capacity to hold ten
thousanc� gallons. None of the proposed structures will exceed the height of the
building.

Staff is recommending approval based on the findings of iact, subject to the fallowing
conditions:
1. The project shall be completed in accordance with the plans suhmitted as aznended by
ihe conditions o� appra�al. Any significant changes io these plans, as determined by
the City Pianner, shall require review and approval by the Plar�ning Commission and
City Council.
2. The three tanks sha11 meet alI applicable Building Code and Fire Code regulations.
The app�icant sha11 obtain all required permits prior to installation.
3. The three tanks and connecting systems shall comply with the odor, noise, and, othex
applicable Minnesota Pollution Control Agency regulations. Failure ta compiy with
these regulatiflns may result in a revocatian of a permi�.
4. The silos shall be painted to match the color of the buildi�g.
A call was received today frorn the Apache Group and they wexe concerned about the �naterial
used �'or ihe containment tank and did not want it highly visible.
Chair Larson opened the floar to Commissioner Comments.
Chair Larson referred to Section 1325.05 Subd 4.Q and whether staff feels the painting of the
silos will be screened if painted ihe saane color as the building.
Commissioner Holewa asked to see the picture with the trash compactar. He asked if it could �be
wheeled away if desired.
Cornmissianer Thompson asked the height of tl�e cantainment tank. Community Development
Intern Mei-Ling Anderson re�ponded the containment tanlc is 13 feet hig� and the �ilos are 24
feet tall. She added the Apache Group would be east and it would be a straight on view.
Mr. Michael Ramirez, Plant Manager, Hood Packaging Corporation appeared before the
Commission. Chair Larson asked if there was a risk of the ink catching fire. Mr. Ramirez stated
there would not be a risk. They have received recornmendations froz� the Fire Marshall.
Chair Larson asked why one �icture shows the compactor in one location and in another picture
it's in a different Iocation. Mr. Ramirez stated it has already been anoved and it is a roll-off
dumpster that is picked up approximately once a week.
Commissioner Holewa asked if there was a power outage what would happen to the pu.mps
going into the containment tank. Mr. Ramirez stated xhere would not be a way to pump it if the
power went o�t and it would remain in ihe building. Commissioner Holewa asked if a power
generator was owned. Mr. Ramirez stated they have not. Mr. Ramirez staied the roonra itself is
24 x 20 �eet at a cost of over $140,000. There was a lot of engineexing and moneq put into the
storage room. Ciurently #he d.rums are not secured praperly and the new room wau�d keep the
fire coniainment and spill containment and ir�crease iheir chemica.t storage capacity.
Chair Larson stated in ihe past companies have used buxied tanks which is not done as often
these days.
Commissioner Thompson asked about Mr. Ramirez' response to the Apache Group's concerns.
Mr. Rarr�irez siated ihe silos would only be visible and the containment tank would probably not
be seen.
Commissioner Thornpson asked if the screening code would be met. City Planner Meagan
Beekman stated it's an industrial area and she does not see it to be a problem. The Apache
Group wanted their concerns to be part of tlie record.
Chair Larson opened the public hearing at 6:49 p.rn.
Theze being no other comments, Chaix Larson closed the public hea.ring at 6:50 p.m.
