SUBJECT: Storm Water Outlet/Pond Inventory
Background
There is a $100,000 item in the 2011 CIP for the update of the City's Surface Water
Management Plan which is required by State law and Rice Creek Watershed District
(RCWD) policy. On November 14, 2011 the City Council authorized the expenditure of
up to $25,000 to complete this work utilizing the Joint Powers Agreement and some
minor consultant time. This was staff s recommendation for the most cost-effective way
to complete this required update.
At the same November 14, 2011, meeting, staff indicated we would be exploring
spending some additional monies out of the $100,000 CIP item to get an inventory of the
ponds in the City storm water system along with an inventory, GPS locations, and
inspection of storm sewer inlets/outlets in these ponds. This inlet/outlet work was a
requirement of the City's first MS4 permit and was suppose to be complete by now but
has yet to be started. The pond inventory will be a requirement of the new MS4 permit
the City will be getting from the MPCA in 2012.
Attached is a proposal from Elfering and Associates for all the field work to complete the
inventories and inspections along with adding the gathered field information to our GIS
map for permanent retention. The work will be completed on an hourly basis ($50/hr for
a Technician and $65/hr for a Staff Engineer) not to exceed $24,000. The hourly basis is
necessary since at this time we do not even know how many ponds and inlets/outlets are
in our system. Given the lack of snow cover the field work would begin immediately and
be completed in spring if snow cover stops progress.

RE: Proposal for Field and GIS Services
Storm Sewer Outfall
Dear Mr. Maurer:
We appreciate the opportunity to present this proposal for your consideration. The
Minnesota Pollution Control Agency(MPCA)oversees the Stormwater Program for the
Municipal Separate Storm Sewer Systems (MS4) program. As part of this program, the
MS4 General Permit Part V.G.6.b.3 requires that all outfalls be inspected. It is our
understanding that the City of Arden Hills has not yet taken any steps towards meeting
the outfall inspection requirements as outlined by the MPCA.
Elfering &Associates proposes to complete the services listed below to bring the City
into full compliance with the MS4 outfall inspection requirements. In addition, the MPCA
as part of the revised 2011/2012 NPDES MS4 General Permit will be requiring a
Stormwater Pond Inventory be completed. The MPCA has proposed the requirement
that the inventory be completed 30 days after the effective date of the revised permit,
expected in early 2012. As part of the field data gathering process we also propose to
gather all field information necessary to position the City to be able to efficiently
complete the Stormwater Pond Inventory.
Our proposed scope of work includes the following deliverables and assumptions:
• The GIS map prepared by the City of Roseville for the Arden Hills storm sewer
system will be utilized to identify which outfalls will be inspected and ponds that
will be included. Any structures/outfalls that are not on the map will not be
located and included.
• The following data will be gathered for every outfall:
o GPS coordinates will be obtained for structures that are in a location that
will allow for point information to be gathered. Every effort will be made to
obtain a GPS coordinate, but tree coverage and other obstacles may
hinder the ability to get a reading. If it is not possible to obtain a GPS
coordinate then ties will be completed in order to map the outfall.

o A digital picture will be obtained for each outfall unless it is determined
that the structure is submerged.
o An inspection form for each outfall will be completed. Information to be
gathered on the inspection form includes size, material type, physical
condition, any damage will be noted, and any illicit discharge indications
will be noted as well.
• In addition to gathering coordinate locations for all outfalls, the field survey will
also gather the location and number of inlets and outlets associated with the
conveyance system to and from each storm pond. This information is needed for
the Stormwater Pond Inventory.
• Due to the time of year, weather may become a factor. If it appears that snow
coverage or temperature has become an issue the City will be notified and it may
be necessary to gather the remaining information in the spring.
• The field data will then be utilized to update the City's GIS map. The outfalls will
be shown on a separate layer at the correct coordinate location. The pertinent
inspection data will then be added to the layer in order for the City to have the
data stored in an easily accessible manner. Updating the GIS map will allow the
City to have the outfalls mapped in the correct, field identified location providing
for ease of future inspection.
We are prepared to start immediately once approval is given. The work would be
completed on an hourly not to exceed basis of$24,000.00. The staff that will be utilized
to complete the work will be under the Staff Engineer($65/per hour)and Technician
($50/hour) categories.
