Agenda Item 2A: Minutes for Approval: September 20, 2011 EN HILLS DRAFT CITY OF ARDEN HILLS PARKS, TRAILS AND RECREATION COMMITTEE MEETING TUESDAY, SEPTEMBER 20, 2011 ARDEN HILLS CITY HALL CALL MEETING TO ORDER Substitute Chair Peck called the September 20, 2011, meetin g of the Parks, Trails, and Recreation Committee to order at 6:39 p.m. MEMBERS PRESENT: Substitute Chair Peck, Committee Members Cindy Garretson, Phil Kramlinger, Nancy O'Malley, Don Messerly, and Council Liaison Ed Werner. Harold Petersen arrived at 6:55 p.m. OTHERS PRESENT: Park and Recreation Manager Michelle Olson and Arden Hills Resident Rick Morphew. ABSENT: Chair Steve Scott (excused), Committee Members Chuck Michaelson, and Rich Straumann. 1. APPROVAL OF AGENDA MOTION: Committee Member Garretson motioned to approve the agenda. pp g Ms. Olson asked to move New Business before Unfinished Business and to add the trail walk to Other Unfinished Business. Committee Member Garretson motioned to approve the agenda as amended, seconded by Committee Member Kramlinger. The motion carried unanimously (5 -0). 2. APPROVAL OF MINUTES — August 16, 2011 . MOTION: Committee Member Garretson motioned to approve the August 16, 2011, minutes, seconded by Committee Member O'Malley. The motion carried unanimously (5 -0). 5. NEW BUSINESS A. Floral Park No Parking Discussion Ms. Olson introduced Arden Hills resident Rick Morphew, of 1514 Arden Vista Court in the Floral Park neighborhood. Ms. Olson explained that Mr. Morphew has safety concerns as well regarding the current parking restrictions at Floral Park. Mr. Morphew has requested the City move parking to the park side of Royal Lane adjacent to Floral Park and restrict parking on the opposite side. Ms. Olson researched the history of the "no parking" at this park and Public Works staff indicated it was their recollection that this was placed on the north side in order to prevent the hazard of children running down the hill and going between parked cars. Ms. Olson also found some documentation between a neighbor and the City in 1994. The neighbor's Parks, Trails & Recreation Committee Meeting Minutes September 20, 2011 Page 2 recommendation to place the "no parking" was brought forth to the City Council and was approved. Mr. Morphew explained the reasoning behind his request and felt that visibility and safety issues where created when vehicles are parked on the north side of the road and pedestrians walk between these parked vehicles in order to cross the street. He agrees the argument on the other side is also valid but he does not feel it is as dangerous. Ms. Olson explained that in order to make a change to the parking restriction, it would need to be a Council action and staff felt the PTRC should review and make a recommendation. Committee Member Garretson indicated she feels Mr. Morphew's idea was very well thought out. She stated she walked the area and agrees that you cannot see around the comer and likes the idea of having an open space. Committee Member O'Malley suggested having a caution sign stating "children crossing" and Committee Member Garretson agreed that might be an idea. Substitute Chair Peck indicated he also looked at the area and feels he has been persuaded to switch the "no parking" and also likes the idea that pedestrians would not have to cross the street when getting dropped off. Ms. Olson indicated that she and Public Works Director Maurer looked at this issue and felt there were arguments to both sides of the road and thus have no recommendation on the issue and would like the committee to weigh in on it. Committee Member Kramlinger agreed that from a safety concern it should be changed to the north side of the street. MOTION: Committee Member O'Malley motioned that parking for Floral park be changed from the south side to the north side of the street. Discussion ensued regarding adding a pick -up /drop -off site at the frontage of the park to a distance recommended by the City Engineer. Committee Member O'Malley accepted a friendly amendment to the motion to include a pick up /drop off area. Committee Member Messerly moved to amend the motion to switch the parking from the south side to the north side of the street and to provide "no parking" from 50 feet southeast of the steps to 50 feet northwest of the path to allow for pickup. Discussion ensued and it was agreed to eliminate the distance requirement from the motion and have the wording state "a reasonable pick -up /drop -off distance at the advisement of the Public Works Director /City Engineer." Committee Member Garretson seconded the motion as amended. The motion carried unanimously (6 -0). Parks, Trails & Recreation Committee Meeting Minutes Page 3 3. REPORTS September 20, 2011 A. City Council Report Council Liaison Werner mentioned that he felt people were very receptive at the State of the City event. He indicated that they are currently looking at the 2012 budget and have changed the tax levy formula which will impact Arden Hills by a 3% tax levy increase. He informed that approximately half of the budget goes towards public safety. Mr. Werner indicated that Council decided to have two separate meetings — one on the 5th for public comment and another on the 12th to make the final decision on the tax levy increase. Council Liaison Werner informed that the CIP amount budgeted for Valentine Park was $310,000 but that the estimates for improvements came in at approximately $551,000. Ms. Olson indicated there were two concepts being looked at and Council is leaning towards Concept 1 which has the amenities