This approval came after four City Council work sessions on City Goals, although the first session was devoted entirely to TCAAP. Attached are the July 11, 2011, work session minutes when the Goals were last discussed. Also attached is the 2011 Goals Worksheet - Status Report as adopted by the City Council. This is the first "official" check-in on the work that has been done on the identified Goals since they were adopted last July. It is worth noting that TCAAP is not on the Goals worksheet and that in July 2011 it was acknowledged that TCAAP could dramatically impact the amount of time that staff had available to work on other City Goals. Some of the Goals on the worksheet are related to the ongoing operation and management of City departments. These ongoing tasks were identified as goals because the Council wanted to see some changes within the departments (what was being worked on and how the departments operated). On the other hand, some of the Goals were clearly substantial new work projects in addition to the management of the ongoing departmental operations. Staff s intent is for this work session to be our first six month check-in. As the July 2011 minutes reflect, the Document is to be a "living plan" that will need to be changed as situations in the City change. Staff wants the Council to know that the Goals Guiding Document is not just a plan that gets adopted and then sits on the shelf. Although Jill Hutmacher has included a written status report (see attached), this work session agenda item is planned to mainly be a verbal update and Q & A with the Council and staff. Absent: None. Also present: City Administrator Patrick Klaers, Public Works Director Terry Maurer, Director of Finance and Administrative Services Sue Iverson, and Facilitator Bill Joynes _ from Midwest Government Advisors. DISCUSSION ITEMS t City Administrator Klaers provided an overview of the of the February 12, March 16, and the May 2 goal setting work sessions held by the City Council Bill Joynes, Midwest Government Advisors,reviewed the process that Council went through to identify the top goals for the City. Mr. Joynes stated that the Guiding Document plan includes some action steps to accomplish the identified goals and also that the Guiding Document is a "living plan"that will need to be changed as situations in the City change. The Guiding Document is a combination of goals and tasks and identifies priority issues of the City Council. The plan contains goals and tasks for City staff to work on over the next few years. Mr. Joynes noted that a stadium project is one example of a developing situation that may require the plan to be adjusted, especially the time frame for accomplishing the goals. Progress reports and Council reviews of the plan are anticipated approximately every six months. It was noted that the plan includes 18 goals but does not include the TCAAP site or a stadium proposal. i t i !!F 3 ARDEN HILLS CITY COUNCIL WORK SESSION—JULY 11, 2011 2 The Mayor and Councilmembers discussed changes to the priority rankings of some of the goals. It was noted that work would be taking place on all of the identified projects and that staff would not be working just on the high priority projects. It was the consensus of the City Council to make the following changes to the draft Guiding Document: . • All of goal#2 was moved from medium to high priority • Task 5a was moved from a medium priority to a high priority • Tasks 1 and 2 under item 9a were changed from medium to high priority and the time frame moved for 2013 to 2011 • Projects 13a and 13b were moved from medium to high priority;but time frames did not change • Project 16b was moved from a high priority to a medium priority • Task 16e was deleted as this is a Finance Department issue and is an ongoing task • The word "restart" was deleted from project 18b The City Council agreed to consider the Guiding Document with the above noted changes at the July 11, 2011,regular City Council meeting. Following is a status report on action items toward the achievement of Council goals. Minimize complaints regarding single-family rental properties. Priority: High Year Initiated: 2011 2011 Action Items • Worked with the Ramsey County Sheriff's Department to more effectively address violations of the 4-car limit on driveway parking. • Provided information on housing ordinances and the rental registration program to Northwestern College and Bethel University. All information was provided in an electronic format to allow easy distribution to students. • Publicized the rental registration program through the newsletters and direct mailings to rental property owners. • Working with the City Attorney to define the City's authority to address rental issues under existing City ordinances and State statutes. (This action item has been delayed somewhat, but is expected to be presented to the City Council at a work session in the first quarter of 2012.) Establish a detailed plan for private and public investment in the B2 district. Priority: High Year Initiated: 2011/2012 2011 Action Items • Drafted a Scope of Work for Phases I and II of the B-2 Implementation Plan. City of Arden Hills City Council Work Session January 30, 2012 Page 1 of 3 • Selected a consultant for Phase I of the B-2 Implementation Plan. • Reviewed and presented for Council consideration development plans for Arden Plaza, McDonald's, and the former Holiday Inn site. Maximize the efficiency and effectiveness of the City's commissions, committees, and processes related to economic and community development. Priority: Medium Year Initiated: 2012 2011 Action Items • Revised the EDC meeting schedule to monthly meetings. • Drafted a 2012 Work Plan to align EDC work and agendas to City Council goals. • Scheduled an EDA meeting for February 2012 to begin consideration of EDA by-laws and goals. • Held a joint meeting with FPAC to discuss TIF policy. Further joint meetings are likely on topics of mutual interest to FPAC and the EDC. Foster civic pride and an awareness of the City's distinct character and attributes. Priority: High/Medium Year Initiated: 2011/2012 2011 Action Items • Formed website ad hoc committee to research website needs and options. • Selected and interviewed two finalist website design vendors (Ad hoc committee recommendation to be presented to the City Council in February 2012). • Obtained Council direction on the preferred locations and design of gateway signs to be installed in 2012. Develop relationships with the business community and establish a reputation as a business- and development-friendly City. Priority: Medium Year Initiated: 2011/2012/2013 2011 Action Items • Planned and held first business-oriented State of the City event. • Joined the Arden Hills-Shoreview Rotary Club to foster business relationships. • Working with the EDC to outline economic development goals for the new City website. TCAAP Remediation and development of the TCAAP site was not included in the Council goals adopted in 2011. Nevertheless, Council discussion indicated that this project was a priority if an opportunity arose. In 2011,the City Administrator and Community Development Director have devoted significant time to the Arden Hills stadium proposal. Work tasks have included: City of Arden Hills City Council Work Session January 30, 2012 Page 2 of 3 • Drafting FAQ's, newsletter articles, and resolutions; • Planning, publicizing, and holding the August 4, 2011, stadium open house; • Responding to calls and inquiries from residents and the media; • Providing memos and reports to the Metropolitan Council and Ramsey County to assist with site evaluation; • Attending Ramsey County staff meetings to receive updates and coordinate efforts; • Preparing for and attending Senate hearings; • Meeting individually with the Governor and legislators; and • Preparing for and holding the November 28, 2011, Ramsey County delegation meeting.
