Eaxlier this year the City was presen�ed with a Mn/DOT staff appxoved layout and Municipal Consent was requested. A Public Hearing was held by the City Council on July 11, 2011. Also, this project was discussed wiih representatives of Ramsey County at work sessions on Apri125, 2011, Augus� 15, 2011, and most recently September 19, 2011. At the last work sessian it was the consensus of the City Council that a Resolu�ion Disapproving the Final Layout of the US i OIHwy 95 Yanprovernent� with Conditions was appropriate. The foizr conditions the City Council wanted attached to the resolution dealt with the following iiems: �. City ar�d County review of �he siaging of the projeci relaiive to the current I-694 improvement io ensure movement of local traff c was considered. 2. Revisiting the noise modeling for the SW quadrant looking at different Iength and height noise walls to see if any meet the cost-effective criteria. 3. Increasing the height of the barrier proposed to be placed adjacent to Lakeshore Place. 4. Review of the noise wall alignment at the west corner of the ma�ufactured home park to ensure ii will be in the proper place for a further extension along I-35 W. This projeci wi[I have the bridge o�er I-694 fram Hamline Aven�ae to TH51 (Sneflirtg A�enue) closed �or most of #he next two years. Mn1�OT is afso planning to let a contract to widen ihe Lexington A�enue Bridge. Although this work will be completed under traffic, it wi[I ha�e an effect on the flow of traffic across the bridge. Therefore, to maintain some mi�imal mobility for local traffic to mo�e north to so�th, Highway 96 shall not be closed in the same year that the L�xingtan A�enue bridge widening is completed. 2. Ramsey County andlor MnIDOT shafl re-eva�uate the noise analysis work completed for the saufhwest quadranf of US 10 and Highway 96 ta determine if a different length noise wall or a different height noise wall woufd meet the criteria for cost effeciiveness. 3. The Concrete Barrier Type F planned to be iRstaEled adjacent to Lakeshore Place as par# of ihe improvemenf shall be increased in height to th� talf�st Type F barrier that can be slip- formed in this location. 4. Rarrtsey County s�alf mak� every effort short of utilizing imminent domain procedures to realign the west end of the noise wall on t�e north side of Highway 96 sa it is in the appropriate location to #acilitafie a further extensior� with fiuture highway improvements.