located closer to the homes. Ms. Olson indicated the next step is for City Council to give direction on the park layout and then improvements could tentatively start in the spring of 2012. The City Council was in consensus of allowing staff to work on completing 75 percent of the design in order to get more accurate estimates and then bring those estimates back to Council. Council Liaison Werner informed that they are still working on municipal consent on the interchange improvement at the intersection of Hwy 96 /US 10 and that the residents around the lake again requested a sound wall. This issue is being brought forth at the next City Council meeting because there is a 90 day limit in which to either adopt the resolution, deny the resolution, or deny final layout and municipal consent with conditions. Council Liaison Werner stated that Public Works Director Maurer is presently working on those conditions. B. Public Works /Park and Recreation Report Ms. Olson mentioned that the turnout for the Celebrating Arden Hills event was good and that she felt the event was a great success. She indicated that Bethel did an excellent job as well. As always, the firework display was well received. She also thanked the City and Public Works staff for all their help with the event. 4. UNFINISHED BUSINESS A. Park Tour Evaluation Results Ms. Olson recapped that in June the committee had a park tour and she has now included the evaluation sheets with the comments and also a sheet comparing the averages between the 2009 and 2011 results. She asked the committee members to take a look at the results before she includes in the Administrator's Update for City Council to review. Committee Member Messerly questioned the comment listed under the Arden Oaks Park which states "the barricade at the trail entrance should be moved." It was determined this comment was meant to be listed under the evaluation sheet for Sampson Park. Parks, Trails & Recreation Committee Meeting Minutes Page 4 September 20, 2011 The group indicated they enjoyed the tour, felt that overall the parks are very nice, and that the comment sections included some great ideas and suggestions. Ms. Olson indicated this information would also be useful when determining what park improvements would be needed when working on the CIP. B. Newsletter Articles Ms. Olson recapped that at the May 2011 meeting the committee consensus was to regularly provide newsletter articles. Since that time articles for the July, August, and September issues were submitted. Ms. Olson indicated she is looking for direction from the PTRC on how or if to assign the writing of articles to individual members for the remainder of 2011 and into 2012. Committee Member O'Malley questioned if they could put a blurb in the newsletter asking Arden Hills residents if they wanted to contribute ideas or write an article. Ms. Olson indicated that decision would be up to the Communications Committee. She mentioned that the articles did not need to be 500 words in length and that the committee member could decide the length of the article. Committee Member Garretson volunteered to submit an article for the November issue, Committee Member Kramlinger for the December issue and Committee Member Peck for January 2012. Ms. Olson indicated she would need the November article by October 14 and indicated the members could e -mail her for topic suggestions. C. Other Unfinished Business Ms. Olson asked the PTRC members if they would prefer to do the trail walk on their own time since very few of them could attend on the date scheduled, which is September 24th. It was decided to keep the scheduled date for those that could attend and the other members could do on their own time. Ms. Olson indicated she has provided segment maps and evaluation forms for those that want to do on their own and indicated the members did not need to walk all the trails but could select certain segments. She indicated she would bring the results back to either the November or December meeting. 5. NEW BUSINESS B. Park Buckthorn Removal Discussion Ms. Olson indicated that staff is looking for direction from the PTRC on whether they would like to continue to have a Fall Buckthorn Removal Day, and if so, what park and what date. Committee Member Messerly informed that buckthorn either needed to be removed by the root or if cutting that each stump be treated in order to avoid spreading. Committee Member Kramlinger asked Ms. Olson if in the past they did treat the cut stumps. Ms. Olson indicated they have sprayed but that four separate applications are required and the City does not have the resources for that. Committee Member Messerly indicated he felt the buckthorn removal was a waste of resources and money. Substitute Chair Peck asked if they could replace this activity with some other productive activity like cleaning up dead foilage or garbage. The concensus of the group was that they preferred to do something in place of the buckthorn removal since it was basically a losing battle. Ms. Olson indicated the PTRC could decide on the activity at the next meeting but asked that a decision be made on the date. She indicated she could bring a list of items that still needed to be done or they could use the park evaluation Parks, Trails & Recreation Committee Meeting Minutes Page 5 September 20, 2011 forms to get ideas on what activities they could work on. Discussion ensued on what activities the committee could work on and a date. It was decided to hold the PTRC Park Work Day on October 29. Substitute Chair Peck suggested that Ms. Olson