Memorandum from Michelle Olson, Parks and Recreation Manager. �-AI�EN HILLS MEMORANDUM DATE: January 30, 2012 TO: Honorable Mayor and City Councilmembers Patrick Klaers, City Administrator FROM: Michelle Olson,Parks and Recreation Manager `MS SUBJECT: Recognition for Years of Service and Employee of the Year Background The City Council of Arden Hills encourages and supports recognizing employees who make significant contributions to the City. At a September 1994 meeting, the City Council adopted Resolution No. 94-47, establishing an Employee Recognition Committee (ERC). The ERC then recommended a list of programs to recognize employees for: years of service, exceptional performance and retirement. In June of 2005, the Employee Recognition Policy was established. The 2011 ERC was made up of the following employees: Sue Iverson,Michelle Olson, Dave Scherbel, Rebecca Brazys and Jeff Frid. Employee of the Year The purpose of selecting an Employee of the Year is to reward employees who are adjudged by ,their co-workers to be deserving of special recognition for their accomplishments and contributions to the City. The ERC (including Brenda Holden as the Council representative) met and followed the procedure below to determine the City of Arden Hills 2011 Employee of the Year: • Each employee was given the opportunity to nominate a City employee for Employee of the Year. • The following categories represented areas which are used to determine an Employee of the Year. Each nomination must relate to either one of the categories, and shall include a description detailing the reason for the nomination. 1. Exceptional Performance- Consistent high-level of dependability, reliability, responsibility and integrity over a period of employment with the City are items measured in this category. Recognition is given to high quality, ongoing and consistent dedication to the City. This category also recognizes individuals who consistently project a positive image of the City and its services to his/her co- workers and the general public. Significant Accomplishment- Often an employee is charged with the responsibility or assumes the responsibility of completing a significant goal, activity, or project. Frequently the completion of such a project has a major impact on the operations of the department or the City as a whole. This category recognizes employees for such accomplishments. The ERC announced the Employee of the Year at an all employee luncheon on Thursday, December 15, 2011. While the committee prefers to decide on one employee for this award,the decision was made to give the award to two employees. The 2011 Employee of the Year is being shared by: Pang Silseth of the Finance Department and Meagan Beekman of the Community Development Department. The following are a few of the comments included on the nominations for Pang and Meagan: PANG SILSETH—FINANCE DEPARTMENT, ACCOUNTING CLERK • Employed with City since December, 2002. • Has consistently shown a high level of dependability, reliability, responsibility and integrity. • Has taken on and asked for additional tasks. • Has done an outstanding job at all finance tasks requested of her and is a source of information for the entire City as to the institutional knowledge of the Admin and other departments. • Took on the difficult task of converting the commercial accounts from Banyon to Springbrook and has brought a high level of professionalism to the utility billing function. • Has analyzed the accounts and worked to correct discrepancies. • Dedicated worker that has led efforts to improve our utility billing process, resulting in savings through reduced costs for envelopes and mailing and also a reduction in staff time. • Handles a large number of customer calls regarding utility billing and does a wonderful job. • Oversees all of the cash receipting and does a great job handling issues that may arise. MEAGANBEEKMAN—COMMUNITY DEVELOPMENT, CITY PLANNER • Employed with City since September, 2007. • Handled multiple development projects in 2011 with great efficiency. • Worked well with Pulte Homes,McDonald's,Arden Plaza and even projects that have not been successful, such as Senior Select Living and the Work Force Living. • Took on the long overdue Right of Way Ordinance amendments and did a wonderful job working with Council to have that approved. • Works well with the Planning Commission and when planning cases are minimal, she sets up work sessions for reviewing important items. • Projects a positive image of the City at all times. • The City is lucky to have her dedication and reliability. The policy states that employees shall be recognized for every five (5) years of employment with the City. Employees shall receive a certificate from the City recognizing them for their years of service. The following employee was awarded a certificate on Thursday, December 15, 2011 at the all employee luncheon: • Joe Mooney—Public Works—25 years Requested Council Action The Employee of the Year and Service Award Recipients will be present at Monday night's meeting to receive their awards from the Mayor.
