SUBJECT: Approval of the Assistant City Engineer Position and
Authorization to Advertise
Background
On December 13, 2011, the Personnel Committee met to discuss the addition of an
Assistant City Engineer position in the Public Works Department, as previously the City
Council had discussed the contract for engineering with Roseville and current/future City
needs. As a result of this meeting, the Personnel Committee directed staff to put this item
on the December 19th Special City Council Meeting Agenda.
Current Discussion
Currently the City contracts for engineering services with Roseville and an approved
engineering pool. Staff and Council agree that the current set-up is not meeting the needs
of the City. Staff believes that it might be more beneficial to the City to have an
Assistant City Engineer who reports to the Public Works Director/City Engineer. After
talks with the City of Roseville, it seems that terminating this contract or modifying the
contract to some limited service may benefit both parties. Roseville will not make a
formal decision until after the lst of the year. So as to keep the process moving, the
Personnel Committee recommends starting the hiring process and monitor the situation
before making a final decision to hire a candidate as we can discontinue the process at
anytime.
The position request outlines the duties in the attached job description. Staff did survey
of the metro area to determine the salary range with comparable positions in the metro
area. Staff proposes the position be placed in Grade 10, which has a salary range of
$68,550 - $85,688 for 2012.

POSITION DESCRIPTION
Position Title: Assistant City Engineer
Department: Public Works Department
Accountable to: Public Works Director
Positions Supervised: None
Status: Full-Time, Exempt
December 2011
SUMMARY
Responsibilities include, but are not limited to: planning and design of City infrastructure;
review of plans and specifications for public and private infrastructure improvement
projects; review of site development plans; coordinate technical civil engineering issues
with City staff; and assisting the general public with engineering related matters.
ESSENTIAL FUNCTIONS OF THE POSITION
• Maintain/manage the City's ICON Pavement Management System. This would
include maintaining the up-to-date rating of the City streets together with the
historical ratings. Overseeing/performing the rerating of approximately one-fourth
of the City streets on an annual basis. Work with the Public Works Director to
provide recommendations for the street reconstruction/rehabilitation/maintenance
CIP.
• Lead the preparation of feasibility studies, plans and specifications, bidding and
construction administration for City projects. Ability to deal with contractors and
citizens involved in public projects.
• Maintain/manage the City's Municipal State Aid (MSA) system including annual
reporting, revision and financial status.
• Review/comment on building permits, site plans and grading and erosion control
permit applications.
• Maintain relationships with Rice Creek Watershed District (RCWD) and monitor
funding opportunities.
• Manage/Monitor City's compliance with our MS4 storm water permit.
• Work with the Public Works Director and Parks and Recreation Manager to provide
recommendations for the City trail and sidewalk
reconstruction/rehabilitation/maintenance CIP. Maintain ICON pavement rating
system for trails. Assist the Parks and Recreation Manager with grant applications
for trail improvements.
• Responds to engineering related inquiries from general public and City staff.
• Develop and maintain a City Specification and Standard Details for use on City CIP
projects.
• Assist Public Works Director with managing and reviewing consultant services.
• Annually assist the Public Works Director in preparation of a five-year CIP (where
possible, a ten-year CIP shall be maintained, i.e., seal coating, sewer lining, and
equipment).
• Work with the Public Works Department and Public Works Superintendent to
develop, manage, and maintain a records retention plan for engineering and
maintenance information.
• Function as the City's contact/liaison for GIS mapping and record retention. Ability
to make minor changes to the City's GIS maps utilizing ArcView software and to
produce maps as requested.
• Performs such other duties as are consistent with the tasks of the position and as
may be assigned.
QUALIFICATION REQUIREMENTS

EDUCATION and/or EXPERIENCE
• Minimum job requirements are a Bachelor's Degree in civil engineering or related
field. Five (5) to seven (7) years progressively responsible skilled engineering
experience, preferably in the public sector and ability to obtain registration as a
Professional Engineer (PE) in the State of Minnesota within six (6) months of
employment.
• Working knowledge of Microsoft Office.
• Must effectively communicate, both verbally and in writing, and work effectively with
maintenance staff, co-workers, residents, developers, and other government
agencies.
• Previous municipal government experience and experience working on municipal
engineering projects is desirable.
LANGUAGE SKILLS
Ability to read, write, analyze, and interpret plans and blueprints, contracts, ordinances,
technical journals, financial reports, development agreements, legislation, statutes, and
legal documents. Ability to respond to common inquiries or complaints from citizens,
department staff, City Council, regulatory agencies, and members of the business
community. Ability to effectively communicate both orally and in writing with State
regulatory agencies, elected officials, City staff, and members of the public. Ability to give
presentations. Ability to prepare reports and correspondence.
MATHEMATICAL SKILLS
Ability to make arithmetic computations using whole numbers, fractions and decimals.
Ability to compute rates, ratios and percentages.
OTHER KNOWLEDGE, SKILLS AND ABILITIES
• Knowledge of the modern principles, practices, methods and techniques of civil
engineering as applied to the 'development, construction, and maintenance of
municipal infrastucture.
• Knowledge of the laws, ordinances, and regulations applicable to municipal
engineering; of asphalt pavement maintenance methods and techniques; of
pavement management software; of land survey and engineering systems,
methods and techniques.
• Ability to perform the following tasks for pavement management and preservation
projects: feasibility studies, direct design, manage construction activities.
• Working knowledge of MN Statute 429.
• Working knowledge of street/trail maintenance techniques.
• Knowledge of ICON Pavement Management software, ability to rerate City steets
and trails.
• Site plan/development review abilities including drainage calculations.
• Knowledge of Rice Creek Watershed District rules, procedures and funding
opportunities.
• Knowledge of Municipal State Aid system; ability to prepare or direct preparation of
a MSA plan set and ability to monitor and maintain MSA system including annual
reporting.
• Experience preparing a CIP for Engineering function.
• Ability to develop and keep current a City Specification and Standard plates for use
in construction.
• Ability to manage City record drawings and assist with asset management.
• Ability to prepare Grants for Federal Transportation projects, DNR Trails and
others.
• Ability to effectively use AutoCad to generate engineering drawings.
• Knowledge of Federal Aid process.
• Ability to deal with resident calls dealing with engineering issues.
• Knowledge of MS4 laws, rules and regulations.
CERTIFICATES, LICENSES, REGISTRATIONS
• Registration as a Professional Engineer in the State of Minnesota or ability to get
within six (6) months of employment.
• Erosion Control Certification for Design, Installer and/or Site Manager.