e -mail the members on things that needed to be painted in case someone wanted to volunteer before the weather gets too cold. C. Other New Business Committee Member Messerly indicated he had an item that he would like called to the attention of the Public Works Director. He stated that there used to be a Public Works Committee that handled requests like this. He stated that when the paving for the cul de sac on the south side of County Road E across from Lindey's was done, there was no catch basin installed and this now is creating a gully that is undercutting the curb. Ms. Olson indicated she would have Public Works Director Maurer give him a call to discuss. ADJOURNMENT MOTION: Committee Member Petersen moved to adjourn, seconded by Committee Member Garretson. The meeting adjourned at 8:15 p.m. NEXT MEETING The next meeting is scheduled for Tuesday, October 18, 2011 at 6:30 p.m. Agenda Item 3A: Park Project Updates EN HILLS MEMORANDUM DATE: October 18, 2011 TO: Parks Trails and Recreation Committee FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Park Project Updates Agenda Item: 3.A. Background VALENTINE PARK UPDATE At the September PTRC meeting, the committee was briefly updated on the status of the Valentine Park Improvements. The agenda item that was presented to Council at the September 19, 2011 work session is included for review (Attachment A). After a lengthy discussion on the budget and concepts, the Council consensus was to direct Staff to proceed with final design, the financing component, and detailed cost estimate for Concept Plan 1 and bring it all back to the Council for further consideration. FLORAL PARK NO PARKING UPDATE A request from Rick Morphew, a resident of Arden Hills was brought to the PTRC for consideration for the no parking restrictions on Floral Drive and Royal Lane. After discussion and review of the item, the PTRC made a recommendation to the City Council that the parking for Floral Park on Royal Lane and Floral Drive be changed from the south side to the north side (park frontage) of the road and to provide "no parking" for a reasonable pick -up /drop -off distance at the advisement of the Public Works Director /City Engineer. The Public Works Director and Parks and Recreation manager met on site and identified an approximate seventy Y (70) foot area directly in front of the park and also identified a small ten (10) foot area directly in front of the walking trail to be identified as "no parking" for access purposes. The PTRC recommendation was brought to Council for consideration at the October 10, 2011 meeting. The agenda item that was presented is included for review (Attachment B). 10182011 project updates.doc Staff reviewed the PTRC recommendation and identified some additional changes that would be needed to allow parking on the north side of the road. 1. The perennial garden (or a portion of) along the curb of the park frontage will need to be removed. 2. The hill area should be re- graded to create an area sufficient for unloading and parking. This may require some retaining walls. 3. The yellow paint along the curb will need to be removed. Staff recommends sand blasting. This would need to be completed by an outside vendor. After reviewing the information, Council tabled the item until their December work session for further information. Council requested staff to bring back more details on the cost of the proposed changes, seek neighborhood input and research the history of accidents in this area. No action is needed. 10182011 project updates. doc Attachment A: Valentine Park City Council Agenda Item — September 19, 2011 EN HILLS MEMORANDUM DATE: September 19, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Terry Maurer, Public Works Director Michelle Olson, Parks and Recreation Manager SUBJECT: Valentine Park Improvement Update Background The Valentine Park Improvements were last before the City Council at the June 13, 2011 Meeting. For your information the council memo (Attachment A) and the minutes (Attachment B) from the June 13, 2011 meeting are attached. Since June a detailed drainage design relative to the neighborhood draining through the park to Valentine Lake has been completed. It has been determined that a park and a drainage system can co -exist on the property and can be constructed in such a manner as to protect the park amenities and adjacent properties. In general this will be accomplished by constructing a plateau at approximately elevation 882 which will contain the park amenities and parking lot. This area will still be almost two feet below the lowest home opening adjacent to the park which is at elevation 883.91. The remaining park property will be used for a detention pond, rain garden sized to accommodate a large portion of the neighborhoods requirement when the streets are reconstructed and a large grass area. At the June 13 meeting there was a question about where to place the park amenities; on the western side of the park nearer the adjacent homes or the east side of the park nearer the street. Attached are two conceptual drawings (Attachment C) showing the same park amenities, detention pond and rain garden. Staff is looking for direction on the general layout of the park/drainage improvements. A more specific cost estimate has been prepared by design item since the final layout has not been finalized yet. From the above preliminary cost estimate there are certainly some costs that could be reduced or eliminated such as the tree play area ($35,000), the concrete pathway leading to the structure for ADA compliance ($32,000) and either of the bituminous trails around the park perimeter ($45,000). Staff will also be looking for additional funding from Rice Creek Watershed District for the rain garden and the DNR for the trails included in the concept. The purpose of this study was to identify sources of flooding in Valentine Park and to provide solutions that would reduce or eliminate the flooding. The City Council retained Bolton and Menk, Inc. to render a "second opinion" on the WSB study. Staff presented the findings to the City Council and PTRC at meetings in December 2010. On January 31, 2011 the City Council approved a process with a tentative schedule on how to proceed with park improvements in conjunction with needed drainage enhancements. The staff memo presented is attached for your review (Attachment A). Public Input Hoisington Koegler Group Inc. (HKGi) was retained to lead the park improvement process. A public open house was held on April 7, 2011 at City Hall from 6:00 -7:30 p.m. A total of 233 residents were mailed invitations and it was posted on the City website. An online survey was available for all residents to give input on potential improvements. 53 residents completed the survey either online or at the open house. 28 people signed in at the open house. Attached are the results of the online survey (Attachment B) and comments received at the open house (Attachment C) for review. Existing conditions and two concepts (Attachment D) were shown at the open house with different park improvements. The concepts were shown with the various options of amenities and improvements to the park. It was clear to the residents that the final concept could be a combination of the two concepts. The amenities and park features were the focus versus the design and layout of the park. The design and layout cannot be decided until surveys and drainage analysis is done. The concepts shown were only to demonstrate the general area where amenities may possibly go. PTRC Recommendation HKGi attended the April 19, 2011 Parks Trails and Recreation Committee (PTRC) Meeting to discuss the open house findings. Paul Paige from HKGi presented a summary of the IlMetro- inet.uslardenhills \PR&PWIParks \Memos \Council Memos\06132011 Valentine Park Improvements. doc 2 findings (Attachment E). He provided a revised draft concept based on feedback from residents (Attachment F) in order to give the PTRC a concept to comment and make suggestions and changes to. The features included on this plan were: • Grass play area • Playground with swings • Half court basketball court • Small picnic shelter • Small informal tree play area • Interpretive signage along interior walking path • Small 10 stall parking lot • Portable restroom enclosure and a bike rack • Rainwater gardens • Bio -swale and footbridge • Stormwater pond to mitigate flooding issues A discussion took place on the various comments and results from the open house and the potential improvements to the park. Minutes from that meeting are attached for Council review (Attachment G). The PTRC discussed the inclusion of an open grass play area versus a formal ag -lime baseball field. This would eliminate the inclusion of a winter ice rink. The majority of the residents who attended the open house preferred a grass Feld to an ag -lime baseball field, even if that meant eliminating the ice rink. The PTRC consensus was that the rink is small, underutilized and other parks are close by that can provide pleasure skating. In particular, Cummings Park is a pleasure rink (no hockey rink) that has a beautiful facility and would be quiet for families to avoid the broomball and hockey users. After reviewing the information, the PTRC made a motion to recommend inclusion of all of the elements on the draft concept plan with the addition of: • Drinking Fountain • Trails along park perimeters that extend and connect north/south to County Road E2 and east /west to Glenview Ave. The motion carried unanimously. The PTRC recommended keeping the small informal tree play area in the concept. However, they listed this structure as a low priority due to concerns about this area being out of site and closer to residents. The comments on this play area at the open house were mixed but seemed fairly positive. However, since the PTRC meeting, the neighbor closest to that structure has indicated they would not be in favor of the tree play area due to its secluded location and proximity to his house. HKGi revised the draft concept plan to include the recommendation from the PTRC and this is included for Council review (Attachment H). The survey work and drainage plans will determine exact placement of park features and also project costs. The next step in the process would be to authorize staff to move into plan preparation. Councilmember Holden stated she would like to have this change in place now and have Staff continue to look at options for Northwestern College such as making it its own district or including it in the Bethel University District. City Planner Beekman stated the Ordinance would not be legal until it was published. MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to amend the motion to include Approving the Publication of a Summary of Ordinance 2011 -005. The motion carried unanimously (5 -0). Mayor Grant agreed with Councilmember Holden that the City should move forward with this amendment at this time. The amended motion was called to a vote. Mayor Grant asked if the retention ponds would have standing water and if it was anticipated there would standing water year round. Public Works