Resolution 2012-004. � EN HILLS MEMORANDUM DATE: January 30, 2012 TO: Honorable Mayor and City Councilmembers Patrick HIaers, City Administrator FROM: Ter Maurer, Public Works Director � rY SUBJECT: Lift Station #13 Reconstruction Bids Background The 2011 Capital Improvement Plan (CIP) included a sanitary sewer item to rebuild lift stations 11 and 13. Lift Station #11 is located at 1861 Highway 96 which is the main entrance to the manufactured home park. That lift station was dropped from the project because of the US 10/Hwy 96 Grade Separation Project planned for 2013 which may affect the existing lift station. Lift Station #13 is located at the intersection of Karth Lake Drive and Pleasant Drive. The CIP item, a copy of which is attached, prograinmed $385,000 for the reconstruction of both lift stations. . Seth Peterson of Bolton and Menk was hired to provide engineering services for the reconstruction. The project was bid on Tuesday, December 6, 2011. The bid also included four alternate items for various upgrades at lift stations 2, 5, 7 and 8. After the bid opening the alternative bid items were evaluated and it was decided that they were too costly and there was a more cost-effective method of getting this work done so only the base bids are being considered for award. There were a total of eight bids received. The following table contains the bidder and their base bid for the reconstruction of lift station # 13. Attached is a memo from Project Engineer Seth Peterson recommending award to Minger Construction. I have also worked with Pat Minger at another City and always found his work to be excellent. The base bid for this project is for removal and replacement of lift station 13. There were four (4) add alternate items for pump and electrical work at lift stations 2, 5, 7 and 8. The base bid numbers for lift station 13 ranged from $194,250 to $366,500 as shown in the attached Bid Tabulation. The Engineer's estimate for the project was $270,000. The apparent low, responsive and responsible bidder was Minger Construction, Inc. of Chanhassen, Minnesota. Five of the eight bidders were below the engineer's estimate and three were above the estimate. The low bidder is approJcimately 28 percent below the engineer's estimate. There were 4 add alternate items and each bidder provided a cost for each add item. Award of the project is based on the base bid price for lift station 13 and any or all add items could be accepted or rejected from the low base bidder. Since Minger Construction is the low base bidder, their add alternate items can be evaluated. Based on the costs of the add alternate items it is our recommendation that the City reject all of the add alternate items and reconsider these at a some future time. Based on the base bid numbers the bid documents did not contain any wording or ambiguities so as to force the Contractors to build in additional contingencies. Based on the relative tight bidding and very competitive bids we feel the speciiications were not restrictive to force a non-competitive bid situation. Therefore, we feel that the bids received were competitive and responsive and re-bidding of the project would not provide any cost savings. Minger Construction, Inc., out of Chanhassen, Minnesota, is a reputable contractor that has previous experience with projects similar in scope and size. Bolton & Menk, Inc. has worked with Minger Construction, Inc. on multiple projects in the past with good success. Based on their experience and qualifications, along with their acceptable bid price, we recommend that the City of Arden Hills consider awarding the Lift Station Improvements base bid with no add alternates to Minger Construction, Inc. in the amount of $194,250.
