SUBJECT: TCAAP/Stadium Proposal
The Ciry Council is asked to discuss three issues related to TCAAP development and the stadium
proposal:
1. Draft resolution of support
2. Legislative talking points
3. Senate hearings scheduled for November 29 and December 6
• Draft Resolution of Suuport
Based on City Council discussion and comments at the November 14, 2011 City Council
meeting, staff is preparing a draft resolution of support for the Council's review. The resolution
is fairly lengthy and the City Council may want to consider whether any of the clauses could be
removed. Of course, the City Council may also choose to add sections. The draft resolution will
be available Monday evening.
Once approved, the resolution will be permanently in the public domain and may be referred to
by the media and legislators.
Le�islative talkin� points
The City Council has directed staff to meet with legislators regarding the benefits of the Arden
Hills stadium proposal Staff has met with House Speaker Kurt Zellers, Senate Majority Leader
Amy Koch, Senator Barbara Goodwin, Representative Kate Knuth, and Governor Dayton.
Mayor Grant and Councilmember Holden also participated in the meeting with the Governor.
In preparation for these meetings, staff prepared "talking points." Talking points are generally
very brief and are written to be persuasive and accurate.
Councilmembers have raised concerns on two of the City's talking points. Red-lined suggested
changes are attached. Another option is to delete the two talking points that have raised
concerns.

Senate Hearings
The Senate T� Committee and Local Government Committee will hold joint public hearings on
Tuesday, November 29, 2011 at 9:00 a.m. and Tuesday, December 6, 2011 at 12:30 p.m. The
hearings will be held in Room 15 at the Capitol and will last approximately three hours each.
The first public hearing on November 29 will be focused on potential stadium sites. Ramsey
County and the City of Arden Hills should make presentations at that hearing. The City Council
is asked to discuss the presentation and speaking assignments.
The second public hearing on December 6 will be focused on potential funding sources. At this
time, it appears unlikely that the City will be asked to make a presentation on December 6,
although staff and/or Councilmembers should be present to address questions as necessary.