Director Maurer stated the residents have expressed they do not want to have standing water in the park. It is important to get to the design phase so that the drainage issues can be identified and possible solutions investigated. The idea is to have ponding areas for drainage during heavy rainfalls that would drain off and then be generally dry. Mayor Grant asked if the trail depicted on the concept plan was included in the budget. Public Works Director Maurer stated the internal trail is part of the concept. The trail around the perimeter was recommended by the PTRC and is not included in the project budget. Mayor Grant stated the addition of a drinking fountain would require that the park have water service and at this time it does not. He asked how much it would be to run a water line and maintain the drinking fountain. Public Works Director Maurer stated this has not been fully analyzed at this time. It is included in the list of amenities to be priced and looked into further. Parks and Recreation Manager Olson stated the PTRC had included the drinking fountain because this may be the only opportunity the City has to add this amenity. If the cost is too high the PTRC will evaluate it further. Mayor Grant stated the budget may cover the cost of adding a drinking fountain but he did not see a big enough benefit in it to justify the cost. He suggested that once the project costs have been identified, each item should be evaluated to be sure it makes sense. Councilmember Holden asked if the ball fields had any scheduled leagues that play at this location. She asked if the City had a shortage of baseball fields or soccer fields. Parks and Recreation Manager Olson stated there are games scheduled for this field but they have been moved due to the current conditions of the park. The City does have enough baseball fields and the open green space in the concept plan can be used as a soccer field if needed. ARDEN HILLS CITY COUNCIL — June 13, 2011 8 8.A. Valentine Park Improvements (continued) Councilmember Holden stated she was not in favor of the tree house feature in the concept plan. It is located too close to the homes in this area and it presents a high liability to the City. She also stated the concept plan does not include any features for adults which she would like to see included. Public Works Director Maurer stated the park would have the trail and park benches but Staff could look at other amenities for adults as well. Councilmember Holden asked about the trail that goes around the park to the wooded area with the proposed tree house. She expressed concern about including the water fountain. Parks and Recreation Manger Olson stated that this trail was ADA compliant and had to go from the parking lot to the park amenities to allow access. If there was not a tree house or other play area or amenity in the corner then there did not need to be a trail in this area Councilmember Werner stated the proposed shelter was small. He asked if there would be a fee charged for this shelter. He also asked what the surface material would be for the basketball court. Parks and Recreation Manager Olson stated this shelter would be added to the City's fee schedule and this would be reviewed by the City Council. The basketball court would be constructed of bituminous with an acrylic overcoat similar to the other basketball courts in the City Councilmember Werner stated he is not in favor of the tree house feature. This structure presents a liability risk to the City. Parks and Recreation Manager Olson stated the tree house was a feature meant to tie in that area of the park and make it feel like it is part of the park. The play structure is made of recycled material to make it look like natural wood. It would be low maintenance. Mayor Grant stated he did not agree with the location of the tree house structure. Public Works Director Maurer stated the amenities and locations are only suggestions at this time and the tree house structure was placed in the corner in order to utilize more of the park. Mayor Grant asked where the storm water ponds would be located. He also asked how much elevation change was included in the plan. Public Works Director Maurer stated the ponds would be located around the perimeter of the park. The plan includes an elevation increase of a couple of feet but this will be determined based on the drainage needs of the park. Councilmember Holmes stated the main concern is getting the drainage problems resolved in the park. ARDEN HILLS CITY COUNCIL — June 13, 2011 9 8.A. Valentine Park Improvements (continued) Public Works Director Maurer stated the drainage would be resolved with the design stage of planning. This will provide the information needed to determine what will be needed for the drainage. Councilmember Holmes suggested the proposed parking lot be moved so when you come into the park rather than taking a right into the parking area, a person would take a left. The park amenities could then be moved to the other side which would keep them away from the homes. The amenities would be closer to the lake so when parents are watching their children at the park they can look at the lake. Public Works Maurer stated the neighborhood did provide input regarding the location of the park amenities. The residents had requested a half basketball court in order to reduce the noise and some of the play areas were moved further from the homes. If the park amenities were moved, they would be closer to the road, which could be a problem for smaller children. The design phase will look at the