Bacl�round
The City Council annually establishes a fee schedule for administrative, building
construction, liquor licensing, copying of maps and ordinances, park and recreation
facility usage, planning and zoning, utilities, business licenses, false alarms, utility fees,
and other miscellaneous permits and penalties that are enforced by the City.
Staff has reviewed oi�r fee schedule and recommended changes. Those changes are noted
in parenthesis and bold print in the 2012 Fee Schedule attached. A brief explanation of
the reason for the changes is provided below.
Recreation Fees
After Council review at their August 15, 2011 Work Session, the following fees were
added for 20.12:
- Youth Athletic Association Field Rental
- Adult/Club Intramural Field Rental
- In addition, based on discussions from the Work Session, the non-resident and
non-profit pavilion fees were increased.
Other minar changes include:
- The proposed change to the adult ball field rental for unlighted field use was made
because it was not set up correctly. When broken down hourly, it was incorrectly
set up to be at the sama rate as the lighted field rental (as most of the
spring/summer, only 2-3 games can be played without lights in the evening).
Staff adjusted the fee to correct this.
- Eliminated the trash container reference. Number of trash containers will be
based on attendance expected.
- Removed "Plus applicable tax" for the non-profit rental fees. This was included
in error.
- Added "per hour" t4 the warming house/ice rink rental fees. This should have
been included — clarification change.
- Added "per time block" to the ba11 field rentals - both lighted and unlighted, as a
clarification change.
Planning & ZoninQ
Staffs goal in setting land use fees is to charge enou�h to adequately cover the cost of
staff time to process a particular land use request. Staff reviewed land use fees from ten
communities within the metropolitan area (attached). Based on StafPs review, a number
of chauges are proposed to the fee schedule for 2012. The fee for Final Plats,
Comprehensive Plan Amendments, PUD Master Plans, and Site Plan Reviews has
proposed to be increascd. Staff found that the City's other land use fees were largely in
line with those of suxrounding communities.
In addition, Staff is proposing to restructure the fees for Conditional Use Permits and
Amendments, Inieri.m Use Permits and Amendm.ents, and PUD Amendments to reflect
the difference in Staff time for pr�jects that require a site plan review; versus those that
do iiot. In the past the fee schedule tiv�as set up so that applicants would be charbed for
bath a CUP Amendment and Site Plan Revie«� if one was necessary; however, we found
that this was confusing for applicants �vho often expected to pay just a single fee. It is
Staffs belief that, by clearly stating the fee for applicatians that include a site plan
review, versus those that do not; it will be easier for applicants to know what lhey will
ha�e to pay for a particular land use application.
A table of fee rates for vari�us communities, along with Arden Hills' existing and
proposed fees, is included as Attachment A.
Tobacco Fees
This section of the fee schedule is being corrected to be consistent with City Code.
Utilitv Rates
In 2008, a comprehensive utility rate study was completed. The City Council adopted a
new utility structure with tiered rates to comply with the new water conservation
regulations as a result of this study and also phased out the Senior Citizen discount over
three years. The new utility fees were implemented effective January 1, 2009.
Accordingly, attached are the utility rates to be implemented effective January 1, 2012.
However,,if the Council chooses to proceed with the change in Utility Rate Structure (a
separate agenda item), those rates will be reflected in the ordinance for final
consideration at the December 12�' Council meeting.
The WAC'and SAC charge has been increased from $300 each to $500 each to be more
competitive with surrounding cities and to help provide funds for anticipated system-
wide repairs and maintenance. Also, this rate has not been increased since 2009.
Requested Action
Motion to approve Ordinance 2011-01� adopting the 2012 Fee Schedule as presented.
