Background
Attached is a copy of correspondence Mayor Grant received from the North Metro I-35W
Corridor Coalition. The Mayor requested this item be added to the Council's December
19, 2011, Work Session agenda for Council discussion.

Dear Mayor Grant,
As you are aware, Mn/DOT has recently begun work on a "Managed Lane" study of 1-35W
between downtown and Forest Lake. The purpose of the study is to identify recommended
congestion mitigation measures along the corridor. The study is funded via earmarked funds
requested by the North Metro 1-35W Corridor Coalition and provided through the sponsorship
of Sen. Amy Klobuchar. Identifying solutions to congestion on 1-35W is just the first step.
Working together to secure funding for implementing the solutions will require continued
advocacy efforts both in Washington and in St. Paul. The participation of Arden Hills in this
collaborative effort is vital to successfully improving this important transportation corridor that
our north metro communities rely on for economic development.
On behalf of the Board of Directors of the North Metro 1-35W Corridor Coalition, we are asking
that your City Council consider rejoining our Coalition for 2012. We understand that all cities,
including our current members, are dealing with difficult finances, but by working together we
can continue to achieve important results at a lower cost. Accordingly, we are offering your city
a "returning member"fee of only $1,000 for 2012 with the understanding that during the year a
detailed work plan will be developed followed by a tight budget for 2013. We expect that at that
time all new and returning members would participate in our standard fee formula based
proportionally on member tax capacity and population.
We will call you in the very near future to arrange a meeting with you and your Council to
provide further details on our activities and to answer any questions you may have. We look
forward to discussing our common interests with you.