drainage and how to best utilize the green space and where to put the amenities. He suggested having the project move into the design phase and then bring a couple of concept plans to the residents to consider. Once the drainage has been resolved, the potential location for amenities can be determined. He suggested having an open house in the park so residents could see where in the park the amenities could be located. He emphasized that at this time the design phase would be needed in order to determine what would need to be done to resolve the drainage issues and once this is determined the location and types of amenities can be finalized. Mayor Grant asked when construction would take place. Public Works Director Maurer stated construction could start later this summer and be completed the following summer or construction could be done in 2012. It would be better for the residents to do the construction in the spring of 2012 since the residents do not use the park in the spring due to the flooding. Councilmember Holden stated she would like to see some form of play area in the shaded area of the park for the kids. She does not like the tree house concept but would like to see something in this area of the park. Councilmember Holden asked what the interpretive signs were. Public Works Director Maurer stated the signs would integrate the drainage facilities into the park and make it feel like part of the park. Councilmember Holden stated the signs for the Elmer L. Anderson signs were already damaged. Parks and Recreation Manager Olson stated she was aware of damage to the Ramsey County sign and has been working with the sign vendor and Ramsey County on this. Councilmember Holden stated the other ice rinks in the City have hockey players on them and this does make it difficult for recreational and beginner skaters to enjoy the rink. ARDEN HILLS CITY COUNCIL — June 13, 2011 10 8.A. Valentine Park Improvements (continued) Parks and Recreation Manager Olson stated the rink at Cummings Park is a recreational rink and is only for pleasure skating with no broomball or hockey allowed. Users do not overwhelm this rink. Valentine Park and Cummings Park have the only rinks restricted to pleasure skating use at this time and if the rink is not replaced at Valentine Park then Cummings Park would be the only pleasure skating rink in the City. Councilmember Holden asked if fencing would be required around the ponds. Public Works Director Maurer stated this has not yet been determined yet. Once the design phase is complete, Staff will have a better understanding of what is needed and will make recommendations to the Council. Councilmember Tamble asked who would be taking part in the design. Public Works Director Maurer stated Roseville Staff would be involved in the design including the analysis of the topography. This is more of an engineering project than a park project because of the drainage issues that need to be resolved. Councilmember Tamble stated he liked the overall park plan. The storm water issues are on the eastern side of the park and the concept plan has all of the park amenities on the western side. He stated he would be interested in assisting with the layout. Mayor Grant stated he would like to see information on the cost of the amenities early in the planning process. It was the consensus of the Council to look at different options for the tree house play set. Public Works Director Maurer stated the Council could approve moving the project into the design phase. Staff could then bring the amenities costs and potential locations to the Council for review and Staff could then work up different concept plans for the park layout. These plans could then be brought to the residents for their review and input. MOTION: Councilmember Holden moved and Mayor Grant seconded a motion to Authorize Staff to Move Into Design and Budgeting Analysis for Valentine Park Improvements; and When the Drainage Design is 60% Completed Staff will Provide a Cost Analysis of the Park Amenities and Concept Plans to the City Council Prior to Being Presented at a Neighborhood Meeting. COUNCIL COMMENTS & STAFF UPDATES Councilmember Tamble stated the information packet provided to the Council on Valentine Park was well done and provided good information. Council Comments & Staff Updates (continued) Councilmember Werner stated the residents have had an opportunity to provide input regarding Valentine Park and this has been appreciated. Councilmember Holmes requested Staff to be sure the March 21, 2011, letter from the City to Ramsey County regarding the Vikings Stadium concerns is placed on the City's website. Councilmember Holmes stated there is still an opening on the Planning Commission and applications are on the City's website. She also stated she will not be able to attend the July 18 work session meeting. Mayor Grant stated the U.S. Department of Commerce sent information about the census and how to get information about the community and surrounding communities. Mayor Grant stated the MN Rural Water Association sent a letter to the City with educational opportunities for Staff. The City also received a letter from the Met Council on MCES. Mayor Grant thanked the Operations and Maintenance Staff for all their work in making the City's flower gardens look good. They look considerably better than last year. He asked Staff to continue to look through the plantings and address any plants that need to be replaced. Mayor Grant asked if the City maintained the garden on Lexington Avenue and County Road E. Parks and Recreation Manager Olson stated Northwestern College had been maintaining the garden until the end of the school year. The garden has not been maintained since. Mayor Grant stated he would like this garden to look nice and asked Staff to look into having this garden maintained and the grass mowed on the property. He also thanked Parks and Recreation Manager Olson for following up on the issues at 1960 County Road E2. Councilmember Holden asked to whom dead trees in the City should be reported and if the dead trees on the Presbyterian Homes property had been reported. Parks and Recreation Manager Olson stated dead trees could be reported to her and she would have the Forester take care of these. Councilmember Holden asked how many sump pump inspections were remaining. Public Works Director Maurer Terry stated sump pump inspections were scheduled to be completed by the fall of this year. Mayor Grant asked Staff to update the information of the City's website concerning ash borer disease and other links that may be helpful for residents. Attachment B: Floral Park No Parking City Council Agenda Item — October 10, 2011 BEN HILLS MEMORANDUM DATE: October 10, 2011 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Michelle Olson, Parks and Recreation Manager SUBJECT: Floral Park No Parking Discussion Background Earlier this summer, staff received a request from Rick Morphew, an Arden Hills resident who lives at 1514 Arden Vista Court to change the No Parking on Royal Lane from the north side of the road to the south side of the road. Mr. Morphew provided a letter stating his concerns and a drawing illustrating the sight lines on Royal Lane (Attachment A). He indicates that he is concerned for the safety of pedestrians walking from parked cars to Floral Park due to the curve of the road and limited visibility for vehicles. Staff researched the history of the No Parking at this park. Public Works staff indicated that it was their Qn � t'% � that No Parking � t L1 placed �,�, the north side ;.,.. order �.�. L. the recollection ghat the N o ark�ng was placed on she north side in of dei to prevent the hazard of children running down the hill and going between parked cars. After researching the park files, staff was able to locate correspondence between a neighbor and the City in 1994 that explains how the No Parking restriction began (Attachment B). A letter was written on Ma y 19, 1994 by Sarah Rhude, who lived in the neighborhood at that time. The letter requested a reduction in organized baseball games and the addition of parking restrictions on Royal Drive and Floral Drive to alleviate safety concerns. Originally, parking was allowed on both sides of the road along Royal Drive. This resident stated in her letter that this caused safety issues for both pedestrians and vehicles due to the limited visibility on Royal Lane. Ms. Rhude met with the Parks and Recreation Director to discuss her concerns. The Director brought a recommendation to the May 27, 1994 City Council meeting for approval (Attachment C). The recommendation was to limit parking to only the south side of the road on Royal Lane and Floral Drive and posting No Parking restrictions along the north side of the road (park frontage). The reasoning for this choice was to keep the entrance of the park visible and also to keep pedestrians from walking into the road from between cars. The Council approved the recommendation on the consent calendar with no discussion. The No Parking restriction has been in place on the north side since that time. A cursory review of staff indicates no known problems with the current restrictions since they were implemented 10102011 Floral No Parking Request Discussion.doc in 1994. One concern that has been noted by park staff has been that pedestrians and bicyclists utilizing the park walk down the hill and steps to leave the park. If vehicles park on the north • side of the road, pedestrians would walk between parked cars to leave the park, causing visibility issues. Staff brought this item to the Parks Trails and Recreation Committee (PTRC) for discussion at their September 20, 2011 meeting. Mr. Morphew attended that meeting to present his concerns. Draft minutes of the September PTRC meeting are included for Council review (Attachment D). After discussing this item, the PTRC made a motion to recommend to the City Council that the parking for Floral Park on Royal Lane and Floral Drive be changed from the south side to the north side (park frontage) of the road and to provide "no parking" for a reasonable pick-up/drop- off distance at the advisement of the Public Works Director/City Engineer. The Public Works Director and Parks and Recreation Manager met on site and identified an approximate seventy (70) foot area directly in front of the park entry for the drop off/pick up zone and also identified a small ten (10) foot area directly in front of the walking trail to be identified as "no parking" for access purposes. The PTRC felt this drop off and pick up area would minimize pedestrians from walking down the hill between parked cars. Staff has included a map of the proposed changes to the parking restrictions (Attachment E). Staff reviewed the recommendation and feels some additional changes will be needed to allow parking on the north side of the road. There is a perennial garden on the hill along the park frontage that covers approximately 85 feet. This area has a relatively steep slope extending to the curb. Photos of the hill area are included for Council review (Attachment F). If parking is allowed along the north side, passengers exit their vehicles directly into the garden and into the • steep hill. Staff recommends that if parking is allowed on the north side of the road, that the garden (or a portion of the garden) is removed and in addition, a retaining wall be considered for a portion of the hill along the park frontage, depending on degree of slope in order to create an area sufficient for unloading and parking. In addition, the yellow paint along the curb will need to be removed. The Public Works staff recommends sand blasting. This is not a method our crew has the capability of completing and therefore, would need to be contracted to an outside vendor. Requested Action Motion to support or deny the PTRC recommendation to change the parking restrictions (No parking) on Floral Drive and Royal Lane from the north side (park frontage) to the south side of the road, with the exception of an approximate seventy (70) foot area directly in front of the park entry and a small ten (10) foot area directly in front of the walking trail. This would extend the current no parking to cover the entire road frontage of the park. Floral Park No Parking Discussion Ms. Olson introduced Arden Hills resident Rick Morphew, of 1514 Arden Vista Court in the Floral Park neighborhood. Ms. Olson explained that Mr. Morphew has safety concerns as well regarding the current parking restrictions at Floral Park. Mr. Morphew has requested the City move parking to the park side of Royal Lane adjacent to Floral Park and restrict parking on the opposite side. Ms. Olson researched the history of the "no parking" at this park and Public Works staff indicated it was their recollection that this was placed on the north side in order to prevent the hazard of children running down the hill and going between parked cars. Ms. Olson also found some documentation between a neighbor and the City in 1994. The neighbor's Parks, Trails & Recreation Committee Meeting Minutes Page 2 September 20, 2011 recommendation to place the "no parking" was brought forth to the City Council and was approved. Mr. Morphew explained the reasoning behind his request and felt that visibility and safety issues where created when vehicles are parked on the north side of the road and pedestrians walk between these parked vehicles in order to cross the street. He agrees the argument on the other side is also valid but he does not feel it is as dangerous. Ms. Olson explained that in order to make a change to the parking restriction, it would need to be a Council action and staff felt the PTRC should review and make a recommendation. Committee Member Garretson indicated she feels Mr. Morphew's idea was very well thought out. She stated she walked the area and agrees that you cannot see around the corner and likes the idea of having an open space. Committee Member O'Malley suggested having a caution sign stating "children crossing" and Committee Member Garretson agreed that might be an idea. Substitute Chair Peck indicated he also looked at the area and feels he has been persuaded to switch the "no parking" and also likes the idea that pedestrians would not have to cross the street when getting dropped off. Ms. Olson indicated that she and Public Works Director Maurer Iooked at this issue and felt there were arguments to both sides of the road and thus have no recommendation on the issue and would Iike the committee to weigh in on it. Committee Member Krarnlinger agreed that from a safety concern it should be changed to the north side of the street. MOTION: Committee Member O'Malley motioned that parking for Floral park be changed from the south side to the north side of the street. Discussion ensued regarding adding a pick -up /drop -off site at the frontage of the park to a distance recommended by the City Engineer. Committee Member O'Malley accepted a friendly amendment to the motion to include a pick up /drop off area. Committee Member Messerly moved to amend the motion to switch the parking from the south side to the north side of the street and to provide "no parking" from 50 feet southeast of the steps to 50 feet northwest of the path to allow for pickup. Discussion ensued and it was agreed to eliminate the distance requirement from the motion and have the wording state "a reasonable pick -up /drop -off distance at the advisement of the Public Works Director /City Engineer." Background At the September 20, 2011 PTRC meeting, the Committee decided NOT to do a buckthorn removal day but to focus on projects and cleaning in our parks. The committee settled on a date of October 29, 2011. Staff talked with the Public Works Superintendent to identify potential projects. Staff determined that the best project for this year would be to clean out parks & trail gardens: cutting them down, removing weeds, leaves and debris. Two Public Works staff plan on working with the committee to complete this task. Staff has set Floral Park as the starting location and depending on number of committee members, the plan is to break into two groups and go from park to park. There are 15 gardens to clean out. However, most of these gardens are small and should not take long. We are planning on starting at 9:00 a.m. and hope to be done by 1:00 p.m. A map of the gardens to be completed is attached for reference. Staff identified some potential painting projects and sent an email last week looking for volunteers. These projects need to be done in temperatures above 50 degrees. Temperatures may not be that warm for much longer. Committee member Michaelson volunteered to paint the Perry Park fascia and soffit.
